Raghu Menon elected Chairman

NSIC signs MOU with Government

The Memorandum of Understanding ( MOU ) for the year  2010-11 was signed between Dinesh Rai Secretary MSME to Government of India and Dr. H.P Kumar CMD, NSIC. The MOU also carries the approval of the task force established by the government  under the Department of Public  Enterprise (DPE).The targets for many parameters have been set at higher level than what the corporation has been achieving during the past years. It may be mentioned that NSIC has achieved “ Excellent “  rating in terms of its performance during the last two years. Commonwealth Games 2010, the bureaucracy Plays it again
On 22.03.10, the court convicted the three killers of Er. Satyendra Dubey, the Project Engineer with National Highways Authority of India, who laid his life for maintaining highest standards of quality in Highway construction. The convicts shall now be punished.
Ironically, it is the same day that we read in the Times of India a statement by the Secretary UD, that for projects delayed in Commonwealth Games the Chief Engineers in-charge of the project will be held accountable.
This above statement from our bureaucracy was on expected lines. Rather, many of the Engineers associated with, or pursuing the Commonwealth Games Projects, were certainly awaiting this eventuality, as the construction activities are now tapering down. Venues are being inaugurated every week and the role of Engineers is reducing day by day. The administrators will take over the charge of the stadia, and usurp all the credit for successful completion and successful organization of the Games venues. And the Engineers? As usual they shall be blamed and held accountable for all deficiencies and delays, whatsoever, so what if these are not for any of their causes or reasons. This happened in Asiad’82, and this will happen this time also. The bureaucratic game of CWG-2010 has started.
Commonwealth Games were assigned to India as early as in 2003. The administrative authorities woke up from the slumber only in the later part of 2007 to give green signal to Engineers i.e. after a good four years. Thereafter, Projects were conceived, major hurdles of 22 local bodies/ authorities were surmounted, the existing venues were got vacated from the high priests of sports sitting there, and work started after fulfilling all the Codal and so to say statutory formalities. Some venues even required supersession by the L.G. of Delhi, as insensitive local bodies, who hardly feel any responsibility towards the organization of the Games, refused to approve the projects so critical for the games. Thereon, the prolonged struggle in kick-starting the vital time taking projects was deemed to be the responsibility of Engineers only.
Then started the crushing and grilling task of projects execution with incredibly insufficient time left. The Engineers worked round the clock. If anybody joined the field Engineers for one day during chilling winter night of December and January or the scorching summer days of May and June in Delhi, when the work was going on round the clock, he would not blame Engineers all his life. Sitting in Air Conditioned chambers and passing judgments on the works of Engineers who bring the ‘Indian Dream’ into reality by braving extreme summers and winters, hostile conditions at work site, suffering major and minor injuries, ignoring the families for years together, working without any fixed working hours and having a very poor quality of life, as a result of all this is quite simple and easy job. We wish the Secretary, UD had spent one day during summer and winter with Engineers at the site before giving such statement.
We are genuinely hurt especially after contributing so much for the pride of the nation. Few of the CWG structures are no less than Mega Structures of the world. The technology used this time has been by far the best in the world. India had never attempted such structures earlier. There is bound to be some errors/ deficiencies in the works which is solely due to time constraint and huge quantum of work at hand. Like all other professionals Engineers can also commit mistakes. Had this statement been brought out against doctors, the Secretary would have had to bite his words by now. Since the strikes are unheard of in engineering department, it does not mean that we cannot disrupt public life. In this opportunistic world, where even hockey team enters the field only after settling their financial terms, these are the engineers who deliver selflessly and without any pre-conditions.
Such a colossal contribution would have brought praises and showers of awards had this been from any other profession. But, the Engineers always get the prison after every Samudra-Manthan. Though the Sports Minister and Chief Minister Delhi realize the contribution of Engineers and pat them from time to time, but it is unfortunate that bureaucratic mind set has yet to transform. Making Engineers accountable, be it for fair reasons or otherwise, is believed as the easiest way out in our administrative system. But, what about those bureaucrats who delay the projects even before they start –at conception and clearance stage, and eventually project themselves as the sole custodians of these projects, and miss no opportunity to usurp all the accolades. Will they also share the blames of delays and deficiencies, or they are the partners only in success times.
We are curiously waiting whether Engineers will get their dues this time or there will be same story of harassment after the National Glory.

Benchmark prescription
My view is that the benchmark prescription should be the average of the grading of the last five years ACR's. The clause of meeting the benchmark of 'Very Good' invariably should be deleted. Otherwise, the culture of 'conformity to wishes of superiors' or 'yesman-ship' in layman's language shall become the norm in government service.

It is most unfortunate that CSS officers of 1977 Batch are still waiting for their empanelment for Joint Secretary in the GOI while the list of IAS 1990 batch is being pushed fast for their empanelment to JS. This is height of discrimination on the part of all concerned. Is anybody listening?

Regarding CBDT posting officers abroad, the then Chairman CBDT PK Mishra had got the file cleared from P Chidambaram (Then FM) for posting IRS officers in Missions abroad. This was opposed tooth and nail by Bhide who couldn’t succeed. However, post departure of Chidambaram and Mishra, the file was put in Cold Storage

Time bound promotion in various cadres has made the Indian bureaucracy one of the most inefficient bureaucracy in the world. The day has come when, promotions are solely based on performance ,honesty and academic achievement. Let even a class IV rise to secretary level if he has merit and let the senior most officer be chucked out if he is not efficient.

Only Director level officers and above are real beneficiaries
PAs and Assistants have been divided into 3 categories, DR is one group, pre 2006 is one, 1.1.06 to 9.08 is the favoured group and future promotees are at par with class IV. Anyway, only officers of and above Director level are the real beneficiaries of the 6 CPC. Madam Nath prepared and submitted the Report and then approved it as Secy(Exp). The British legacy continues to Rule the country.

IOC be headed by person from within
It is a must that successful PSUs like IOC should be headed by persons who are brought up within the organisation. IOC have a unique culture identifying the organisation with people's problems, having come up amidst hostility from foreign oil companies. Even its employee's union culture is totally different. We have seen the damages caused when an outsider, Sarthak Behuria was forced on the organisation as CMD. The Jaipur fire, officers strike etc that happened during his time were the first such mishaps that happened in the company. It is a must that people who struggled with the corporation and sailed with it should head the organisation.

Public notice for appointing Information Commissioners must
Government must go for public notice inviting applications from desirous and eligible candidates for Information Commissioners. The selection criteria must be spelled out and the selection by Prime Minister, Opposition Leader and another Union Minister (preferably Minister for Social Justice & Empowerment, by designation) must be fair, democratic and transparent. This is also required for new CIC to replace Mr Wajahat Habibullah who has long back resigned and unduly & unauthorisedly clinging to the Chair.

A sick man makes all feel sick and just to avoid the worsened situation in his own force proceeds on medical leave himself. He is better suited for a mental hospital for a genuine treatment. He feels so insecure in his own organisation that need heavy weapon guards while talking to BSF people all around him and special armed guards outside his officers mess suite in BSF officers mess inside a well fortified campus. Kindly verify this fact from his visit to Siliguri recently. First chief of BSF to invite death threat from his own people. Still GoI is sleeping or they want him to be removed this way.
