information The Complainant sought certified copy of the selection process
and educational qualification of candidates of spoken English who were selected
on contract basis and related information. The PIO claimed that he does
not understand the term spoken English. The Commission noted that
the Primary Teacher, who represented the PIO during the hearing, understands
the term spoken English and is able to understand what information the Complainant
is seeking. The PIO submitted that in the RTI application, the term Spoken
English has been mentioned instead of spoken English teacher,
hence he had requested the Appellant to re-send the RTI application and to
use the appropriate terms. Under the provisions of Section 20 (1), the

games2010...bureaucracy plays it again! It is a fact that on and off Engineers
have been coroneted with the crowns for failures as the success is destined for
the bureaucrats as the fundamental law of justice! It does not surprise any
of us any further that the credit and acclamation for any infrastructure breakthroughs
like the ones in Bihar also goes to the bureaucrats though the engineers are
striving day and night for the same. We have just remained responsible for targets
or failures ...the success can never be owned by us! Mona Why
Government considers them superior ? Why does the Government consider
the IAAS, IPoS, IRTS, IRS (Customs) and IRS(Income tax) unworthy of getting what
the IPS and the Indian Forest Service (not recruited through the Civil Service
Exam but recruited through an exam which is limited to only science graduates
and hence limited competition)are getting? Many an officer in the IRS did not
opt for the IPS. Anyway, why should there be blatant discrimination with the "Central"
Services when they are recruited through the same exam especially since 1979 since
when the exam and the number of papers is the same and more so since 1994 when
half the officers in the IAS have ranks lower than half the officers in the IPS
and the IRS? What is sacrosanct about the "All India" Services (except
that the IAS tries to create an artificial boundary between itself and the rest-
which it cannot create any more so it has created an AIS instead of IAS!). The
"Central" Services should get what the IAS is getting. Period. Moreover
since this Brahmanism can not end otherwise, there should be a quota in Central
Staffing (which are open posts for all, but are almost exclusively manned by the
IAS in practice in violation of all Rules) for the IPS and Central Services for
posts of Joint Secretary and above. Without that, justice will never be done to
the Other Backward Services(OBS- non IAS services). Vijay Kumar Appoint
CAs to increase revenue Chartered Accountants (CA) should have a job opportunity
in revenue services in government department. Many experienced CAs aged between
30 to 35 years have great practical experience as well as professional knowledge
which can serve better for the government to increase revenue. CA having 6 to
10 years of expertise in private sector or in practice have more knowledge than
