Radha Krishnan Nair is soon going to be a new Member of Insurance Regulatory and Development Authority (IRDA) as his notification has been issued. The slot fell vacant when CR Muralidharan, a Member in the IRDA, retired in November 2009. Presently Nair is Executive Director (ED) with the Securities and Exchange Board of India (SEBI). He is a postgraduate in Science and Law and holds a Post Graduate Diploma in Management. Nair joined Corporation Bank as a Probationary Officer in August 1976. He has held various assignments in the bank including Regional Manager, Kerala, Assistant General Manager in Mumbai and in the International Banking Division and Deputy General Manager, Investment and International Banking Division. Nair has also held the post of Managing Director of Corp Bank Securities Limited, Mumbai- a subsidiary of Corporation Bank. Nair has attended training in different areas, both in India and abroad.   Nair is also a visiting faculty at various institutions like National Institute of Bank Management, Pune, National Insurance Academy, Pune, Reserve Bank of India, Mumbai, BSE Training Centre etc. He is a widely travelled officer of the SEBI.

CSSS officers are not mere domestic servants
The notion that CSSS officers are mere domestic servants of officers is totally unwarranted and in some way unparliamentary. I do not want to escalate arguments, counter-arguments, merits, demerits, pros & cons. It seems inter-service rivalry between CSS and CSSS has reached to this abysmal level. He challenged the entire fraternity of CSSS to compete with him in the areas of drafting, noting, etc.

Central Secretariat is divided
Ultimately, this has benefitted the officers from Central Staffing Scheme, who have less experience and lack of knowledge about the Central Secretariat. I don't agree with the assumption that all CSS officers are brilliant and all CSSS officers are incompetent. If it is the case, no CSS officer would have failed in written part of UPSC SO Grade Examination and no CSSS officer would have passed in written part of UPSC SO Grade Examination. However, I agree that both CSS and CSSS deserve promotion prospects in their respective cadre without conflicting the interest of each other. Let us not indulge in mudslinging of each other and doom the career prospects of Central Secretariat Personnel.

Why is Govt not collecting taxes from Petroleum companies ?
India has huge fiscal deficit resulting in high inflation. I have a poser for the tax policymakers and finance minister of India. Why is it that petroleum companies in India are given subsidies despite the fact that they show enormous amount of profit. The wealth of some of these companies has increased by more than 10 times in last 10 years.Some of these companies are the richest Indian company going by the market capitalisation.
The Indian income tax gives subsidy to these companies. Under section 80IB(9) these companies get full tax holiday for first seven years of their operation. As a result the effective tax rate of these companies in last 10 years has been less than 10 percent.
In contrast there are many countries which levy special tax on their petroleum companies. For example Norway levies a special tax of 50% on their petroleum companies in addition to normal 28% corporate tax. Thereby Norway levies a tax of 78% on their petroleum companies. The logic is that profit from natural resource should go to the Government and the entrepreneur should get his normal entrepreneurial return. In contrast to this our petroleum companies are paying tax at around 10%.
The reason is very simple. These companies have enormous amount of clout with whichever government comes to power. In the last government one of the opposition party members had raised the issue of super profit tax on petroleum companies but the whole matter was hushed up in the finance ministry at the behest of interested parties.
If India taxes mineral companies the way Norway is taxing them ,Indian government can easily collect 50,000 crores from these companies annually.
