Wrong Comparison
It is futile to compare apples to oranges. Paramilitary forces have full protection of AFSPA in disturbed areas, so no point claiming that they dont have protection of the act, as this would be a lie. As for "Kitne siachen main hain", there are about 12000 Indian soldiers on Siachen, and a few hundred CPO troopers in Dantewada, so Mr Tripathi need not make pointlessly provocative claims. Additionally, to say that you joined service knowing the conditions is ok, but if each pay commission changes those conditions, then irritation is bound to set in. IV CPC equated Lt Cols with DIG's, but VI CPC ended up equating them with Deputy Secretaries, until Army HQ put its foot down. Rest, the arguments are not without merit. Army headquarters should post its personnel to staff duties according to their rank and pay grade, and not otherwise, else those who look on, will say draw the wrong conclusions. It is not my case that Army headquarters are not substantially to blame for the equivalence mess! They wholeheartedly are! Rest, god bless all other services, we all have our own jobs to do, and may we all do them with diligence.

Army itself responsible
To a certain extent Army itself is responsible for its officer's downgradation vis a vis civilian bureaucrats. At one time red tabs(from full Col and above) were a rarity in the Army. Gen. Sunderjee downgraded them by making them battalion commanders(or battalion commanders upgraded from Lt.Cols to Colonels). Even in sub-areas one can see full Colonels with red tabs huddled together in small rooms in posts once manned by Captains. Who is downgrading whom?

Why lower standard opf induction ?
Why should we lower the standard of induction to IPS to tide over the crisis? Will army take these CPO officers when they are facing a shortage of more than 10,000 officers? They have not even lowered the standards of SSC. Every service has its essentials/standards and CPO officials do not fit for induction in IPS. Ensure that IPS officers at SP/DIG levels are given field and important postings, more police commissionerates are created to ensure that Senior IPS officers are available in the field, Non/Ex cadre and useless postings at SP/DIG level are identified and done away with temporarily, cadre rules of AIS are strictly followed by states and SPS officers are timely inducted into IPS. This solution will be lasting and worthwhile to experiment....

Who is responsible for criminal delay ?
Select List of Under Secretaries of CSS for the year 2003 was issued by DOP&T on 29th August 2009, a delay of six years which is criminal. Nobody is held responsible in this transparent and progressive Government. During the period, a number of persons retired as Section Officers. To add insult to the injury, their names were included in the Select List, but the Office Memorandum stated that those who had retired as Section Officers will not be given promotion, even notional, as they had not performed duty as Under Secretary. Can there be a bigger joke than this? If the concerned persons did not work as Under Secretary, whose fault it is? Not their. They were eligible for promotion in 2003 and were serving in 2003, but the Department of Personnel did not promote them due to indecision. The government took six years to issue the list and then issued unjust orders as mentioned above. Government also filed appeal in HC against favourable CAT judgement in a similar case to deny even notional promotion. This they can do only in the case of Secretariat services. Those who suffered are retired and don’t possesss the resources to oppose the might of the State, which is exercised only against the helpless, in the court. It is 'height of bureaucratic woodenness', as recorded by former Secretary to GOI.

Search of judgements by TEXT/PHRASE not working

Search of judgements by TEXT/PHRASE feature stands restored for Supreme Court Judgements. However, this feature is not working properly in other high court sites and for Delhi High Court site it has been removed since January 2010. Some other high courts sites have not been provided with this feature. NIC deserves appreciation for restoring the feature for Supreme Court site but at the same time needs to ensure that this feature works properly for all other high courts, tribunal etc. sites. As for sites where this feature has not been provided NIC should take necessary steps to get this feature included

Price Hike
The government is friend or enemy of the people. In last six years of governance the prices have gone up threefold. I am a government officer and don't know how to run the family now. In the present scenario, only bureaucrats and army officers (among govt servants) can run the family smoothly as they are highly paid and their household needs are fulfilled by the government machinery. Fuel cost hike is never a problem for them as they rarely use their personal vehicle. All the personal needs are fulfilled by the government vehicles. Same is true for ministers. In such situation who will care for simple government employees. The people mentioned above not only get high salary but many other unauthorised incentives which is shown by media time and again. Civil servants make the rules suiting to them and enjoy. Army gets open and hidden perks for the hype they have created. All the corruption done by them is accepted by Raksha mantry.in nutshell, India being the most corrupt country of the world is the reason for steep price hike.

Sadak Par Pradarshan, Sansad Mein Samarthan
The wise economists of the government are touting petrol price hike as good for the economy. What they mean by economy, has also been clarified by them as increased production of cars in India. For the aam aadmi, who they think complains too much, they have a piece of advice: keep patience for a few months as prices are bound to automatically come down by September 2010 when prices of petroleum products too will come down. When such perfect predictions are regularly made along with announcements of raising prices of any consumer goods, there should be no need for Indian TV channels to anchor discussions with astrologers. The double whammy is when the newspaper headlines scream "petrol prices to go up from midnight, opposition protests". Now, my dearest friends of the press corps please at least you don't rob the poor aam aadmi of his right to protest. It is the aam aadmi who protest the rise in prices and not the opposition. The opposition takes its own pound of common man's flesh: they disrupt his daily life, depriving the daily wage earner of his meagre daily earnings. First the govt reduces his purchasing power, then the opposition robs him of all his earnings of the day! The opposition practices: sadak par pradarshan, sansad mein samarthan (demonstration on the roads, support in the parliament).They also get benefitted by holding their own one act plays/nukkad nataks. There is hardly any MP who is prepared to hit back with the force that the aam aadmi wants by resigning his seat in protest. India is moving fast towards economic disaster (Bhopal disaster hurt only Bhopal but this one is going to hurt the whole country).The rupee stands devalued several hundred percent silently without any announcement through the route of inflation. It hurts only the aam aadmi, and not those who have either stashed their illegal money in dollars in foreign banks or are getting huge pensions in dollars from international organizations. The opposition can still save the situation if it really protests these anti-people economic policies of the government by en masse resigning from parliament and forcing a mid-term poll. The Nehruvian policy of Socialistic pattern of society has been coolly buried by the present economists of the Neo-liberalistic faithfuls. Awake or be prepared to be ruined as a nation(dream merchants may sell the idea of India becoming a super power, in the same way as petrol price hike is going to benefit the economy!

Effective Opposition
If the opposition parties are really honest to their bounden duty to deter the Congress going astray, they should stage dharnas and demonstrations in front of Congress offices across the country rather than making a symbolic demonstration at Jantar Mantar till the Govt. rolls back the most hated hike of petro products and restores the right to survive by quelling the Congress sponsored inflation. They should prove to be the effective Opposition.

We heartily welcome Arun. Mishra to his new assignment and hope that he will emerge in flying colours. We are from Cuttack, Odisha, where we are at present faced with the threat of a catastrophe linked with drinking water for the decision of the Govt. of Odisha to sale Mahanadi water to the Posco Company and ground water to the Indian Oil Corporation Ltd., which endangers the very existence of the city of Cuttack. Cuttack may get a premature and man-made death due to scarcity of water in a very near future. We hope and trust, that Mr. Mishra will utilize his good office to find out a solution towards a sustainable development.
