Details of Telephone calls
The call details of certain telephone numbers were sought claiming
that employees are known to misuse the telephone facility for making
private calls and charging it to the government account. The
Respondents informed that that the details of the expenditure on
account of the usage of phones has been provided while withholding the
call details under section 8(1)(j). The argument is that what calls a
person makes on his ‘phone is a matter personal to him as well as
private, regardless of whether those calls were made on government
work or in a private matter’. The respondents further pointed out that
there was no specific bar on an employee using the telephone up to a
certain limit of expenditure even for private calls. But once those
monetary limits were exceeded, a certificate was required to be
furnished that the calls made were on government account. The employee
was required to pay for the personal calls made by him beyond the
limit. The Commission did not find any Public Interest in the
disclosure of this information and upheld the stand of the
respondents.
Comments
The facility of telephone provided by a public authority to its
employees is to facilitate their work. Norms and guidelines have been
provided covering the usage of the phone, especially about when the
private use of the ‘phone was to be paid for by the employee’. Such
call details, where public as well as private calls are intertwined,
cannot be provided to avoid invasion of privacy under Section 8(1)(j).

DPC rules for SAG and above promotions
It has resulted in large scale irregularities in promotions on regional, caste and pecuniary considerations. It should be dispensed with without any delay and the earlier procedure may be restored immediately with retrospective effect to undo the wrong already done to deserving and un-compromising officers so as to protect officers with courage of conviction and merit.

DPC benchmarks
A very senior officer in CBEC has out of personal pique gave good to an otherwise outstanding officer because at the time of writing the ACR he was not in the mood! Another senior officer down graded the ‘outstanding’ grading to ‘very good’ because he had personal rift with the reporting officer. Is there any corrective action against this officer who has since retired ? What right have they to play with our career by indulging in their whims and fancies.

Secret behind Yadavs opposing Women's Reservation Bill !
Why are Lalu P Yadav , Mulayam Singh Yadavji and Sharad Yadavji against the Women's Reservation Bill and no one else? Because as per the bill, constituencies will be rotated every once in three elections and reserved for women, so that these gentlemen will be deprived of their constituencies. Why is this so much a problem for only them and none else? Because they have made only caste their political plank and so their support base is confined to only Yadavs. In case they are deprived of Yadav dominated constituencies (in their constituencies, Yadavs are so numerous that with the votes of only Yadavs, these gentlemen romp home), they are bound to lose in any constituency not dominated by Yadavs. This is the reason why only they are opposing the bill. All other politicians practice a brand of politics where they have to take some other (caste/religious) groups with them in order to win (since no other caste so dominates constituencies like Yadavs) and hence are not scared of their constituencies being lost to them once in three terms! This is why these gentlemen are raising the bogey of reservations for minorities within reservations for women, knowing full well that the same would be unconstitutional and hence impossible to achieve, thus scuttling the bill.

Gross Misuse of Official Vehicles
It is good to know the concern of the officer for gross misuse of the official v3ehicle in government, however, the solution suggested is not the right one. Asking one to drive ones own car to work place is ok upto certain level but at higher level it is not the option on account of two reasons - when travelling in a driver driven car one can still think of some thing sitting on the back and one is very busy can read official papers while going from home or from one meeting to the other and secondly parking is a big problem in most of the cities. you can not expect senior officers to park the cars securely and walk to the workplace or a meeting room in other office. However, it does not mean we should not think of controlling this gross misuse. One option is to deduct some monthly amount from the salary and fix the limit of mileage an officer with attached vehicle can use for personal work. It should be compulsory and reasonable.

Misuse of Official Cars (WIC 13-03-10)
I endorse the views expressed by a concerned officer on misuse of official cars especially by family members of the entitled officers. It is a good decision to allow transport allowance, which shall save crores of rupee to the exchequer. What the million dollar question in this case is, who will take such a stringent decision because every policy maker thinks first what will be impact of the decision on himself.

Is it a visit to the past, Cabinet Secretary?
The Cabinet Secretary must have come to the conclusion that civil servants have lost all those "virtues" which he has painstakingly listed in his letter; that the "image" of the civil servant has suffered visible dent, which needs to be "refurbished" and hence the exhortations! Well! The question seems to be whether the civil servants that the Cab Sec is referring to are any more "civil servants" or just servants? At least the expressions like "naukar" used by one central minister indicates to that reality. Has the "public or civil servant" not been converted to a "private servant" of the political executive? Is it possible nowadays for any civil servant to stand upto the minister or elected representatives? Can we forget the brutal murders of engineers, policemen, beating of the home secretary in his own official chamber, stoning to death a young collector, suspensions, transfers, loss of promotions, assault on the family members of an IAS officer in one of the states of the Union Of India??? How many talents superbly groomed to legitimately rise to the position of the Cabinet Secretaries had been retired as Advisers with fancy appendages from the Planning Commission or several other Commissions floated to teach civil lessons to such bureaucrats, who were ill trained in the mould propounded by the Cabinet Secretary now and had "unacceptable" rearing at home that filled their hearts with notions of honesty, integrity, objectivity, independence, fairness, equity, hard work, service before self...? The reality of the Indian system of governance broaches no such silly notions of civil service, as politicians can not remain saints in politics now, as admitted publicly by no less a person than Sonia Gandhi, who knows the reality more than the present cabinet secretary can claim. The Cab Sec would have sounded more convincing had he practiced honesty in doing administrative justice to all services whose prospects he decided or ignored as chairman of the concerned boards. Still, the subject should deserve a fair discussion among civil servants to determine whether to stick to the idealism of youth of the candidate writing the civil service exam or the ways of the , to quote those who know better,” practical"/"pragmatic".

What about the senior officers at the Centre ?
They also need a lesson in integrity, ethical behaviour and good governance. I can quote a dozen examples right away where juniors have been hounded for refusing to do a wrong thing and upholding the principles of honesty. For want of space i shall quote only one example -the victimisation of an officer posted in ASI under Central Staffing Scheme who was made a scapegoat in Ram Sethu Affidavit fiasco in September 2007 simply because he questioned the misuse of conservation funds for settling personal bills of his senior. More than two years on, the case is still being kept open against him and the officer has been hounded out of the department to his parent cadre instead of accepting his request for a lateral transfer because that senior is now sitting in the ministry handling his case. You are aware of this , Chandershekhar and convinced too of his innocence but could not do any thing .What is the use of such advice if one is unable to enforce it.

Begin Charity at Home
On the reported "The Cabinet Secretary KM Chandrasekhar has called for serious introspection by civil servants." and has asked for “Integrity, honesty, objectivity, impartiality, transparency, accountability and devotion to duty be practised by the civil servants" what all I would say, based on my extensive correspondence to him, is that the day Cabinet Secretary himself practises these things, there would be no need for him to write such a letter to the civil servants. People imitate and implement what is practised and not what is preached. Just installing and implementing the system of AUTO RESPONSE with Complain No. to the emails addressed to him or PM or FM or HM or President of India would make them accountable. Should Chandrasekhar implement my already long pending suggestion and confirm his sincerity?

Talking of pedigree ?
What was the pedigree of the two Chief Secretary of an Indian state who were voted as the most corrupt by fellow IAS officers and were appointed as Chief Secretary of the State ? Talking of pedigree is sheer nonsense.

Just a ritual
Has any corrupt IAS officer admitted on his own that he is corrupt? It is not that there is no corruption in the IAS. Cabinet Secretary should take note of the fact that in the past ' most corrupt' IAS officers identified by their own fraternity were rewarded with the post of Chief Secretary in an important State of India. Gradually people of India has started knowing and seeing that in corruption also some of them are at the apex. It appears to the general public that there is some link between corruption and protection. All said the Cabinet Secretary of Government of India has a right to try his own pill on the unworthies in the cadre. Wish him success.

That was ridiculous
I read all the comments in the forum with great interests and amusement. Some of those reflect on how some people who matter at some or the other level can stoop down to protect their interests.
Take the example of the suggestion that why make only very good ACR earners as Joint Secretaries. Make the corrupt and mediocre who have been otherwise been assessed badly also the Joint Secretary. That was ridiculous.
The BSF laments have got unionized now. A force where 50 percent recruitment including officers is based on reservations is bound to suffer an attrition as is being reported. Half the populations is Job Hopping based on reservations in the higher and comfortable government jobs. Why then to serve in BSF? Are their service conditions as stringent as in the Army? Why are they crying when millions are available to be recruited in BSF? In great Indian demagogic traditions, they want to be assigned status of warriors based on reservations?
Good view into the psyche of some interested elements. Thanks for it.
