A hazardous bill in the offing ? Our
government is churning out one hazardous bill after another. This time it is a
bill called the Civil Liability for Nuclear Damage and it's coming up for a vote
in a couple of days. The bill lets U.S. Corporations off the hook for any nuclear
accidents they cause on Indian soil. They'd only have to pay a meagre amount and
Indian Taxpayers would be stuck paying crores for the nuclear clean up and to

RTI in the offing in Pakistan The way a section of the political class
in Pakistan is attempting for deepening the roots of democratic system against
all odds deserves to be taken note of. The PCCR headed by senator Reza Rabbani
has proposed another land mark amendment to Article 6 of their Constitution whereby
not only the plotters and executors of a coup against the lawful government of
the day but also the members of judiciary validating such coups, e.g. in the name
of law of necessity (as was done to validate the coups by Ziaul Haq and Parvez
Musharraf) shall be liable to face trial for a cognizable offence. One has to

other cadres are after these posts ? What harm PPS/Sr.PPS/PSO are doing
to the interest of these people who criticise the existence of these posts. The
poor PA or Steno D may also one day reach that position if he works hard. LDC
becomes SO over a period of time. The same is the case with Steno. The assistant
perform all the work in clerical cadre also. The US/DS Dir enjoy more than PSO
or PPS. Do your work yaar. Do not bother about others. Be happy with what ever
you have got. Don't try to criticise others unnecessarily unless someone harms
you. The stenographers have sufferred for a long time. Now when they have got
little avenues for their promotion why pain in the stomach of others. You say
the PPS/Sr PPS/Dir do not work at all. It is only the PA or Steno who works. Remember
the PPS did not join as PPS. Once upon a time he was himself a PA as a Deputy
Secretary was assistant at a time. So leave this issue. Every one has his own
luck. It is said that no one can get more that what he deserves and no one can
get anything before time. So leave it that way. Apply your energy in other constructive

Change the name of AP There
is lot of pressure to create a Telengana State which will cover maximum area.
If their demand is to be fulfilled and the State not to be broken, simply change
the name of AP to Telengana. If we go on for such demands for breaking the state
then there will be demand to have state on the basis of caste/ religion which
is not good. We are Indians. That should be the motto. P Dash Gross
misuse of office car facility Everybody knows how the office cars are misused
grossly particularly by officers as well as by their family members. Very often,
it is deployed as a tool to assert the authority of the officers besides extracting
undue advantages. Obviously, it is quite illegal. but since this evil cannot be
curbed due to incorrigible poor conscience of users and the vested interest at
different levels, the solution lies in the government taking a firm decision to
completely withdraw this facility altogether and instead give a reasonable allowance
at different levels so that they will have no option but to drive or use their
own cars. This will not only ensure a discrete and a genuine use of the car facility
and save unnecessary government expenditure but it will also go a long way in
removing the arrogance of officers and establish government's good intention to
preserve common justice and equality. In any case, the real question is why should
such a facility be provided when our people are dishonest and do not recognize
the importance and value of the care and concern of the government to provide
them the comfort of office vehicle. A Concerned officer Special
allowance "As per DoPT F No 14017/4/2005-AIS(ll) dated 10 Feb 2009,
a "Special Allowance for officers belonging to North-East Cadres of All India
Services" is payable to the officers belonging to North-East Cadres
of All India Services while they are actually working in the North-East Region
@ 25% of their basic pay in addition to other allowances presently payable to
them. This allowance is now being paid to AIS officers in addition to 12.5%
SDA. However the Central Service Officers are getting only 12.5 % SDA. The
Special allowance for AIS officers should be paid to Central Services Officers
also, who come for a limited period on tenure basis to North East and are
working in same conditions. The matter may be examined and necessary orders be
