The Appointments Committee of the Cabinet has approved the empanelment of 40 IPS officers of 1984 and 1985 batch for holding the posts of Joint Secretary or equivalent in the Government of India. About 30,000 personnel of the central police organisations have either resigned or sought voluntary retirement in the last three years, with the highest attrition rate being in 2009. 6,537 personnel have resigned only from the BSF.
PMO rejects proposal for splitting posts in FCI
The PMO has reportedly turned down the proposal for splitting posts of Chairman & Managing Director (CMD) in the Food Corporation of India (FCI). Deepak Kumar Panwar who is going to retire on March 31, 2010 is holding the Secretary level post of FCI’s CMD. He is an IAS officer of the 1974 batch who belongs to the Andhra Pradesh cadre.
Cabinet Secretary calls for introspection by Civil Servants
The Cabinet Secretary KM Chandrasekhar has called for serious introspection by civil servants. In a letter written to the Chief Secretaries of all State and Union Territories, Chandrashekhar has said, “ It is important that we ponder over the manner in which we discharge our duties and fulfil our esponsibilities and what we need to do to refurbish our image”. The Cabinet Secretyary has said that since Civil servants are appointed on the basis of a fair and open competition, they must respond in full measure to the faith that citizens have reposed in them and meet their hopes and aspirations of good governance. “Integrity, honesty, objectivity, impartiality, transparency, accountability and devotion to duty are the core values which civil servants should cherish and which should form an integral part of their decisions and actions”. “The issue of corruption needs to be addressed fairly and squarely. The Government's policy of zero tolerance for corruption must be implemented fully and effectively. Preventive vigilance should be strengthened. Transparency must be introduced in decision making and in all our systems and stringent action must be taken against officers found guilty”, the Cabinet secretary has said adding, “We need to stand by and uphold our core values and senior officers must set an example and mentor their colleagues”, the Cabinet secretary has said.

CWC targets gross sales of Rs.1003 crore,
Central Warehousing Corporation (CWC) a Schedule ‘A’ Mini Ratna Category-I PSU signed Memorandum of Understanding (MOU) with the Ministry of Consumer Affairs, Food & Public Distribution, Government of India setting out various physical and financial targets for the year 2010-11.  The MOU was signed by B.B. DPC Guidelines – Benchmark prescription for promotion to JS level and above
There is a serious concern about the delivery mechanism and the good governance at the highest level of government. Probably out of that concern, more and more policy directives are being issued through the Ministry of Personnel, Public Grievances and Pensions of the Government of India. However, I feel that some of these directives are going to be counter-productive since the same have not been analysed properly and are issued merely on account of over-enthusiasm. I would elaborate on one of the issues.
2. The issue pertains to the “DPC Guidelines regarding Benchmark prescription for promotion at the level for JS an above” issued vide DOPT letter No. 22011/3/2007-Estt (D) dated 18th February 2008. As per this letter, the officers to be promoted to the level of Joint Secretary and above should have ACR grading at least of “Very Good” in all the ACR’s of previous years considered by the “Departmental Promotion Committee (DPC)”. This type of prescribed criterion has many a time resulted in extremely capable officers missing the promotion. Some of the shortcomings of the above prescription are as under:-
(i) The grading in ACR is not always reflective of the capability or the performance of the officers reported upon.
(ii) Many a time, the personal subjective likes and dislikes of the reporting and reviewing officers play a major role in deciding the grading.
(iii) All the officers reported upon are not given uniform opportunities to prove their performance and caliber. Thus, it is not a level playing field since entries in ACR are also function of placement.
(iv) Even if the officer is outstanding, his chances of promotion can be spoiled by even one Reporting Officer or Reviewing Officer by giving ACR grading below the bench mark in one odd ACR due to subjective reasons.
(v) Refusal to do irregularity at the instance of even one reporting or reviewing officer can result in below bench mark grading.
(vi) It is also being heard that in some cases, ACR writing has become a business where the Reporting/Reviewing Officers have started asking for money/ other gratifications for giving favourable grading. Sometimes, even the “blackmailing” or “pressure from the top” is being deployed by the “officers reported upon” to obtain the favourable ACR grading.
(vii) Since only the consistently favourable ACR grading determines the likelihood of elevation to higher appointments, and the ACR grading is decided by the immediate superior and the next higher officer, the culture of ‘Yes man ship’ and sycophancy is a sure outcome.
(viii) In this type of regime, I have my fears that even persons like Sam Pitroda or Nandan Nilakeni could have missed the promotion.
(ix) Sometimes, where the reporting/ reviewing officers are from different service than that of the officer reported upon, there are chances of below bench mark grading due to inter service rivalry.
(x) In some mixed organizations, army officers are required to act as reporting/ reviewing officers for civilian officers. In such cases many an army officers are not aware about the benchmark grading requirement for promotion. Inadvertently, they tend to give “good” grading, which is below benchmark grading of “Very Good” and is thus an “adverse” grading as far as career of the officer is concerned.
(xi) It is often seen that the persons near the power centre have always a better chance of getting favourable ACR grading as compared to the unsung heroes working diligently in the backyard. It would be worth mentioning that it is because of these unsung people working away from the limelight that the system is still functioning.
(xii) That this system has resulted in officers like Rathore (ex DGP Haryana convicted for molestation of a young girl) and Akhand Pratap Singh (ex Chief Secretary of UP accused of massive corruption) reaching the topmost positions, speaks about the shortcomings of the system.
3. In order to overcome or minimize the effect of the above mentioned shortcomings it is suggested that “the requirement of obtaining ACR grading of ‘Very Good’ or above in every ACR being considered by the DPC” be dispensed with. Instead, average grading of five ACRs be considered. For example, an officer having three “Very Good” and two “Good” grading should be considered to be overall “very good”. Some such averaging criterion can be evolved so that one odd “below bench mark” ACR grading should not adversely impact the unsuspecting officers. This will also dissuade the officers who are running the industry of ACRs from such misdeeds.
4. I hope that issue will receive the attention of the government and corrective orders shall be issued accordingly.

I fully support the view that all the Rs. 500 and Rs. 1000 be withdrawn by certain date and replaced with new series through financial institutions recording each transaction. This will to some extent reduce the black money though not fully eliminate it.

Elimination of corruption and black money
The suggestion of taking back the Rs.500 and Rs.1000 to eliminate black money is nothing new. The exercise was carried during the regime of Indira Gandhi once. For almost a decade or more the Nation had been without these high denomination Notes viz. 500, 1000. This involves a huge expenses to the Government as all these notes have to be replaced. Also, this will not help curbing the Black Money altogether in future or totally wipe out the counterfeits. Therefore, I once again impress upon the Government to take remedial action as suggested by me and published in your esteemed website on 23rd Feb, 2010 by introducing electronic currency and totally wiping out paper currency.
Yes, this is a Herculean task as most of the Politicians, Industrialists and Corrupt Government Officials are having huge amount of black money.
If there is will, there is way, the million $ question now is - Is there a will??

Does Leave not count as part of Tenure
Strange Rules have been coined by a Secretary Level lady officer in an organized Group A Service. First a junior lady officer is posted to a far away distant town in North Frontier ignoring all her representations that she is not keeping in good health, her child is in class Xth in a prestigious school in Mumbai and her husband in a non transferable post in the public sector. When after serving for sometime she requests for a transfer back she is advised to proceed on earned leave (not being eligible for CCL as she has LAP to her credit) leave which is duly sanctioned by the competent authority after no objection being given by the controlling Ministry. However on completion of her leave when she requests for a transfer back to Mumbai she is told that leave sanctioned will not be counted as tenure at her station of posting from where she proceeded on leave! She is advised to put in another year (without availing leave) at the station in NF before her case can be considered for transfer back to Mumbai or she can proceed on another year of leave! Some senior women officers in the Service are misusing the unfettered and unquestioned power vested in them, ignoring all guidelines about enhancing women's status in life and making life miserable for junior lady officers whose face they do not like.

BSF going through great agony and pain
BSF the elite paramilitary in the world is going through great agony and pain. The VRS has increased manifold after 6th pay commission. The all ranks are just waiting 20 years to complete to hang their boots and say goodbye. I think this is high time for MHA to intervene and do some thing for these valiant warriors. Even the officer strata is also demoralised and demotivated. I suggest MHA should conduct an inquiry from an independent agency to know the pulse. DG BSF failed badly in leading the force

All IAS officers not corrupt
One can not generalize all IAS officers as corrupt. If some IAS officers fall for the lure of money, we should blame the method of their selection. A robber’s son can easily become a thief. Many who get into the central services and garner all the ST quota belong to the once declared criminal tribes. Pedigree of the parents (they need not be rich) should also be considered while selecting.
In the present democratic system in our country where any dacoit or murderer can become ministers, honest and officers with integrity are the most harassed lot since they refuse to toe the corrupt politician’s line. What the IAS officers are doing in MP may be wrong(officers from other states also may join them),but what else they can do when Chief Secretaries and even Cabinet Secretary do not support them and do not give any protection from corrupt politicians. Gone are the days when Chief Secretaries used to put their foot down when corrupt ministers try to harass honest officers.
