Union Urban Development Minister Jaipal Reddy is believed to have asked for R H Khwaja  from his home state as Secretary Urban Development. Khwaja is 1976 batch IAS officer of Andhra Pradesh cadre. One can only wait and watch.

BHEL-built power generating sets continue to set record

BHEL built thermal, hydro, gas and nuclear sets have recorded an all-time high generation of 490 Billion units of electricity in FY 2009-10 and thus contributed significantly in reducing the gap in demand and supply of power in the country, During this fiscal too, BHEL-manufactured thermal sets achieved an impressive Operating Availability (OA) of 87 per cent while the Plant Load Factor (PLF) at 78.4 per cent was also higher than the national average. As many as 72 sets achieved PLF of over 90 percent and 136 thermal sets achieved OA higher than 90 per cent. Besides, out of the country’s total power generation by coal based utilities, BHEL sets contributed a record 79.9 per cent. And perhaps this was the reason why BHEL also continued its tradition of bagging awards for excellent performance. Out of the eight thermal power stations awarded with the Ministry of Power’s Meritorious Productivity Awards for 2008-09, seven were those which were equipped with generating equipment manufactured and
supplied by BHEL.

RTI Notional Promotion

The photo copies of rules & regulations under which notional promotion was granted by DoPT were sought. The CPIO submitted that notional
promotion is not a normal promotion and is therefore, not covered in terms of Central Secretariat Services (CSS) Rules by Promotion
Regulations. As the officials of the CSS grade-I had been involved in litigation on DPC decisions for over 15 years, the promotion decided
upon in 1995 could not be implemented till 2005. Consequently, the Civil Services Section of DoPT was advised by the Establishment
Section that notional promotion be resorted to. Appellant argued that in case notional promotion was not dealt with by the Promotion Rules
of DoPT, the DoPT might consider formalisation of such rules, so that they can become terms of reference for universal application for
services other than CSS. The CIC directed to make available copies of the advisory received from the Establishment Section of DoPT regarding notional promotion. The CIC suggested the DoPT to consider incorporating in their guidelines the issue of notional promotion.

Comments
Transparency in matters of promotions would help in arbitrary exercise of power and the guiding principles can be used by all public authorities in determining similar cases of employees experiencing distress.

Many would agree our economy is like a bucket with no bottom!!
So it will sooner or later hit rock bottom!!
We have a PM who thumps his chest on his honesty!!
But time and again he has supported those indulging in khullam khulla dishonesty!!
We have Sonia who feels she is the epitome of humaneness!!!
But she keeps quite on Congress’s and Congressmen’s inhumanness!!
We have a Finance Minister who is more involved in backroom work!!
So his Ministerial responsibilities he is forced to shirk!!
We have a Home Minister who feels he’s the cat’s moochi!!!
Don’t we know why he’s doing with the Pakis coochie coochie??
We have a MEA who is more interested in spread of Café Coffee Days!!
On his Ministerial responsibilities that is why less attention he pays!
We have an Agri Minister who is alleged to have made money on Indians hunger!!
But despite all his alleged money making ‘honest’ Mohna refuses ‘to pull the plunger’!!
We have Railways Minister who lives in Kolkata whereas her Office is in Dilli!!
Sounds so silly!!
We have Aviation Minister who like ‘his Party Boss’!!
Ne sabh limits in money making karr di hai cross!!
We have a MOPNG who is alleged to be ‘under the administrative control of Reliance’!!
And can never show to Mukesh Bhai’s order defiance!!
We have a Communications Minister who have become a Raja or King!!
Into the dustbin all norms he did fling!!
We have a Chemicals Minister who cannot read or write his title in Hindi or Angrezi!
Who feels if you do not live in TN you are crazy!!
Confucius says… and we have ‘the Indian’ who despite all the handicaps and woes!!
Who fights on and to adversity never bows!!
Adds…. Despite the Government and the political system the Indian has done pretty good!
And rest assured by the World this is well understood!!
More.... when any Indian Minister gets applauded overseas!!!
Its not for the Minister but in his/her crookedness it is us Indians strength and worth that the World sees!
Flash...Mohna says too early to with impetus but India's case is not the same!
For rampant inflation impetus is also to blame!!
Mohna for the sake of politics is overlooking cardinal economic rules!!
With our economy this Doctorate in Economics literally fools!!
US can continue with the impetus as inflation is not a worry!!!

How about shifting the following ministry’s head quarters ?
Rural Development to Bihar, Agriculture to Punjab , Coal and Mines to Jharkhand , Shipping to Tamilnadu, Finance , Insurance and Banking to Maharashtra , Culture to West Bengal . There could be many more ministries which could be shifted away for operational efficiency and proximity to areas of concern . Delhi should physically retain Defence, Home, Railways etc. Btw, this can somewhat decongest Delhi and the dalals associated with those. Give it a thought.

IPS officers will make good heads of PSUs
Yes. I think IPS officers will make good heads of PSUs provided given a chance. This will also lead to lesser no. of IPS officers in DIG/IG/ADG level in their cadres. Even state governments can utilise their potential to turn around sick PSUs/companies. It will add to their professional knowledge and integration with other parts of civil administration. Some states are already doing it but many states are hesitant to try this for reasons best known to them. It is high time to utilise their talent for non-police job as well. The top police leadership also need to shed their inhibition and sponsor talented IPS officers for the job. There are many success stories..

No comparison

As far as service conditions are concerned, There is no comparison between Armed Forces and Civil Services. Armed Forces officials face all sorts of hostile conditions. Life is always challenging for them. Even single error can prove fatal for them. At all times death walks with them. On the other hand, Civil servents indulge in self praise, phoney comparisons, looking down upon other services sitting in AC cabins writing blogs instead of work. They are always busy in running down others. Civil servants too should be given a taste of armed service say for two year compulsory army service. This will make them understand how tough and incomparable is the job of a soldier. Don't compare it with money or pay scale that you get. Have regard for soldiers. We all are sitting peacefully only because of our Armed Forces. My salute to them.

Civil and army officers

When I wrote about the comparison of Civil and army ranks, I never imagined that army officers will immediately run for their guns. First of all, I should make it clear to all civil and Army officers I nether belong to the army service nor to the  Civil Service. One can claim to be equivalent to God  and there is absolutely no problem in believing so. Pay band and Grade pay cannot be  the sole criteria for determining a rank.  Traditionally Teachers and Scientists get more pay.  Civil servants get less pay. A Professor in an University gets more pay than that of Joint Secretary but that does not make him a Joint Secretary. A Chief Medical Officer(NSFG) gets the grade pay of a Joint Secretary but does he enjoy the rank of a Joint Secretary ? Many IAS Officers in the State get PB-4 the grade pay of JS but, for becoming a Joint Secretary one  has to be empanelled. Even if, for a while it is accepted that a General is equivalent to the Cabinet Secretary, the rank of a Lt. Colonel will not go beyond that a Deputy Secretary in the Government of India. Let this discussion end here.

Comparison is futile

That there should not be any comparison between two services as the operational areas for both services are different. In Armed Forces there are so many ranks between Top and Bottom (from General to Lieutenant) So if you just put Top and Bottom as equivalent whole picture gets confused. The necessity for such equivalency arises when Army Officers are posted in Headquarters/Secretariat. Here a Major General is considered as equivalent to Joint Secretary to give some order of hierarchy in the Head Quarters. Now do not count on the basis of pay scale or grade now. Because again as the area of operation is different there can be no comparison. Instead of comparing pay grades etc. why not check in the Armed Forces Head Quarters. I think a Colonel is made in-charge of Division there (I am not sure and would like to be corrected) In civilian side Deputy Secretary is in-charge of Division. If somebody can give an example of any Lt. Colonel Heading any Division in Armed Forces Head Quarter then we can consider him equivalent to Deputy Secretary. Similarly I think Squadron Leaders or Majors are made as the Section In-charge here similar to Section Officers.  I do not know if there is any evidence of any Captain or below rank being posted as Section Head in the Head Quarters. So why such argument? Here again I am saying there is no similarity as Army Officers are respected and accorded ranks on the basis of their duties in the field and not in the Head Quarters. So no need to compare them with the CSS Officers. One more example. As we all know that an IAS Officers can become District Magistrate after 4 years of Service ( Senior Time Scale) But an IAS Officer just below the Super Time Scale that is in Director Scale is also posted as District Magistrate. So can you call them equivalent? Here again the question is of Duties being performed and not of ranks. Therefore if one is comparing a Lt. Colonel with the Under Secretary, it is not his fault as he is seeing a Lt. Colonel (may be he is in much much higher pay grade) performing the task of an Under Secretary. So what inference we can draw? Army Officers should not feel hurt by such comparisons. Because their duties and reputation is for the services they render in the field and because of that they are getting Pay band 3-4-5 whatsoever. Not because of equivalency with CSS posts. One thing more. Why Army Officers always compare themselves with IAS only. There are so many other services also. It was a foolish act (and a sort of provocation for such unwanted comments)to compare Army Officers with CSS. But why not with IPS. Police Officers do more strenuous jobs and what are their condition of promotions. When you are selected for a particular service (Please note you have applied for that service fully aware of service conditions and no body compelled you to join)then you must have faith in that service and give your 100% to that service. Instead of bickering for others. Each and every service is doing service for the Nation (and getting paid for it). Nobody is doing any honorary work. The problem is that everybody thinks that he is doing more but getting less. This is never ending list. We have never heard of such lobbying by Army Officers earlier. But this malaise has now percolated to them also. When you have joined the Army for serving the nation (as boasted by them) then where does the question of honour and pay package comes. We respect our Army Officers for their selfless service and not for their "highly paid service". A CRPF or State Police constable does more service to the Nation fighting with Naxalites, without any protection of AFSPA than the Army Service Core Officers doing Scams in Canteen Purchases. But unfortunately the constable is dubbed as corrupt policewallah and Army Officers are pampered a Lot (Kab tak Siachin ke naam par logon ko bewakoof banayege. Kitne log Siachin me hain aur kitne Dantewada me kabhi compare kiya hai?)

DOPT's OM No ^/6/2009 Estt. (Pay II) dated June 17, 2010 makes no mention of cooling off. It also states that this circular does not cover officers appointed on deputation to posts under the Central Staffing Scheme for which separate orders are applicable.
