the grapevine has it, cabinet note for revival of one post of Member Central Board
of Excise & Customs (CBEC) has been cleared. Indian Finance Minister Pranab
Mukherjee had revived one post of Member CBEC. Once this was revived the CBEC
will have seven members as used to be the case earlier. It may be stated here
that two posts of Members in CBEC & Central Board of Direct Taxes (CBDT) were
surrendered as part of austerity measures adopted two years ago. The posts of

to be CMD, Vijaya Bank H. S. U. Kamath, Executive Director (ED),
Canara Bank, is going to be new Chairman & Managing Director (CMD) of the

of 3 IAS officers of UP cadre Three IAS officers of the Uttar

Sharma poised to be Joint Secretary AYUSH DD Sharma, Director
Ayush in Government of India (GOI), is tipped to become Joint Secretary in AYUSH.

Delhi based National Medicinal Plants Board (NMPB). Sharma is an Indian Forest

Civil Engineers are always the servants, necessary
but not trusted. This is in-spite of the fact that nearly 35% initial capital
budget of any Government or department has to pass through Engineers. Engineers
are supposed to be corrupt, inefficient and lazy. Remarks of Secretary UD do not
come as a surprise. I would suggest this bureaucrat or any body else to get their
children educated or treated for diseases, construct a house or conduct daughters
wedding with the procedures that are set to Engineers. Nobody is held responsible
for all the delays that take place before the AA & ES. That happened with
booths to issue icards to voters in Delhi. All the alteration and construction
work in > 70 places all over Delhi was asked to be completed in 30 45
days disregarding the fact that concrete laying after dismantling takes at-least
a week and it takes further 21 days for it to gain strength before next operation
in cement. There were at-least three minimal operations. PWD engineers were forced
and threatened with punishment undeserved. No punishment for delays thus far.
Quality of product delivered needs no guessing. Concern is also that some Engineers

need a foreigner as COO ? There are many talented Indians who can fit
the bill. It is advisable that a foreigner who has expertise in the field could
be inducted as a director on board AI but the COO should ideally be an Indian. Parivartan Moorthy

Pay & Arrears : Is Finance Minister sleeping ? Recently Government
has increased the GP from 4200 to 4600 for Assistants/PA. It is nice that this
genuine demand has been met. But the surprising factor, is suddenly the pay fixation
benefit in the earlier Basic of Rs.7450/- has been given without any logic. Because
of this, persons with more that 20 years of service are getting nil benefit except
GP whereas persons with minimum number of service are getting more than Rs.2500
benefit every month and that too from 1.1.2006 resulting in the arrears touching
nearly Rs.1 lakh. This is something silly. Since the demand was only for increase
in GP, it is surprising how the question of fixation of a new basic has come up.
And Moreover, if the govt. wants to give this benefit then the arrears should
have been limited only to the difference in GP because the incurring amount will
be nominal and not the difference in fixation of basic which should be notional.
In steno line, persons within 5-10 years of service are benefited the most and
the persons with more than 20 years of service are not the beneficiaries of this
but they have to work with senior officers because of their experience and the
persons with less number of service will work with junior officers and leave home
on time with more financial benefit. Is this arrears of difference in pay required.
It would be better if the arrear amount is restricted only to the difference in
Grade Pay and difference in DA and not extended to the difference in fixation
of basic. Hope DOPT and Finance Ministry wakes up from slumber. M N Rao Army
officers most pampered professional group Army officers get free rations
all the time in addition to their pay and perks. They are the most pampered professional
group in India. So you should add the price of free rations for a family of 5
persons to the pay of a Brigadier. That is the real wage. Let us cut out this
hypocrisy that a rational discussion of these matters is un patriotic or that
our border defences will somehow collapse as e result of discussion. I have myself
seen Brigadiers hawking free quota sugar in the market place. The sugar was part
of the monthly quota. Another vegetarian army officer sold his monthly meat quotas
to dog owners! On top of all this they want to be equated 2 notches higher than
their civilian counterparts. We are not yet a military dictatorship and we must

that will impose more burden on ailing Air India, the civil aviation ministry
has decided to give all its previous secretaries life-long free upgrades on air
tickets to first class and access to lounges at any airport in the country, it
can only be said that seniormost officers of government are out to loot the country. Rajesh

conference was impressive I am impressed by Gujrath CM Modi's press
conference after giving evidence (anti-Modi media calls it interrogation) before
the SIT.I wish we have more leaders like him. The media like NDTV, Times etc due
to their vested interests, have already concluded Modi is guilty and will blame
SIT or even SC if they found Modi not guilty. The bane of our democracy appears
