is learnt to have decided to ask the UPSC to hold special examinations for young
officers in Central Police Organisations (CPOs), Central Paramilitary Forces (CPFs)
and state police forces to induct them into the Indian Police Service (IPS). The
CPOs and CPFs covered under the scheme are the CRPF, BSF, ITBP, CISF and the SSB. DSPs
in state, Asst Commandants in CPOs & CPFs to get two chance in Spl exam Deputy
Superintendents of police (DSPs) in the states and Assistant Commandants in the
CPOs and CPFs will be given two chances to be recruited as Indian Police Service
(IPS) officer during the Special examination to be conducted by the UPSC to meet
the shortfall of Police officers in the country. Spl

As a matter of fact I should not be
joining issues, as I am an applicant for the post of Chief Statistician of India.
But the issue of performance and accountability in the Central Government is too
close to my heart to let go this opportunity. I was also an Applicant for the
post of Chief Statistician of India when it was advertised in 2006. This time
also, I have given an action plan for the next five years, to coincide with the
tenure for the post. I have also stated that I have a detailed plan of action
also, which I will reveal at the time of my interview. I have also suggested that
I am ready to sign an MOU with the Central Government, which can very well have
penalty clauses for below par performance, for that matter even for slight deviation
from the agreed job responsibility. Will the Central Government at least time
start such a process on an experimental basis? There are quite a few Officers
in the Central Government who are capable of performing innovative things, developing
systems and delivering the goods. These Officers are generally honest too and
the demerit all these officers have, as a result of their honesty, is forthrightness,
which is not appreciated. I have a hope that the present Government may give the
honest officers like me a chance to prove that there are undoubtedly officers
in the Central Government, who can deliver. Tushar Ranjan Mohanty Chief
Statistician of India Posters should be backed by figures Posters
should please provide some figures in support of this curious assertion that "army
officers cost twice as much as any government servant". It is true that army
officers when posted in hazardous areas (and only when posted in these areas!),
are given allowances for the same, but it is patently unjustifiable to use these
as a basis of argument. Separation from family, dangerous surroundings, hazard
to life, and discomfiture of surroundings (eg living in tents, field latrines,
-30 deg weather, etc), are much worse than those small allowances compensate for.
As far as I know, IAS/IPS officers even posted anywhere in the northeast are entitled
to special hardship allowances, even if living in cities. Otherwise, Army officers
are entitled to only the same scales of pay as all other government servants,
except for a 6000 rupee MSP, which is applicable from Capt to Brig, and is small,
compared to overall salary. So how exactly is this wonderful 100% increase in
salary achieved, as claimed? Secondly, It is incorrect that officers at the age
of 44 are being promoted to Brig. Lack of vacancies ensures that officers must
accumulate at least 30 years of service before become brigadiers. Please research
facts before posting! -A concerned citizen Why delay in
promotions ? Why should there be a two year delay in the promotions
of Services vis a vis the IAS? The rule should be clear: any officer higher in
rank in the Civil Service Exam for the same year should be promoted if any officer
lower in rank in the Civil Service Exam has been promoted. If an IPS officer was
ranked 4th in the Civil Service Exam, he should be promoted if an IAS officer
ranked 197 is promoted. Why should there be such discrimination in promotion?
Vijay Kumar Through your website, I wish to place the views
of members of the IFS ( Maharashtra ) Cadre on records with respect to the notification
of IFS ( Pay ) Amendment Rules, 2010. I am referring to Note 3 under Rule 3 of
the said notification dated 3rd March, 2010, vide which, members of the service
have been extended the benefit of non functional financial upgradation vis-a-vis
the IAS officers two years or more junior to them, posted to the Centre. Earlier
notification was ambiguous in as far as the applicability of this note to the
IFS officers serving in the State was concerned. Nor had the GOI provided any
guidelines for implementation of this provision in the States. This time around,
however, the GOI has been kind to issue these Guidelines vide Circular dated 16th
March, 2010. President

level has almost stopped The Staff Selection Commission are not able
to get desired number of Stenographers these days. The Under Secretary level officers
in the Government are working like dealing hands, doing typing work & photocopying
on their own, bringing their own water and dispatching letters. But the people
at the top level are not ready shed their share of perks - they have staff posted
under them more than the sanctioned strength, misusing the staff car (which is
allotted for only to and fro journey to office, take extra stationery and enjoy
cold drinks, tea/coffee and refreshments all at Government costs. Whenever a post
of Joint Secretary, Additional Secretary and Secretary level is created Government
for a temporary purpose it does not get abolished whenever the purpose is finished.
We are trying to make the top heavy. Saxena where are the deadwoods and whom you
would like to get first eliminated from the scenario in order to bring down government
