Integrity then will look after itself
If the Cabinet Secretary is really serious with respect to 'Integrity' et al, and he really means business in protecting the integrity, at least in the civil services, the one very small thing he has to do is call all criminal cases pending against them for want of prosecution sanction by the Appointing Authority and give permission to put up these cases in the respective court. Let the court decide, which is its legitimate duty. Most of these case belong to the Corruption Act, and have been investigated by elite agencies like the CBI, Anti Corruption Bureaux etc. A similar action is needed to be taken at the provincial level by the Chief Ministers. Integrity, then, will look after itself.

Strengthen accountability structures
My second suggestion for curbing corruption in the Government offices would be to strengthen accountability structures within the government. As on today the system literally is helpless against both the corrupt or non-performing. The chances of a corrupt officers being penalized are extremely low both because of the undue influence that he may wield and because of the tedious nature of departmental proceedings. Consequently there is more encouragement for the corrupt in the current system and since the money that he/she earns is so large that he/she may not be bothered for possible disciplinary action by the department.
The non-performing officers also thrive on the same platform as the system has literally no punishment for non-performers. Therefore the officers who may be honest but non-performers are also no good. Infect such non-performers often lead to perpetration of corruption as often administrators are faced with a choice of choosing a non-performing but honest officers and performing but dishonest one tend to choose later for at-least ensuring the delivery of results.
Hence to weed out both the non-performers and corrupt from the system it is imperative that a strong accountability structure is created which can take swift action against all elements be it non-performers or the corrupt.
The steps could be to create public accountability board for AIS and Group A Officers and departmental accountability boards for the rest of staff. These boards may comprise of judicial and administrative members and would be empowered to appoint inquiry officers and monitor inquiries. Punishment may be awarded by the disciplinary authority based on the findings of the board. The whole process of inquiry shall be completed in a time bound fashion. No extension whatsoever may be permissible in completion of inquiries.
A national law on the pattern of Bihar Act be passed to recover the wealth earned through ill-gotten means once the inquiry has proved the facts of corruption.
Similarly the non-performers must be weeded out of system and there should not be any space of arrogant feudal style of management in the new urbane India.
These are just stray thoughts but a collective thinking on this forum can definitely help to create a systemic response against the corruption and corrupt.

PC to allow home ministry employees flexi-hours
As per recent news paper clipping, Home Minister P. Chidambaram is going to introduce flexi-hours for employees in his ministry. According to the news item Attendance norms will be relaxed, so long as employees put in 40 hours a week.

Under the new norms, officials stuck in Delhi’s peak hour traffic jams will be excused if they are late by 30 minutes. Occasionally, they can also cite social obligations or doctor consultation and come late by two hours or leave two hours early.

But they will have to make up for the lost time, preferably on the same day and in any case, in the same week.

“The duration of late coming/early departure is to be compensated by devoting such extra hours of work so as to ensure the 40-hour work schedule for the entire week is maintained,” Home Secretary G.K. Pillai said.

it is also learnt that fresh instructions were issued on representations from home ministry officials who met him last week. They are understood to have pointed out the practical problems faced by staff members due to the biometric attendance system installed last September.

Central government offices have a 9 a.m. to 5.30 p.m. schedule with an half-an-hour lunch break in between.

News paper report further explained that
“We had pointed if an official had to take a family member to the doctor, there was no way he, or she, could reach by 9 p.m. since CGHS dispensaries open at 7.30 a.m,” an home ministry official familiar with the representation said.

While I welcome the decision of Home Ministry on this score, I request all the Central Government Ministries/Departments to implement the decision of Home Ministry in all their offices with immediate effect as it is well known to all that central government establishments donot maintain punctuality at all. So, when the employees are paid from Government exchequer, money should not go waste. Late attendance and early departure on regular measure not only the affects the work of the office, but it also contributes to the loss of mandays. So, I suggest introduce the system of card punching in all the establishments of Central Government with immediate effect, which will benefit all.

No problem with shortage of IAS officers in Orissa

There is no problem with shortage of IAS officers in Orissa. In Orissa the IAS officers are in extremes i.e. either the IAS officers are very efficient to handle any number of Departments or quite inefficient to handle any department which is evident from the fact that there are few IAS officers get full pay but no work is given to them and a few with more than one Department.

Another RTI in the offing in Pakistan
The way a section of the political class in Pakistan is attempting for deepening the roots of democratic system against all odds deserves to be taken note of. The PCCR headed by senator Reza Rabbani has proposed another land mark amendment to Article 6 of their Constitution whereby not only the plotters and executors of a coup against the lawful government of the day but also the members of judiciary validating such coups, e.g. in the name of law of necessity (as was done to validate the coups by Ziaul Haq and Pervez Musharraf) shall be liable to face trial for a cognizable offence. One has to wait and watch to what extent these efforts succeed.

Make vehicle private property after five years
The best way to curb misuse of government vehicles is to order that the vehicle will become the private property of the officer after 5 years of use, official and non-official. You will then see a miracle taking place before your eyes! This was done by Nagaland government and it stopped all misuse and the vehicles were maintained in pristine condition by the officers. Naturally!!!
