Andhra Pradesh will bounce back: CS

Q: What happened to the Andhra’s growth story?
A: Nothing, some unprecedented disasters coupled with a severe d
rought have, pegged our growth a bit. But there is nothing to worry. We are on the right track and by the next financial year would again be back on top. The impact of global economic slowdown and natural disasters in the form of drought and later unprecedented floods have been a bit too tough on us as it had greatly impacted our revenue receipts while,  expenditures had gone up.
Q: Experts say Andhra Pradesh is cash-strapped as of now and it may force the government to cut down its expenses in the social sector. Is it true?
A: No, we are tight on revenue front , but that doesn’t mean that we will cut down on the welfare projects. The fact is that we have some of the most innovative social welfare programmes in the country and we are committed to run them. The problems with these schemes are that they are pretty expensive in the long run. Our project of health
insurance for all poor is being replicated elsewhere in the country now. We are providing a cover of Rs Two lakh to each of the poor to cover up his medical needs in case of critical ailments. So is the case with the Indiramma programme which aims at providing houses to each individual. In Chinese there is an old saying when you come
across a hungry person what will you do, give him some fish or fishing rod?
Andhra Pradesh government is working to provide the hungry with a fish
to meet his immediate need and a fishing rod to train him to meet his
future requirements.

BHEL achieves major milestone in the Middle East
India’s largest Power Project exporter, BHEL has achieved another milestone in international operations with the completion of two power projects in the Middle-East region. This includes BHEL’s first ever Power Project in the United Arab Emirates (UAE). The 2x42 MW Gas Turbine-based power project of Al Ghail Power Company is situated in Ras Al Khaimah, one of the seven emirates of the UAE. BHEL’s scope of work in this project included supplies of Gas Turbine Generating units with auxiliary equipment and supervision of erection and commissioning. The other milestone has been achieved at Oman with the successful commissioning of a 26 MW Gas Turbine Generator at Oman Refinery and Petrochemical plant in Muscat. Another BHEL unit of similar rating is also in an advanced stage of commissioning at the same project. The first of their kind in Oman, these units will provide captive power generation for the Oil refinery. In the Middle East, BHEL has set up 14 Power Projects, besides substations and supply of a host of equipment for the power and the oil & gas sectors.

Cost of Postage
For the alleged deemed refusal on the part of the CPIO to provide information, the Commission observed that the appellant was provided
with proof of dispatch of the CPIO’s order (certificate of posting). Therefore, the Commission did not impose the penalty proposed on the
CPIO. The Commission ruled that there is no provision for charging cost of postage from the appellant as per the notified rules under the
RTI Act.

Comments

The cost of postage has to be borne by the respondents. This fact has been amplified in CIC Full Bench Decision in F.No.CIC/WB/C/2007/943 &
CIC/MA/A/2008/0108 (hearing on 23/09/2009 and decision on 30/10/2009) wherein it is clearly stated that no causes other than those listed in
the rules will be charged to the appellant.

Civil Services have undergone  moral degradation
Children of civil servants are the most ignored persons because mostly civil servants remain busy in exploiting their subordinates and making their career and they can't think of their child's future
While I would  not be able to comment on the choice  children of Senior Civil Servants, not joining the Civil Services.  I do not belong to that elite cadre but being in Government service, all I can say that while growing up our children have observed us behaving meekly in front of our seniors and do not have enough self respect.
Government officers or officials  are not given the due respect which they deserve by their seniors, politicians  or by the Society at large. A general feeling prevails that Government servants are useless bunch of people who are not interested in solving people's problems.  The Society do not understand the compulsions under which Government officials work  at all levels.  The children of civil servants also observe silently that most of the civil servants do not like their jobs and have no positive feedback to give it to them.  Not all but many senior civil servants do earn a lot of money, mostly by dubious means, for which they themselves are not proud of, and that is the reality.
Further more the type of responsibilities which Civil Servants have to undertake is much more than the meagre salaries which are given to them.  The status without enough financial rewards, does not bring well deserving candidates to the post.
These are some of the reasons why the children do not want to follow their parents in the civil service.  I am sure their may be many more reasons, like available opportunities in private sector where merit is the only consideration, as well as recognition of the worth of the individual, where he/she is not working under  bankrupt political leadership which changes colours with the number of seats the coalition partners can bring and the overall degradation of human values.
The present day generation is more happy in working for multi-national companies where the perks are great and the responsibilities are not enormous.  Their motto is to earn and enjoy life and not to waste it in the garb of social service to the nation by becoming civil servants

Is it a mere coincidence ?  
Has it ever occured to anyone that the Centre’s preoccupation with the Maoists is imited to only States run by non-Congress parties? They are West Bengal, Orissa, Jharkhand and Chattisgarh. How come for the last several years there has been no Central intervention in terrorist controlled states like Manipur and Nagaland? Is it a mere coincidence that they are Congress-run States? In these two States the writ of the government does not extend even to the corridors of the state secretariat as the Underground is fully equipped with mobile phones and laptops from where they make their threatening  extortion demands on an hourly basis. The terrorists demands have the full backing of corrupt Cabinets who also share the loot. This is called Rule of Law. If any officer of  the much maligned IAS and IPS dares to object he is either killed or maimed or his children kidnapped for ransom. Alternatively the officer himself is kidnapped for ransom and the ransom money is evenly distributed between the kidnappers of the Underground and his own departments Minister. Such is the level of synergy! This is known as Law and Order. When some valley based Underground groups issued an Ultimatum this year to all Indians to leave Manipur by 15 May and the exodus began the Centre was a mute spectator. Indians , mostly migrant labour and Marwari businessmen fled the state. The Marwaris were forced by the Underground to sell off all their properties at throwaway prices to, who else, but the CM of Manipur! When the Marwaris powerful friends in Delhi started pulling strings the Centre instead of imposing Presidents Rule ,permitted  Naga underground  leader T.Muivah to holiday in Manipur. Was it on LTC, visit to Home Town once every 4 years? This was like letting  the cat loose among pigeons. Immediately all hell broke loose and the situation in the state has gone from bad to worse. When the Union Home Minister toured the Northeast recently, he over flew Manipur because there was perfect Law and Order and  Rule of Law in the state.

Dealing With Internal and External Security

It is not a secret that India has a very vast mountainous, difficult, jungle ridden and riverine unresolved land frontier / borders with four of hers neighbours. It is also no secret that China has developed a vastly superior capability to pose a grave threat to our Northern and Eastern borders. India would require as many as 30 Infantry Divisions to effectively thwart that Chinese threat. India at present can not afford to have 30 standing infantry divisions only in those areas. Hence, an alternative and effective means to overcome that deficiency must exist. The best and only alternative is to para militarise the CPOs such as BSF and CRPF. That would involve bringing them under military trained officers and their higher echelons being military officers or militarily integrated officers. These CPOs should remain under the Home Ministry only but not under the IPS but under militarised cadre. That would enable and empower forces like CRPF to face situations like Dantewada effectively and professionally. It is high time mandarins in MHA should ask themselves a question as to how a force under Home Ministry like Assam Rifles is so professional and successful but CRPF and BSF etc botch it up and allow situation to deteriorate into higher emergencies rather than solve those. Naming a force "para military" does not mean calling CPOs as Para Military without any thing military being in them. It is the officers which make the difference as men are almost the same. With present state of CPO officers and IPS, it is bound to result in glooms and dooms. They just do not know what it takes to apply a military force leave aside dealing with insurgencies. IPS empire needs diversion in many other fruitful areas and they should gladly vacate CPO regimes and CPO high posts. Para Miltarisation of CPO is long overdue to deal with our internal challenges and meet our strategic requirements. A para militarised force of 250 battalions under MHA is a very big force "in being" and "in readiness" provided our IPS walas allow them to be a "Force" rather than just be their personal guards. Let us keep our national interest in mind rather than spread IPS empire.
