Statistician of India Who should be the Chief Statistician of India? To
answer this question, the government of India has constituted a search committee.
The search committee has been given wide options in its approach. However, it
will command highest respect only if the selection process is fully transparent.
The search committee has invited application from the interested persons. It has
been learned that sufficient number of applications have been received. This includes
two DGs, three ADGs and two DDGs from the Indian Statistical Service. It is difficult
to say whether this is a positive sign for the service or negative one. On the
one hand it shows the confidence of the officers in handling the responsibility
of the coveted post. On the other hand it shows the lack of confidence (not respect)
the junior officers have in their seniors. In such a situation, these officers
are supposed to have a blue print for the Indian Statistical System. Other applicants
too are also supposed to have a blue print for the Indian Statistical System.
The search committee, therefore, needs to consider these blue prints through the
mechanism of interview. Any other subjective criterion to truncate the list will
be counterproductive for the system. Only those who qualify on the basis of their
blue print should be considered further and a final choice should depend on professional
ability, professional integrity and professional commitment. Performance and Accountability

rally in Lucknow in open defiance of income tax authorities, Corruption Wealth
Gains (Read as Common Wealth Games),twenty times increase in the original cost
of the Games under pretext of security and time-bound completion of infrastructures,
institutionalized corruptions, private players getting stimulus packages from
GOI before grabbing civilian awards for self service (Chhatwal, KP Singh, Dr Pratap
Reddy of Apollo et al) despite several complaints pending against them with the
Police, Income tax, Enforcement Directorate, CBI ,non-playing actors (Rajiv Shukla,
Sharad Pawar et al ) occupying high profile positions in BCCI, Pranab Das
general budget followed by Shiela Dikshits NCT of Delhis budget, justifying
price rise with salaries hikes, a double jeopardy of sort. Retrieving black money
from Swiss banks continues to elude us despite FMs and PMs promises
last year The tale is un-ending. One is impelled to ask: Will Corruption continue
beyond our graves! Merit is irrelevant .It takes the back seat. Dishonesty and
sycophancy are considered virtues and bribery a negotiated settlement.
Personal and institutionalized corruptions are signs of empowerment of the nauveau
rich and the affluent. The Aam aadmi complains: Yeh dunia agar mil bhi jaye
to kya hai? The WIC, while assuring us of a better future, continues its
relentless fight against different kinds of corruption and paradigms of morality!

wonder if any of the winners will make any difference to the fate of BSNL. Finances
of BSNL are in a mess, and no body cares. It is so difficult to make payment of
telephone bills through debit/credit cards unlike private players, and BSNL has
chosen cozy relationship with select agencies. Does anyone care why people move
to other providers? Vijay Kumar PSB Chief Selection How
many Top Executives of Private banks would like to head a PSB given the perks
that CEO gets in a PSB. There is huge disparity in the pay of say Chairman of
SBI and CEO of ICICI Bank. By widening the pool, the govt. will be able to attract
the best available talent in the Banking sector. Currently it looks like a dole
out for your favourite. In this very column we had read about pushes and pulls
exercised by the incoming and outgoing FM. If one looks at the profile of current
CMDs, you will be surprised to find many of them coming from the small bank, Corporation
Bank, which means many of the PSB chiefs are really good and only a few would
be categorised as Finance Minister man. Just look at the top three, MV Nair (UBI),
MD Mallaya (BoB) and KR Kamath (PNB), all of them are from Corporation Bank, relatively
a small bank but a well managed bank led by these street smart bankers. But there
is no harm in looking for talent from outside the PSBs. Sarboji, Madurai Is

is NIC blocking e-mails? It is understood that NIC is blocking email addresses
of various MPs and even Bureaucrats and emails addressed to them are bouncing
back. Is this done at the instance of the people whose email adddresses are

whisper that it is NOW clear that ISI is in cahoots with Taliban is ridiculous
and strange. This has been clear for nearly three decades by now when the CIA
in collusion with ISI created the monster primarily to fight the Russians out

will also be diverted to Kashmir as Pakistan's strategic asset against India.

expense, furnished Accomodation at pitiable rent, various quotas and concessions
in educational institutions, rail fares exclusive medical facilities, services
of personal assistant(sahayak) are but some of the better known privileges enjoyed
by officers of armed forces. R Gupta Parity not maintained
in Stenographers cadre in GOI While every now and then there is some good
news for the Central Secretariat Stenographers cadre, but the same is absent to
the Stenographers of Field Organisations. It is seen that the DOPT is busy with
extending the benefit to the officers of Secretariat Organisations, but they never
thought of circulating those orders to other Ministries/Departments so that those
orders could be given effect in Ministries/Departments other than Secretariat
organisations. As for example, a circular is seen floating regarding filling of
Principal Staff Officer in Secretariat Organisations. In Secretariat Organisations
there are posts like PA, PS, Sr.PS, PPS, Sr.PPS and Principal Staff Officer. Parity
should have been maintained in creating of those posts in different Departments,
but that has not been done. So far my knowledge goes after Sr.PS there is no other
promotional post, which is highly discriminatory. I, therefore, request all the
Departments and Union Office Bearers to agitate on this issue before the appropriate
forum so that discrimination goes away and parity maintained. T K Banerjee Dissatisfaction
among CPO cadres The dissatisfaction amongst the officers of CPOs specially,
the BSF cadres is to be seen to be believed. The officers are not sure when the
axe will fall upon them. The Commandants are shifted at the drop of a hat. One
very good Commandant was shifted from Amritsar after the incident of rocket fire
by Pakistan in Jan 2010. That even though his retaliatory action was well appreciated
by even the home minister. Another hand picked officer has been recently shifted
from the prestigious post of Commandant (Pers) after his senior IPS supervisory
officers failed to stand by him even though he had taken all the actions as per
their directions. Latest is the handing over of a commandant to the Police. Even
though the BSF act has all the provisions for dealing with all the offences committed
while on duty. This decision was taken by a select coterie of senior IPS officers
