Phase IV or Phase V of Mid-Career Training. The Indian Administrative Service (Pay) Rules, 2007 are being amended accordingly.
Air India to launch addl. Delhi-Bagdogra -Delhi Flight
India’s national air carrier National Aviation Company of India Limited (NACIL) i.e. Air India of which CMD is Arvind Jadhav (IAS, 1978 batch –Karnataka cadre), has decided to launch additional flight from Delhi to Bagdogra and return, in addition to the existing scheduled flights. It has been decided to run with effect from April 10, 2010 to May 10, 2010 to meet the summer rush and provide more seats for government employees under the LTC plan. The schedule of this additional flight is Delhi at 10.30 am & reach Bagdogra by 12.15. It will return from Bagdogra at 1.00 pm & reach Delhi by 2.45 pm.

Indian Ambassador in Italy Khan is no more
Indian Ambassador to Italy, Arif Shahid Khan (IFS:1975) has passed away early on Wednesday morning, in Rome. He had served earlier as India's ambassador in Syria, deputy chief of mission in Paris and as the official spokesman of the external affairs ministry. Before he went to Rome, he was additional secretary (public diplomacy) at the MEA. He is survived by his wife and two sons.

Nuclear Liability Bill unlikely to be passed in its present form
It is indeed heartening to note that this strange piece of legislation deeply injurious to the country’s own citizens is heading for some reform. The bill was approved by the cabinet on Nov 20, 2009. The most notable feature of the bill is the manner in which it tends to safeguard the  "operator's" (read US ) interests at the cost of the Indian citizens fundamental right to adequate compensation in case of a nuclear accident. It attempts to cap the operator's liability for compensation in case of a nuclear accident to a measly Rs 300 (or some say 500) crore rupees irrespective of the damage actually suffered by the unfortunate victims in excess of the capped amount. Even the award made by the nuclear damage claims commission set up under this bill, within the capped amount is appealable by the operator if the operator is of the view that the damage has been suffered by the victim due to his own negligence. The bill seeks to fully let the operator off the hook if the accident is attributable to ,"Grave national disaster of exceptional character, Armed conflict or act of terrorism and / or suffered due to the victim's own negligence". Imagine the scenario where an unfortunate victim has to fight the legal might of a billionaire mega corporation to get even the meagre awarded amount in case the so called operator feels that the victim has been negligent or worse still if some bogus terrorist outfit can be planted to claim responsibility.
I can argue in great detail how the framers of the draft bill have been guided through and through by the interests of some foreign  companies instead of by the interests of Indian citizens or for that matter by India's National interests. Apart from withdrawing the  draft  bill in its present form, the Government also has a duty to investigate the  real motives behind the present draft and expose those individuals who actually drafted it. It should also be investigated as to how the grave anomalies in the draft escaped the scrutiny of the cabinet when it approved the draft.

Unmitigated disaster
The last experiment with regard to the appointment of Chief Statistician of India has been an unmitigated disaster for the National Statistical System. Undoubtedly, Dr. Pronab Sen is an academician par excellence, but unfortunately, by his own adminission, he lacks administrative skills and it is his own admission, again, that he spends 80% of his time handling administrative matters (and gets orders summoning his personal appearance before various Courts as a matter of routine). Further, he did not have the requisite qualification of having experience in a large scale statistical organisation (nor did a three-year on the job training help him in that behalf). Therefore, this time, as a Member of the National Statistical System, I would request the Search Committee to limit themselves to the Applicants only (Dr. Sen had not applied in the first instance, and he has refused to continue) and the twin criterion given in the Notification, that is of experience in a large scale statistical organisation and administrative experience should be strictly adhered to while selecting the next Chief Statistician of India. It is said in English that extra-ordinary situations require extra-ordinary remedies. The ills of the present National Statistical System is well known and requires an out-of-the-box thinking and a shock therapy may be due.

Extend CBI’ jurisdiction to states

The only way to reduce corruption in India is to extend the jurisdiction of the CBI to all state governments and their employees(which includes IAS officers). This will effectively check corruption. In the absence of the same, nothing will be done.

Corruption is bigger malaise than the non-performers
Government employees after all are selected based on a strenuous exercise of written examination and interview. It is the circumstances which make the Government employees non-performers like his/her deteriorating health, exploitatin by seniors, his/her not getting the timely fruits which is due to him etc. If somebody has become a non-peformer because of his health reasons, you cannot just throw him out. These days mental desease is not considered as a blot rather a medical problem, which can develop in anybody. Unhealthy people and lazy non-performers, what to talk of Government sector, exist in all walks of life you cannot just thrown them out from the society.

As far as Sr.PPS/PPS/PSO and PS are concerned, this is Central Secretariat Stenograpahers Service. But as far as adhoc Grade C and steno D are concerned, this is Central Stenographers Dog's Service with its headquarter being DOPT.

Dear Steno 'C' adhoc
Please don't sleep. Recent increase of Grade Pay is only to the benefit of persons who have joined recently as they are getting even fixation of pay. But, we even after 25 years of service are getting only increase in Grade pay and no benefit in fixation in pay. When it comes to posting or work we are exposed more than them. Moreover, the increase in the posts of PPS/Sr.PPS/PSO has resulted in abolishing of posts at lower level as match saving and now they are proposing to upgrade the post of PS and after this we will be left high and dry. It is high time we oppose to the existence of the posts of PPS/Sr.PPS/PSO as they are of no use to us because when we are clubbed along with them only we are exposed more than them. Instead, we should ask DOPT to increase the number of PS posts in lieu of the above three posts. And in the DOPT the seniority list of Steno D and C is in a pathetic stage and nobody bothers. Now it is for you to decide.

Inquire about frequent travels
Whether visits are personal or official and purposes of meeting and why frequent travels required should also be specified along with the designation of the concerned officer. Only then the whisper will be complete.

Use of official car for private purpose:
I as a government officer tried to stick to no use of official car for private purpose. I admit that I failed simply for the reason that the shear time I spent travelling in bus to a market town (I am posted in a small tehsil level place) was deterrent enough because I had little time left to attend office on that day. True it is misuse but kindly consider the fact that it may lead to increase in productivity by cutting down travelling and waiting periods. It is better to allow the officers to use official vehicle up to certain kilometers for private purpose and save them from the embrassment of making false entries in the vehicle log book.(oops! I should not have said so! )

It is unfortunate
It is unfortunate that CPO officers are feeling discriminated against, and their grievances should be looked into. At the same time, let it be said that their condition is certainly better than that of the armed forces, who have an even narrower pyramid, and less opportunities than the CPOs. An army officer becomes a brigadier in 30-35 years. CPO officers easily become DIG's in just 20 years. IPS become DIG in just 14 years, of which 2 are just training years. Earlier, before the 6th CPC, the rank of Brig was higher than DIG in pay and status, but now it has been reduced to the same, and no reduction has been made in time in service. Furthermore, no IPS officer becomes an IG in 13 years of service. Though nowadays, they can in about 16. Of which 2 years are spent only in training.
