Strange ways of CBEC
Strange are the ways of working in the Central Board of Excise and Customs
(CBEC). In an unprecedented move the CBEC sidetracked powers of the
Bhopal Commissionerate and transferred six superintendents on the plea
that they had been posted in a cigarette factory of Bhopal region for
a pretty long time. Usually, top officers sitting in a Commissionerate
are empowered to affect such transfers. Interestingly, four of the six
transferred Superintendents are Presidents Medal awardees and
two of them have never worked in the cigarette factory in question.
It is all the more intriguing that these transfers were done without
seeking history of previous postings of those six superintendents who
have been transferred.

B.K. Singh, who so far was Additional Resident Commissioner (RC) to
the Kerala Government in Delhi, has assumed charge as RC in place of
Anand Kumar who joined as Joint Secretary Tourism in Government of India
(GOI) on June 28, 2010. B K. Singh is an IAS officer of the Kerala cadre

NRAA office starved of sanction
Once again the PM backed high profile National Rainfed Areas Authority
(NRAA) of which CEO is J.S.Samra, created solely for the rain fed areas
to tackle the drought like situation is in a limbo and has been sidelined.
In spite of the good work done for the future of rain fed development
the authority is not finding its real status and has been embroiled
in officialdom. NRAA staff and officers will remain without salary as
the Agriculture Ministry is yet to take cognizance of Cabinet Secretary's
letter dated June 21, 2010; to continue to service NRAA till the Prime
Minster takes a decision on the proposed transfer of NRAA to Planning
Commission. Already the Under Secretary and one SO have been withdrawn
last week and no substitute posted. The work has
come to standstill including the PM's Bundelkhand Package. As the grapevine
has it staff will not attend office from July 1, 2010. Even the CEOs
vehicle will remain out of road. What does it mean for the Samara led
NRAA? Will there be any accountability and enquiry as the US' and Deputy
Secretaries leave NRAA without any relieving orders.

Central Bank to woo NRIs to boost deposits
The Central Bank of India would be reaching out to the NRIs especially
in Kerala, Gujarat, Punjab and Bihar in a bid to double its customer
base. The task has been undertaken by the Chairman and Managing Director
of the Bank, S. Sridhar who is pressing the accelerator on the programme.
A banker of repute, known for his efficient handling of issues with
a human touch, Sridhar, who was the Chairman of the National Housing
Bank prior to his new assignment as CMD of Central Bank of India and
Executive Director of Exim Bank, has been handed over the batton at
a challenging time. He has set himself the envious task of improving
upon banks customer base and dwindling revenues besides giving
it a facelift and using Information and Communications Technology (ICT)
to improve its services. On a visit to attend the State Level Bankers
Committee (SLBC) meet in Bhopal, Sridhar, spelt out his priorities in
an exclusive chat with whispersinthecorridors.com.
The excerpts of the interview are as follows-
Q: How do you plan to increase your customer base and high net deposits?
A: Well, thats a very tricky question. We are focussing
on getting NRI accounts from Keralites, Gujratis, Punjabis and Biharis
as they have a sizable population working abroad. We hope to double
the customer base to five crore.
Q: What specialized services would be offered by your bank?
A: In a bid to bring in corporate clients we have set up seven
corporate branches that have become fully operational, now. We are also
focusing on opening mid-corporate branches this year. These branches
would be catering to the needs of small and mid sized companies. We
would be introducing mobile banking very soon while and are beefing
up internet banking facilities. We are also sprucing up our branches
giving them a new facelift.
Q: Spell out your plans about financial inclusion?
A: While banks and financial institutions are focusing only on
pushing profitable and sustainable products in a competitive economy,
the Central Bank of India has embarked on an ambitious mission for financial
inclusion aiming to cover 5500 villages in India within the next three
years. We have set a target on reaching villages with a population above
2000 by 2011 while those with a population less than 2000 will be covered
by 2013. 10 percent of the said target would be achieved through the
banks branches while 90 percent would b achieved through the banks
business correspondents.
Q: Is Central Bank of India planning to open new branches in foreign
countries?
A: Yes, we are applying to the RBI to open up new branches in Bahrain,
Honk Kong and two in South African.

Who is responsible for criminal delay ?
Regarding above column all such employees should impress upon the DOP&T
Minister to issue guidelines for fixing responsibility of the officers
who fail to perform their timely duty especially where financial loss
and delay in career progression to the employee is concerned. Unless
there is accountability in such cases there will not be any improvement.

Ways to reduce subsidy burden
If the main intention of raising the price of the Petroleum products
was to reduce the subsidy burden, then the best method would have been
to strictly/ totally ban the use of government vehicles by the Government
servants/Ministers for private purposes. In this regard regulatory bodies
should be set up both at the State and Central Government level to act
as a watch dog. Further rich people who run vehicles costing more than
Rs.10 lakhs should not be subsidized in the area of petroleum consumption.
If these two actions are taken you will see the country's subsidy bill
will go down substantially & quickly, our roads will be less jammed
and pollution levels will decrease.

This is with reference to "lowering Standard of Induction into
IPS" which appeared on 28 June. The commentator is right and has
merits in his arguments.
IPS and CPO both are "Social Justice" based reservationists
Services. If one does not make on merit or reservation into IPS, then
only one will opt for CPO. The present condition of CPOs is largely
due to poor standard of its officers further deteriorated by only bossy
IPS Cadre. Both need tremendous improvement to provide basic security
and safety to Citizen of Bharat and not only to the citizen of India.
The intense debate on the condition of CPOs in Country is not only
warranted but also late.
Considering all pros and cons, there is no way but to accept parallel
induction of soldiers and officers through Army into CPOs. Though, the
Army itself, CPO officers and IPS, all are against it due to selfish
reasons. However, long time Defence Interests of the nation necessitates
this be implemented and there is no time left for its implementation.
Do the highest amongst policy makers and the Bureaucracy hear this
? Or they will be guilty of another 1962 and Balkanization of the Country?
This should be part of Tsun Tzu,s strategy of indirect approach (towards
increasing the military strength) to meet future Chinese challenges
and also mange effectively the internal security threatened by Chinese
agents. Get over that Civil Vs Military quagmire or you will no longer
remain either. Both ways, it is existentialist threat.

The writer of the post, Why lower standard (of) induction
on Forum, deserves kudos for speaking up against adhoc proposal of induction
into IPS from CPOs and state services etc.
From the experience of IRS I can tell that en-block promotions from
the rank and file diminish overall quality as well as brand value of
the service. I do not oppose promotions .My opinion is that promotions
should be granted to the best of the subordinate services staff and
that too after a minimum retention period for which they have been recruited.
The UPSC recruits brightest of young men and women through a fiercely
competitive exam of India today. Once an officer is selected for IRS
future promotions are proposed after a certain period of retention on
every post i.e. ACIT,DCIT, JCIT etc. but for the staff there are no
such rules are followed by the Department.
There are instances when Inspectors have been promoted to ITO i.e. Gazetted
rank officer of Govt. of India within two and half years or three years
of service. And next three- four years and the person is promoted to
ACIT and inducted into IRS. There cannot be a better example of back-door
entry into one of the important service of India!
An exercise of restructuring was carried out almost 10years back and
under the immense pressure from Unions hundreds of such posts of AC-DC
were created; where an Inspector can do. Functions of DCIT-Systems,
Judicial, Prosecution, headquarters etc. can very well be discharged
by an ITO rank officer, there is no need to have IRS officers on such
posts. An IRS officer should be posted to such charges where direct
revenue assessment or collection is foreseen. Every chief commissioner
as well Commissioner Charge has to have one DCIT along with an ITO as
Headquarter as Office staff of these senior officers. What a waste of
senior scale IRS officer!
Coming back to the story, once such posts were created inspectors and
TAs were fast tracked to promotion into IRS to officiate as ACIT and
onwards; and by stretching the same argument, more and more recruitment
to Inspector and TA cadre is sought. I do not understand, if Department
needs an Inspector why he/she is not retained for a reasonable period
of time as inspector, as it is practice in other departments for similar
cadres? Lack of vision among the policy makers of the department alone
can be blamed.
There are people officiating as Deputy Commissioners of Income tax
who dont know who to see a Balance sheet! Now they are slated
to become JAG rank officers. Every demand is preceded by Hartals,
Gheraos , sloganeering in the office premises etc. pressure tactics.
Sloganeering within office premises has been banned by the Supreme Court
but such is clout of the unions that no person can afford to invite
their ire. The Income Tax Gazetted Officers Association (ITGOA) union
has its website and co-ordinates such illegal activities day in and
day out. The kind of efforts, energy and resources which are put into
running the whole business is almost incomprehensible to outsiders.
The loyalty is commanded to the union and not to the Department.
I reiterate that I am not against promotions but I am against en masse
promotions of undeserving staff which ultimately results into huge burden
on exchequer as well as diminution of quality of officer cadre. God
help the taxpayers and the system as whole.

Comparison of Army and Civilian Officers
Thanks God, Aditya saw some merit in my view point as he wrote "Rest,
the arguments are not without merit". But this line itself (and
the subsequent blame on the Army Headquarters) puts everything in true
perspective. Because it hit the real issue. Where does the comparison
of posts arise? Only when you work for similar type of job. I was expecting
Aditya will rebut my argument with some practical examples of Lt. Colonels
being equivalent to Directors (working in the Headquarters). But it
could not be heard from the learned Aditya Ji. Instead we got a contemptuous
statement as a few troops of Paramilitary in Dantewada. We did not know
that they were protected by AFSPA (or may be Dantewada is a peaceful
area and that is why army do not want to enter there and assist the
police force). I said about civil policeman also. Are they not entitled
for some protection on the line of Armed Forces. Are their lives so
cheap?. Anyway It would have been better not to compare the Army and
Civil Services in the first place and therefore let teh Army get whatever
they can by "putting their foot - as told by Adityai". In
ancient days there must have been "equal work equal pay" slogan
but nowadays it is "Equal rank/grade equal pay" and this is
the root cause of the problem. Otherwise it would have been better if
the Armed Forces posted at Siachin may get allowance of Rs. 1 Lakhs
per month (nobody would have objected to it) But when they are here
in Delhi they would have got what other civilians are getting for doing
same type of work.

Why debate equivalence in services?
Armed force officers can always appear for UPSC civil services exams
and get selected, who stops. Be IAS or IPS whatever. At the time of
joining services one knows terms /conditions. If not satisfied with
these now , quit. Nobody will stop. India has many crore unemployed.
There is no shortage of talent. Just leave. Everyone knows civil service
exam is the toughest. Stop this non-sensical debate which has no end.

Leave some institutions alone
Thank God. CCS service people are comparing them with Army. Still there
are number of services left which can be compared with Army, provided
they are "services" in the first place. Our polity and IAS
have got midas touch. Whatever they touch, it becomes defunct. Please
leave some institutions alone for the sake of country. Well do not pay
them equal to you. Do not give them protocol and status but leave them
alone. Please do not make them like yourself. Let it remain like Wipro
or Infosys. Please do not convert it into a sick PSU. For God sake,
leave something good for next generation. Thanks. No more debate on
the topic.

It is indeed a brilliant idea. However I have a suggestion. Senior retired
officers would be more than willing to contribute their valuable help,
considering that they have ample time to analyse and submit recommendations.
Senior retired defence officers may also be considered.

Divisive tendencies
By shifting the Ministries/Departments to other places in India, we
will only be creating more Raj Thackrey's. One man suggested that instead
of Delhi (northern side of the country) the capital of India should
have been some where in the middle of the country like Bhopal, Nagpur
etc. The other person who was listening stated good idea 'now we will
plead to the God to locate our brain in some part of our stomach'. Such
suggestions of dislocating Ministries/Departments should not be encouraged
a bit. These are only divisive tendencies.
