Bihar ready for the State Foundation Day
The Bihar Government being headed by Chief Minister Nitish Kumar is ready to celebrate the Bihar foundation Day that falls on March 22, 2010. Theme of this year's celebration is preserve & strengthen "Bihari identity" ,said sources close to Bihar Chief Minister Nitish Kumar. It may be stated here that the state of Bihar was founded on March 22, 1912. Bihar Chief Minister Nitish Kumar has decided that from now onwards the foundation day will be celebrated every year.

Uttar Pradesh Chief Minister Ms.Mayawati who heads the Bahujan Samaj Party (BSP) also will emerge unscathed from the row relating to her being garlanded with currency notes of Rs.1000 denomination, say legal experts. This amount can be shown as a gift. However, in that case she will be liable to pay Income Tax (IT). Section 56 (C) of the IT Act says cash received as gift is an Income of the beneficiary & he/she is liable to pay tax. However, this can be shown as voluntary contribution by party workers. For example each worker contributed Rs. 1000 or so. Then there are two scenarios. First, IT sleuths will have to interrogate thousands of workers, which is totally impractical. Second, the party worker’s voluntary contribution under Section 13 of the IT Act is tax-free.

Views full of errors
The views on the selection of Chief Statistician of India expressed in your website  (18th March) are full of errors.  Firstly, there was no member of the National Statistical Commission known as Nagchandran (please see the NSC Secretariat link in www. mospi.gov.in) who claimed to be a member of the NSC. Secondly, though it is true that Dr. Sen is an erudite scholar with poor administrative acumen and control, none of the eight applicants of the service ( out of which one retired last September and two are retiring in coming June) seems to have a better perspective of good governance and PR required at the level of CSI-cum-Secretary. The army of SAG and HAG level officers feeling too complacent with quicker promotions talk more gibberish than of vision as they are having traits of managers not leaders.  Insiders of the service always prefer an outsider to head as they have rightly experienced that their service members cannot display impartiality and might settle scores once get selected in this slot.

"Say good-bye to deadwood in Indian bureaucracy!!!"

The deadwood in the Indian governmental bureaucracy is like the non-performing assets. The nationalised Indian banks have failed to overcome this problem on their sides due to lack of pro-active approach. At least, the GOI must lead by examples by chopping off the deadwood by strengthening its performance appraisal system and applying it effectively before it is too late. Its application must be across the board and irrespective of the organised Service to which the laggards belong. This will cut down the existing strength of bureaucracy by 40% and removing corruption in the process. Unfortunately, we can't apply the same guillotine to the political executive due to compulsions of real-politik!!!

Deprived of regular promotion
It is very unfortunate of Gr.D. Stenographers working in the Central Government who are deprived of their regular promotion even after 20-25 years of regular service in the same grade. Even in the British rule there was a set rules for promotion for all the employees working the in the GOI. Gr.D Stenographers are the great sufferers due to wrong policies of the post-independent GOI. Time has come to bring this to the notice of the higher authorities of the GOI and request them to kindly look into it. It is also requested that they may be given regular promotions within stipulated time, i.e., at least after 12 years of service in the same grade. This may be treated as most urgent so that they may not suffer any more.

Performance and accountability are interlinked
I agree with observation that performance and accountability are interlinked. This statement stands tested by doing a simple comparison of performance of Govt. bodies with that to private sector. Since private sector's survival is interlinked to its performance in the market and hence it tends to get more work out of its workers/managers who also have no other option but to perform for self preservation. On the other side of the spectrum are govt. officers and employees who have very low level of accountability and this reflects on their performance levels with inefficiencies galore at almost every level of government.
Within government sector as well if one compares the performance levels of State and Central Public sector Undertakings the difference is quite perceptible due to the fact the CPSE managements are largely professional and their performance is closely monitored by Central Ministries while state PSU's are headed by non-professional managements who treat these PSU's as milking cows and personal fiefdom's. Since the officers who head these state PSU's are largely from All India Services who everyone knows are law onto themselves and score very low on accountability index, therefore the working style of these PSU's is largely ad-hoc and internal controls extremely weak. One report of the ministry of Corporate affairs indicate that more than one thousand of twelve hundred odd state PSU's do not even prepare their accounts which speaks volume of quality of the management they have.
The mute point therefore is that every officer of the government has to be made accountable for the work assigned to him/her irrespective of his/her title and only then we would be able to provide good governance to the country. I hope Rahul Gandhi reads this column and do something to change our systems.
