But my suggestion is that please open the abbreviations as everyone may not know what it stands for. eg IFA (WNC);Ms. Vandana Srivastava (IDAS : 1978) PIFA in the office of the PIFA (Navy), New Delhi, has been posted in the office of PCDA (SWC) Jaipur.

Who is Dinesh Trivedi?

Who is Dinesh Trivedi and what is his background? This question is hotly being discussed in different circles. Well, Dinesh Trivedi a Gujarati Kutchi industrialist and adviser of Trinamool Congress (TMC) supremo Mamta Banerjee had won parliamentary election as a TMC candidate from Barrackpore constituency in West Bengal. Trivedi had defeated his nearest rival Tarit Topdar, six-time heavyweight and the then sitting CPM MP, by more than 60,000 votes during last year’s Lok
Sabha polls. Barrackpore was considered to be the biggest strongholds of the Left front outside Kolkata. Trivedi hails from Bidada village of coastal Mandvi in Gujarat’s Kutch district was a TMC’ Rajya Sabha MP before entering into the Lok Sabha.

KMC is an exception
Not many bureaucrat are really efficient, honest, upright and above their clan interest. But KMC is an exception. He is simply outstanding and extraordinary. He is also against corrupt bureaucrats. He is doing a great service for the country. Prime Minister was 100% correct in giving him extension as cabinet secretary.

Much more than what meets the eye !
There is much more than what we see in the out of ordinary third extension for the Cabinet Secretary. If the last extension denied chances to toppers like Sudha Pillai, G.K.Pillai and Nandakumar, all considered to be outstanding officers, the present extension has sniffed the chance of 1973 toppers like Chawla. They just became victims of the dubious game being played by the behind the screen ‘High Command’ to bring her favourites to the crucial posts. First it was the President, then her secretary, Election Commissioner …the list is long, all once her family retainers. If my surmise goes correctly it is to help another dynasty retainer who is presently with World Bank and is expected to return in time next year. The bureaucracy is going through a very sad phase in its existence. If Indira Gandhi damaged every edifice of the constitution openly, the present is doing it with subterguge. Senior IAS officers are falling prey to this dubious game. I would have expected KMC to refuse the extension or atleast accept it to only for six months.

Extension to Senior Officers
Howsoever brilliant one may be, all others are not fool. Politicians would always like to see bureaucrats toeing their line and giving extensions beyond date of retirement is nothing but indirectly forcing such officers to do what they desire. There may be many who would go on writing against such undesired extensions but politicians are going to do what they like. The best way to keep both the bureaucrats and the politicians happy is to nominate the Union Cabinet Secretary, Home, Finance and Defence Secretaries for Rajya Sabha, provided they have retired from service on completion of their tenure of 2 years (i.e. without any extensions). Similarly, the Chief Secretaries of respective States also deserve to be given the option to represent their States in the Rajya Sabha, provided they have served as C.S. for more than a year. Thus, while one seat in each State and 4 seats from the Centre are not going to displace politicians, the nation would benefit with the experienced administrators being in the Parliament. This would also ensure timely promotions to deserving senior bureaucrats. Both the bureaucrats and the politicians must think on this line.

Leadership qualities
We are glad that Dr. Bahuguna has been chosen for the job. Since his joining in the cadre, it is noticed that he has the leadership qualities and special attributes which take a person to the top. He is the prime mover and it is because of him that the State of Tripura prospered in the forestry sector and today one of the front ranking States in term of forestry and livelihood opportunities of people.

I on behalf of scientific community of ICFRE institutions would like to congratulate Jairam Ramesh for taking a very forward looking decision by appointing Dr VK Bahuguna as DG ICFRE . Much more than appointing him we are happy that the Minister want really progress in forestry research which is key for solving many problems in the country. It is nice to see the end of seniority syndrome in forestry research. I have not met Dr Bahuguna but have read his papers. He is the most suitable officer to be posted in ICFRE. He is dynamic, fair, knowledgeable in research. Hope he takes quick decisions to utilize the excellent infrastructure and manpower . Congratulations on behalf of ICFRE scientists.

A good happening
Dr. Bahuguna's elevation as DG ICFRE is really a good happening in the entire Forest Fraternity. He is an outstanding Forester who had been given Queen's medal for his outstanding contribution to the sustainable development of forests and forestry practices. With vast publication of research papers on Forestry and allied activities he has full command of subjects and under his dynamic leadership ICFRE will attain new heights. Kudos to Dr.Bahuguna.

Needy are not getting reservation benefit
No poor tribal or scheduled caste person is getting the benefit of reservations, only their creamy layer has been getting the benefit for the third generation now. The children of IAS officers, MPs and Ministers continue to get this benefit while the genuinely poor and down trodden amongst the STs and SCs remain where they are. The same person is selected as a Doctor first due to reservations, then that very fellow is selected as an IAS officer. This is continuing in the name of righting historical wrongs while the genuinely poor and down trodden remain mired in poverty and the rich SCs and STs hog all the benefits. Though the creamy layer is applicable to the OBCs, deliberately, it is defined in such a way that the rich and powerful amongst the OBCs are not kept out but enjoy unlimited benefits at the cost of the poor in their own category. Self aggrandisement in the name of the deprived is the name of the game! And meanwhile, the poor in the general category have no recourse, being systematically excluded from jobs, education and promotions to accommodate only the rich and powerful among the OBCs, SCs and STs.
