Fact is if Headley spills the bean US would be red faced!!
That is why ‘out of reach’ by US Headley’s been placed!!

At most US will allow him to give testimony in Court!!
For all you know if our NIA team gets a bit too aggressive this Team US will deport!

Congress’s Spokesman Singhvi does make it look that in US law is taking its course!
Seems apart from Law he’s done ‘how to lie with a straight face’ course!

Because I’m sure he’s had a word with PC before issuing any statement!
It’s not possible on such a vital issue unprepared he was sent!!

Unless PC’s got an axe to grind with Singhvi and would like to see him squirm in pain!!
So while briefing him on what to say to the Press PC ne kiya 'we'll get him' feign!!

Of course like any Vakeel worth his salt Singhvi must have taken care!
Kept exit routes and in due course these he’ll bare!!

Like when he's proven wrong Singhvi will say ' I had said US Law will take its course'!
And Law goes by merits of the case and via emotion law we cannot force!!

Montek says food subsidy should be capped and free price of oil!!!
Seems his capitalist blood is coming to a boil!!

Lest he forgets Indian is a Nation where a majority still live below the poverty line!
For two square meals people still pine!!

Montek forgets India is a socio-capitalist economy and subsidies are a must!
In fact you can say just!

Just bring down Government's wastage and corruption and a lot ho saktha hai solve!
But to tackle both Sarkaar does not have the resolve!!

After all why should Netas and Officials kick themselves in the tummy!!!
And so in loading us with taxes etc., there is never any kummi!!

Delhi Sarkaar has increased taxes in the name of Commonwealth Games!!!
People in Delhi in anger and desperation are calling Delhi Sarkaar names!!

Delhi waalas for the Games are paying an indirect cess!!!
Paying for Kalamadi's 'hay making and bungling' and Gill's ineptness!!

Oil Companies may raise prices of 'eco fuels'!!!
By the looks of it very soon people will start riding Mules!!

Sonia Gandhi is fighting for Women's rights!!!
But has no concern about the inflation that every Homemaker fights!

Mulayam's statement that women MPs may face lewd remarks shows his mindset!
That means when he sees women MPs all wrong ideas he does get!!!

Women MPs should thumb their noses at him when they come across him!
What he's said is both dim and grim!!

Pehelwan Netaji grew up in a akhaada where women are banned!!!
In fact to prevent women from entering gate of akhaada is manned!!

Amar Singh must be having a good laugh......Netaji ka bakh gaya band!
He'll be saying ' see I told you on his own into a soup Netaji will land'!

In TN AWOL Azhagiri and Stalin are fighting for DMK's top post!!!!
'Only Karuna is my leader' Azhagiri ne kiya boast!!!

AWOL because in his Office in Delhi he's never to be found!!!
Either he's in TN or TN bound!!

Sick of his son's fighting Karuna has announced ' I'm not retiring soon'!!!
Though there were rumors that he was going to retire by June!!

Okay by June but he's not specified the year!!!
Though looking at his age and health his forced retirement is pretty near!!

Confucius says..... we plan for 100 years but do not know if we will take the next saas!!!
Laughing and living it up this second and next second khalaas!

Flash....... Amar Singh says Mulayam has insulted half the Nation!!!
And from Jaya Pradha too Mulayam got condemnation!!

For Mulayam's 'both feet in his mouth' Amar is throwing a Page 3 Party!!!
Theme of the Party is 'Mulayam bashing' and everyone on Mulayam will recite a repartee!

I'm not at the Party but here is one from me... naari ko matt samajh Mulayam ablaa!!
Seete maar ke toh dekh aur then see how they bajao you like a tabla!!

Renuka 'hello hello' Chowdhury challenges Mulayam 'maar mere pe seeti'!!!
Mulayam just see her size she'll maslo you like a cheenti!

Nehru's foreign policy blunders are being repeated
Nehru's foreign policy blunders are being repeated by his grand daughter-in- law 'led' UPA government. It is India’s bankrupt foreign policy that made her put all the eggs in President Karzai’s basket knowing well that his diktat does not run beyond the city of Kabul and he will tuck his tail between his legs and run away the day his US masters abandon and flee from Afghanistan. The same naiveté has made India sink billions of her taxpayer’s money into Afghanistan and made some of her citizens sacrifice their lives there. If we have looked into the past of this country, a procession of religious fanaticism, skull jugglery, ditching etc we would not have taken this step. All the structures we built at terrific cost, will be bombed to smithereens once Taliban returns back or their friend Pakistan will do it. India must have done it to please the US, as the UPA government appears to be doing, it is time to stop further aid and withdraw our personnel from Afghanistan.

Chief Statistician of India
Who should be the Chief Statistician of India? To answer this question, the government of India has constituted a search committee. The search committee has been given wide options in its approach. However, it will command highest respect only if the selection process is fully transparent. The search committee has invited application from the interested persons. It has been learned that sufficient number of applications have been received. This includes two DGs, three ADGs and two DDGs from the Indian Statistical Service. It is difficult to say whether this is a positive sign for the service or negative one. On the one hand it shows the confidence of the officers in handling the responsibility of the coveted post. On the other hand it shows the lack of confidence (not respect) the junior officers have in their seniors. In such a situation, these officers are supposed to have a blue print for the Indian Statistical System. Other applicants too are also supposed to have a blue print for the Indian Statistical System. The search committee, therefore, needs to consider these blue prints through the mechanism of interview. Any other subjective criterion to truncate the list will be counterproductive for the system. Only those who qualify on the basis of their blue print should be considered further and a final choice should depend on professional ability, professional integrity and professional commitment. Performance and Accountability will automatically follow.

Keep up your fight, Dr Suresh Mehrotra!!!
The public is getting increasingly disillusioned with the events overtaking the country. Consider these: Civil servants houses being raided for disproportionate assets, sting operations, criminals masquerading as Godmen, high profile politician facing paternity suit, CJI’s opposition to RTI Act, Haryana police acting as extortionists, Behn Malavati’s ( Sorry, read as Mayavati’s) indifference to Bareilly riots in the face of her Maha rally in Lucknow in open defiance of income tax authorities, Corruption Wealth Gains (Read as Common Wealth Games),twenty times increase in the original cost of the Games under pretext of security and time-bound completion of infrastructures, institutionalized corruptions, private players getting stimulus packages from GOI before grabbing civilian awards for self service (Chhatwal, KP Singh, Dr Pratap Reddy of Apollo et al) despite several complaints pending against them with the Police, Income tax, Enforcement Directorate, CBI ,non-playing actors (Rajiv Shukla, Sharad Pawar et al ) occupying high profile positions in BCCI, Pranab Da’s general budget followed by Shiela Dikshit’s NCT of Delhi’s budget, justifying price rise with salaries hikes, a double jeopardy of sort. Retrieving black money from Swiss banks continues to elude us despite FM’s and PM’s promises last year The tale is un-ending. One is impelled to ask: Will Corruption continue beyond our graves! Merit is irrelevant .It takes the back seat. Dishonesty and sycophancy are considered virtues and bribery a ‘negotiated settlement’. Personal and institutionalized corruptions are signs of empowerment of the nauveau rich and the affluent. The Aam aadmi complains: “Yeh dunia agar mil bhi jaye to kya hai?” The WIC, while assuring us of a better future, continues its relentless fight against different kinds of corruption and paradigms of morality! The mystics advise us: Phir Subah hogi !!! Let us hope for the best.

BSNL in a mess
I wonder if any of the winners will make any difference to the fate of BSNL. Finances of BSNL are in a mess, and no body cares. It is so difficult to make payment of telephone bills through debit/credit cards unlike private players, and BSNL has chosen cozy relationship with select agencies. Does anyone care why people move to other providers?

PSB Chief Selection
How many Top Executives of Private banks would like to head a PSB given the perks that CEO gets in a PSB. There is huge disparity in the pay of say Chairman of SBI and CEO of ICICI Bank. By widening the pool, the govt. will be able to attract the best available talent in the Banking sector. Currently it looks like a dole out for your favourite. In this very column we had read about pushes and pulls exercised by the incoming and outgoing FM. If one looks at the profile of current CMDs, you will be surprised to find many of them coming from the small bank, Corporation Bank, which means many of the PSB chiefs are really good and only a few would be categorised as Finance Minister man. Just look at the top three, MV Nair (UBI), MD Mallaya (BoB) and KR Kamath (PNB), all of them are from Corporation Bank, relatively a small bank but a well managed bank led by these street smart bankers. But there is no harm in looking for talent from outside the PSBs.

Is whispers a Government officers grievance forum ?
I find that in the column FORUM on Whispers, now more and more only government personnel related issues are selected by you.
Earlier, you were giving a wide spectrum of comments on various issues about the country and the government in general. Now this is more or less becoming like a Government officers grievance forum.

Why is NIC blocking e-mails?

It is understood that NIC is blocking email addresses of various MPs and even Bureaucrats and emails addressed to them are bouncing back.
Is this done at the instance of the people whose email adddresses are blocked or at someone else's instructions? It is a serious matter which needs to be investigated as it prevents members of public from communicating with their representatives and public servants.
S Ramnathan

It was ridiculous
The whisper that it is NOW clear that ISI is in cahoots with Taliban is ridiculous and strange. This has been clear for nearly three decades by now when the CIA in collusion with ISI created the monster primarily to fight the Russians out of Afghanistan with the tacit understanding that at least part of this dirty HR will also be diverted to Kashmir as Pakistan's strategic asset against India. To say that this has become clear now is like saying it has become clear now that the Late Mohd Ali Jinnah was the first governor general of Pakistan. This basic fact has been known to all those who care to know since very long.

Other Group A services also deserve
Other Group A services truly deserve Non functional financial upgradation the way IFS has got. What is the fault of the officer who opted for IRS and not IFS or IPS. It is sheer discrimination among services. It is time the the GOI give other services what is due.

Promotions in Army are not slow
I personally know a few officers who are 1963/64 born and are brigadiers for last two years. Promotions in The fighting arms like infantry/arty are even faster. Readers may draw their own conclusions. It would be interesting if someone can put actual age at the time of picking up various ranks in the armed foces. As regards cost (not the salary alone) of an army officer to the exchequer vis a vis his civilian counterpart the facts and figures are all well too known to merit repetition. Qualification allowance for qualification acquired after commissioning completely at Government expense, furnished Accomodation at pitiable rent, various quotas and concessions in educational institutions, rail fares exclusive medical facilities, services of personal assistant(sahayak) are but some of the better known privileges enjoyed by officers of armed forces.

Parity not maintained in Stenographers cadre in GOI
While every now and then there is some good news for the Central Secretariat Stenographers cadre, but the same is absent to the Stenographers of Field Organisations. It is seen that the DOPT is busy with extending the benefit to the officers of Secretariat Organisations, but they never thought of circulating those orders to other Ministries/Departments so that those orders could be given effect in Ministries/Departments other than Secretariat organisations. As for example, a circular is seen floating regarding filling of Principal Staff Officer in Secretariat Organisations. In Secretariat Organisations there are posts like PA, PS, Sr.PS, PPS, Sr.PPS and Principal Staff Officer. Parity should have been maintained in creating of those posts in different Departments, but that has not been done. So far my knowledge goes after Sr.PS there is no other promotional post, which is highly discriminatory. I, therefore, request all the Departments and Union Office Bearers to agitate on this issue before the appropriate forum so that discrimination goes away and parity maintained.

Dissatisfaction among CPO cadres
The dissatisfaction amongst the officers of CPOs specially, the BSF cadres is to be seen to be believed. The officers are not sure when the axe will fall upon them. The Commandants are shifted at the drop of a hat. One very good Commandant was shifted from Amritsar after the incident of rocket fire by Pakistan in Jan 2010. That even though his retaliatory action was well appreciated by even the home minister. Another hand picked officer has been recently shifted from the prestigious post of Commandant (Pers) after his senior IPS supervisory officers failed to stand by him even though he had taken all the actions as per their directions. Latest is the handing over of a commandant to the Police. Even though the BSF act has all the provisions for dealing with all the offences committed while on duty. This decision was taken by a select coterie of senior IPS officers who run the show.
