Empanelment of 1976 batch IPS officers to the rank of DG in the Government of India has taken place.Official list says that altogather 40 officers of this batch have been empanelled. Altogether 54 IPS officers belonging from 1972 to 1975 batch figure in the empanelment list . They have been empanelled to the rank of DG in the Government of India.

Muralidharan a Member in the IRDA had retired in November 2009. Earlier, Nair was an Executive Director (ED) with the Securities and Exchange Board of India (SEBI). He is a postgraduate in Science and Law and holds a Post Graduate Diploma in Management. R.K. Nair joined Corporation Bank as a Probationary Officer in August 1976. He has held various assignments in the bank including Regional Manager, Kerala, Assistant General Manager in Mumbai and in the International Banking Division and Deputy General Manager, Investment and International Banking Division. R.K. Nair has also held the post of Managing Director of Corp Bank Securities Limited, Mumbai- a subsidiary of Corporation Bank. Nair has attended training in different areas, both in India and abroad.  R.K. Nair is also a visiting faculty at various institutions like National Institute of Bank Management, Pune, National Insurance Academy, Pune, Reserve Bank of India, Mumbai, BSE Training Centre etc. He is a widely travelled officer of the SEBI.

Indian Ambassador in Italy Khan is no more
Indian Ambassador to Italy, Arif Shahid Khan (IFS:1975) has passed away early on Wednesday morning, in Rome. He had served earlier as India's ambassador in Syria, deputy chief of mission in Paris and as the official spokesman of the external affairs ministry. Before he went to Rome, he was additional secretary (public diplomacy) at the MEA. He is survived by his wife and two sons.
CAT quashes order of dismissal of R&AW officer
A Bench presided over by Justice M Ramachandran has quashed the order of dismissal of Ms. Nisha Priya Bhatia, Director in R&AW. Ms. Bhatia was earlier in news for trying to commit suicide before the PM's residence and later in the CAT, when an adverse order was passed against her.

Department of Administrative Reforms & Public Grievances(DARPG) is organising "Civil Service Day" on April 21, 2010 in Vigyan Bhawan which will be inaugurated by Indian Prime Minister Dr Man Mohan Singh . On this occasion, an exhibition on "Innovation in Governance" will also be put up. Chavan, Deputy Commissioner of Customs-Mumbai-I (Retd.) has been promoted to the grade of Joint Commissioner of Central Excise & Customs on ad-hoc basis, notionally with effect from July 23, 2009. He will, however, not be entitled to arrears of pay and allowances and his pay will be fixed on notional basis which, in turn, would result in re-fixation of his pension.

Unfair criticism of Cabinet Sec's letter
In my opinion there has been some unfair criticism of Cab Sec's letter to fellow civil servants on this forum. All the Cab Sec has done is to reiterate the values expected to be followed by the civil servants. There may be certain weaknesses in individual behavior but the values that are supposed to be enshrined in the behavior of civil servants needed reiteration and it could not but have come out from the top most civil servant of the country. It is highly unfair to say that he must practice what he preaches particularly when his long tenure on the top chair has largely remain non-controversial and without any allegations of any impropriety. We all know that he has also been quite fair for central services as well and have tried to induct them in good numbers in the secretariat in sharp contrast to some of his predecessors. There has been quite a number of administrative reforms which has been initiated during his tenure including change in performance appraisal methods in government. How many other civil servants can claim to carry out reforms in their respective areas of operation with a majority of bureaucrats largely working for their personal agendas. In my opinion he remains to be one of the few old age good bureaucrats left in the country who choose to work quietly in their domain without much glamour and media exposures and leveling such unfair criticism on him is completely uncalled for.

What about CBI cadre officers ?
We are hearing quite a lot from CPO officers here, regarding promotion avenues vis a vis IPS officers. But what about the CBI cadre officers, who are directly recruited as DSP's? Only 40% of SP level posts are available to them, only 25% of DIG level posts, and only 20 percent of IGP level posts. There is no question of there being any Additional Directors from CBI Group 'A' civil service cadre (who are recruited through the UPSC civil services exam, no less!). Shouldn’t the CBI group A cadre have better prospects too? All CPO officers become at least DIG. Almost no CBI officers become the same.

Dissatisfaction amongst CPO officers
The CPOs officers are not trying to draw any comparisons with Army. Army and CPOS are totally different and both their service conditions as well as emolument packages are different. The statement that the CPO officers become DIG in 20 years is absolutely wrong. Most of them pick up this rank after putting in 27 or 28 years of service and then stagnate there for rest of their careers.

What a joke?
I accept the views that Steno Gr D & C are still in a dark room. No future after serving 20-25 years as grade 'D". Just Rs. 200 or more as grade pay. DoPT still preparing 84 select list.

It is extremely unfortunate that even after having a competent and judicious Home Minister committed to internal security, the sentinels of peace 9000 group A officers of central paramilitary are suffering. It is these officers who are responsible for leading 10 lakh personnel on field sacrificing their lives and comforts and not handful of IPS officers sitting in headquarters and calling shots and misguiding the HM on policy matters. If HM is serious in his mission, it is prudent that he calls officers of paramilitary and address their grievances and gives their dues before it is too late. He should not remain oblivious and complacent on these issues. Recent incidents in BSF need to be taken seriously. All is not well as being projected by these IPS officers who have led J&K, Chhattisgarh, Jharkand and North East to their present condition.

Misuse of Telephone
Worked for four decades in Central Government in 3-4 Ministries. On an average, 75% of telephone use in Government offices is for private purposes. Everybody in Government knows this. Difficult, if not impossible, to control this.
