His fault is negligible

KP Raghuvanshi ATS Chief of Maharashtra has been unceremoniously transferred. His alleged fault is negligible compared to that of those who allowed sleuths from USA to interrogate Ajmal kasab without realising that USA would never reciprocate this gesture and full facts about James coleman Hadley’s terrorist activities and all those whose support he enjoyed never come to light. Should senior police officers of a state before speaking to media first seek clearance when law and order is a state subject. What about those who were making tall claims that following strict measures taken there has been no repeat of incident of type of 26/11 till German Bakery blast exposed the myth. Will any action be taken against them? Till date no action has been taken against any one who permitted hijacked IC plane to leave Amritsar and reach Kandhar and safely transport dreaded terrorists like Azhar Mehmood and others to secure release of hostages. Biggest threat to internal security is from corrupt inefficient and compromised public servants and their political counterparts. But unfortunately no one is speaking about that.

It would be exceptional
Someone born in 1963/64, who is brigadier for the last two years would be a rarity amongst officers. In the second, he would have 27+ years of service, and someone with as much service as him in the IPS or IAS or any other group A service (Including in those services created to serve as support structures to the armed forces, like the IDAS (to handle military pay), or IDES (to manage defence lands)), would be an ADG/Additional Secretary already (equivalent in payscale to LtGen). So how are promotions not slow in the army? The Army man is still a brigadier, whilst the civil servant is already equal to LTGEN in those many years of service. Furthermore, there are no so called "quotas" in educational institutions, except for children of officers killed in action (and this is also only 2% or so, and is also available to brave shaheed CPO personnels children, and rightly so!). If someone has a problem with this small benefit to the family of a martyr, then what can be said? It only reflects a mean spirited state of mind to deny the children of those who died for our safety even such a small benefit, when the main breadwinner of the family has died in action, and the family anyway has to face financial and emotional uncertainty. And what army in the world doesnt have medical facilities? It would be a pretty third rate army if it didn’t. All government servants have medical facilities through CGHS anyway, and the railways and CPOs also have their own hospitals. As to the rest, i.e. house rent/qualification allowances etc, these are all available to other government servants also, so to spread such canards is not appropriate. Let us give our brave military and paramilitary brave service personnel their due, and not show such a disgracefully mean nature, and lack of patriotic spirit.

P V Bhide, IAS, the foremost Revenue Secretary the country has ever had has made most significant contributions to the development of the country and it is high time he is posted to some important assignment post retirement. The best Revenue Secretary ever, his services may be utilised in the Election Commission or some other equally prestigious post. The epitome of integrity, dedication, sincerity, selflessness and hard work, Sh Bhide's services to the country entitle him to that.

The SGPC's appeal to the PM, as reported in a section of Press,for appointing the Chief for P&S Bank from the Sikh community,on grounds of 'conventions','traditions' and other 'emotional' considerations,is most reprehensible in a secular country like India.The P&S Bank being a nationalised entity,cannot claim to be treated differently from other nationalised banks.The same merit-based (not religion-based)selection mechanism must be applied across the board to all nationalised banks.One hopes the PM decides upon the divisive appeal dispassionately and in the interest of the country.No convassing in the name of religion and vote bank politics please!This will be a retrograde step,if permitted.

It is shocking
I am a DANIPS officer, directly recruited through civil services exam. I was far higher in the merit list of examination. However, I opted DANIPS leaving aside many group ‘A’ Services in anticipation of better Police Service being managed directly by government of India i.e. MHA. I have cleared the same examination which was passed by IAS/IPS etc. I joined as ACP in Delhi Police and have served around 20 years in different branches of Delhi Police, including Andaman and Nicobar Islands. On the basis of academic qualifications, competence in clearing civil services exam, experience as a Police Officer in Delhi, I can claim that my experience and caliber have no match if I am to compete with any other officer with similar length of service in Delhi Police or AGMUT cadre.
Recently I heard that MHA is planning to hold limited exam to fill the shortage of IPS officers all over India. This was a great shock to me as I never thought that after passing civil services exam, still I will not be considered to be inducted in to IPS. To fill the shortage of IPS officers a fresh examination will be held in which SPS/CPO officers below 35 years age will be allowed to appear. That means in Delhi I will have to work under a CPO/SPS officer who have cleared a limited examination and inducted in to IPS. This will be gross humiliation and injustice to DANIPS cadre which have been continuously deprived of conditions of better cadre management. As per DANIPS rules any DANIPS officer who has put in 8 years of service is eligible to be inducted in to IPS. Unfortunately, because of mismanagement of cadre in the past, this induction process has been delayed in successive years. Now, MHA is unnecessarily planning to fill the shortage of IPS officers through limited competitive exam. In this regard my submission is that MHA may calculate the requirements of IPS officers in Delhi, Andaman & Nicobar Island, Lakshdweep, Daman & Diu in the coming years. Accordingly, every year that much number of IPS officers, at least in the above mentioned category (Delhi etc.) can straight away be taken from directly recruited DANIPS officers who have rendered at least 8 years of service and otherwise eligible. This will not only improve the service prospects of DANIPS but also instantly solve the problem of shortage of IPS officers in Delhi etc. Since the academic competency of DANIPS officers is well established due to their recruitment through civil services examination, it would be worth advisable that this experience in Delhi Police will further make them most relevant and superior in comparison to those candidates recruited through limited competitive exams.

Why govt reinduct him ?
The reasons for sacking of Raghuvanshi from the ATS chief's post have to be seen beyond the recent (false) controversy about the press statements made by him on the arrest of two alleged LeT militants in Mumbai. Raghuvanshi was part of the ATS prior to the Late Hemant Karkare and removed after a delegation from the minority community called on the then CM of Maharashtra to remove him from the post as they were not happy with the way the Malegaon blast and some other cases were being conducted. He was replaced by Hemant karkare whose perceptions of the case perhaps resulted in the arrest of Pragya Thakur and Col Purohit etc.
One doesn't know why the state government reinducted Raghuvanshi into the ATS but going by the general trend of political interference in high profile cases his removal was perhaps only waiting to happen and the press conference following the alleged Lashkar men's arrest gave the powers that be an easy excuse to undo what perhaps they had done unwittingly in the first place.
