Dinesh Trivedi Trina Mool Congress (TMC) MP from an industrial belt
of Barrackpore (West Bengal) is being considered to step into shoes
of Indian Railway Minister Ms. Mamata Banerjee, in Delhi.
Who is Dinesh Trivedi?
Who is Dinesh Trivedi and what is his background? This question is hotly
being discussed in different circles. Well, Dinesh Trivedi a Gujarati
Kutchi industrialist and adviser of Trinamool Congress (TMC) supremo
Mamta Banerjee had won parliamentary election as a TMC candidate from
Barrackpore constituency in West Bengal. Trivedi had defeated his nearest
rival Tarit Topdar, six-time heavyweight and the then sitting CPM MP,
by more than 60,000 votes during last years Lok Sabha polls. Barrackpore
was considered to be the biggest strongholds of the Left front outside
Kolkata. Trivedi who hails from Bidada village of coastal Mandvi in
Gujarats Kutch district was a TMC Rajya Sabha MP before
entering into the Lok Sabha.

of the Directorate general of Central Excise Intelligence (DGCEI) from
Delhi in the head office of Bhopal based Reliable group of Industries
recently. The Chairman of Reliable group of Industries is Sikander Hafiz
Khan. A team led by Sunil Joshi and D conducted the search. S. Chauhan
(both from DGCEI) .As per documents copies of which are in possession
of whispersinthecorridors.com search was conducted in a peaceful manner.
They also state no harm to any person or property was caused during
the proceedings. Same was the case with another team of DGCEI
led by Neeraj Agrawal that ascertained physical stock of finished goods
and major raw material in M/S.Reliable Cigarette and Tobacco Industries
Pvt Ltd, Mandideep (Raisen district). However, a section of press gave
not only news contrary to this but also tried to drag Sikander Hafiz
Khans name with the said unit from whose Board he had resigned
on May 4, 2007. Sikander Hafiz Khan said I am sincerely trying
to do my business just as a law abiding citizen.

DoPT and Deputation Policy of India
Deputations in the cadre of DS, Director and JS were created to
run the administration of various Departments and Ministries in the
Govt. of India. The posts of Section officers and Under secretary are
being filled in by the CSS Officers though there has been shortage in
this cadre. There are officers who always prefer to remain on deputation
though there is shortage in their own ministries. After completion of
three years on deputation, such officers should be called back to serve
their own ministry. Deputations in chains (availing deputation after
another deputation) should not be allowed as this practice is badly
affecting the parent cadres. Politicians and Senior bureaucrats are
also giving shelter to such officers. DOPT should take steps to check
such chain deputations and form a policy in the interest of the
country.

Extension to Cabinet Secretary
This is not in the interest of nation. Even if the present CS
is extraordinarily brilliant, honest, sincere etc, this extension casts
a doubt on the capabilities and integrities of other officers in the
line. In a way it also reflects on the capabilities of the PM
that he is not able to find a suitable person amongst a large pool of
officers and he has become very dependent on the present CS (Truth might
be something else!). In fact, if the present CS has all the excellent
qualities attributed on him, he should have refused this extension even
if offered under pressure. Overall, he is undermining the confidence
levels of officers below him!

Depreciation of asset
The column "Much more than what meets the eye" on extension
of Cabinet Secretary is reflection of How member of IAS are fixed in
the past that they have topped CSE. Does topper of one exam or any exam
for that matter in any way indicates being better civil servant.
In fact this mind set of IAS , indicates they stop growing
with the age and experience. While people in profession talk of future,
IAS people talk of past. Its called depreciation of asset in commercial
term.

Restructuring of CSSS
This is with reference to the proposed restructuring of CSSS.
It may be mentioned, in this connection, that last cadre restructuring
of CSSS in 2005 provided benefit to Steno. Grade A & B only .
In other words, the consequent effect of increase of posts did not pass
to the last serving category i.e. Stenographer Grade 'D'. The
above fact has been self explained because the Stenographer Grade 'D'
of 1982 presently working as Stenographer Grade 'C'(P.A.) on ad-hoc
basis have been working continuously since 1996. If the
same benefit of restructuring CSSS was passed on to the Stenographer
Grade 'D', The Stenographer Grade 'D' in the same proportion of Stenographer
Grade 'C' promoted as Stenographer Grade A and B merged would have been
promoted as Stenographer Grade 'C' on regular basis in 2005. The
fact may be witnessed by the Department of Personnel and Training (CS.II)
order of 2005 promoting 965 Stenographer Grade D to C on ad-hoc basis.
I am quite surprised to note that the most stagnated category of Stenographer
Grade 'D' has been deprived of the benefit of cadre restructuring.
I am failed to understand as to why the authorities responsible in the
CS Division has turned a blind eye towards the acute stagnated service
conditions of Stenographer Grade 'D'. To rectify this, DP&T
may kindly consider regularising all Stenographer Grade 'D' presently
working as Stenographer Grade 'C' on ad-hoc basis from the date they
were appointed for the first time as a part of restructuring of CSSS.
Secondly, the Sixth Pay Commission has rightly recommended the merger
of CSSS with CSS. Neither the Government has rejected this recommendation
nor accepted it. The Government may take a final view in the matter.
If the Government thinks of merger between CSSS and CSS. The parity
such as seniority amongst the employees etc. may be done and then the
merger should be done.

Services of best talent be used in Judiciary also
The bureaucrats and the politicians must think on the line that the
services of best talent are used not only in Rajya Sabha but also in
judiciary, in High Courts and Supreme Court in order to save the people
from incompetent judiciary. A procedure to appoint such people
is the need of the hour.

This is with reference to Dr Bahuguna's appointment as DG ICFRE. His
appointment shall give a renewed impetus to the scientific research
momentum in the field of Forestry. It is indeed a very positive step
taken by Forest Ministry led by Jairam Ramesh

Ad-hoc Steno Gr D.
This is really surprising as tp why DOPT or relevant Government Agency
feel that after having clear vacancies in a particular department or
in Government as a whole, keep the Stenographers or any other cadre
as "adhoc". This practice should rather must be realised by
the Government and hence forthwith take a view to regularise all such
posts who are on adhoc for more than one year at least. There
is no reason for any infringement in the records of regular working
for many years in government to have in place some persons from the
Examination thru SSC or UPSC etc. On the contrary the regularisation
of adhoc is meant to have experience people in government. In regard
to grading, the issue of grading as amended by the government, must
be implied in all cadres and grading which does entail a person to further
promotion must be transparently be made known to the individual and
the grading officer must be asked to explain the reason for giving such
lower grading to bar the individual to get promotions. In my views,
there must be a reviewing Committee, which must have different from
the relevant cadre to review the grading given to Steno Gr D by his
senior single coleague i.e. PPS, PS etc. There can be enmity among these
officers to make deliberations against any individual.

Does Haryana wants coward IFS officers?
Despite the shortage of IFS Officers in Haryana at DFO level, the State
Government does not seem to be in an entertaining mood. Sanjeev Chaturvedi,
an IFS officer of 2000 batch, who is also a recipient of award for his
good work, has been harassed and continues to be harassed because he
has challenged the corrupt practices in the Department. So, Haryana
should first decide whether they want DFO level IFS officers or cowards
who can toe their corrupt lines !

Why should anyone be happy with the patch-up between the two Ambani
Brothers ? They know that the break-up was for a reason and the patch-up
is also for a reason. The best beneficiaries are the two Brothers themselves.
