HUDCO earmarks 5% of its Profits
Board of Directors of HUDCO in its recent meeting held on 24th February 2010 had approved the creation of an exclusive budget amounting to 5% of net profits to further stimulate social housing through interest subsidisation. The allocation shall be non-lapsable and carried forward if any part remains unutilized. This would enable HUDCO to offer concessional terms for its borrowers in this segment. HUDCO, since its establishment in 1970, has focused its activities towards providing affordable housing to the economically weaker sections and the low income groups as well as providing basic infrastructure facilities for improving the quality of life of the citizens, especially the poor. HUDCO’s support for over 14 million housing units throughout the country, has predominantly addressed the needs of the weaker sections of the society, with as much as 94 per cent of the units, having benefitted the economically weaker sections and low income groups. HUDCO has the unique distinction of having supported 1 in every 14 houses in the country.

Aaj Ki Aawaz

To Congress MPs Pranab Da explained fuel price hike!!!
Something that he sure does dislike!!!

But then facing all round criticism he’s trying to garner support!!!
And later to Sonia karre ga Pranab report!!

I think Sonia and Mohna need to read the comments in Whispers 03/03 Forum by Ravi !!
This is exactly what I’ve been saying though I wrote mine like a Kavi!

Our Oil PSUs rake in profits and behave like Cologromates!!!!
And keep on demanding higher and higher rates!!

This was not the time to increase fuel prices and even if it was not avoidable,
Rise should have been minimal as rise would increase prices of items 'on the table'!!

Hike should have been to a lesser extent!!
Seems ‘overboard’ the Sarkaar went!!

And when the Government says the fuel hike will make the Oil Companies hurt,
Then in actuality the Government is following the adage ' slip is longer than the skirt'!

Years of pen pushing have made Mohna heartless!!
He was crying for some time that on account of oil India ’s finances were in a mess!

For him the only solution was a price hike and he refused to listen to other advise!
He rose for the Nation but for its people he refused to rise!!!

Pranab Da too refused to listen and preferred the price hike way!!
And for his info inflation will be in its ‘teens’ by Month of May!!!

He’s also keen that interest rates do not rise!!
Maybe this year Corporate India will institute for him a prize!!

Sonia and Rahul's 'chuppi' is surprising!!!
The situation are they sizing???

Sonia Madam 'chup chup khadhe ho zaroor koi baat hai'!!!
Silence means in the price rise Sonia Madam ka bhi haath hai!!

Request for Saudi Arabia ’s help in resolving Indo Pak tension was to come from Mohna!
But Tharoor jumped the gun and that’s the reason for the ‘ronna dhona’!!

Tharoor has Prime Ministerial ambitions and has been trying to make his mark!!
But one after another controversy Tharoor ne kee hai spark!!

A Bharat Ratna for Sachin.... what about those who laid down their lives for the Nation?
Between the two there cannot even be a equation!!

Can sacrificing one's life be equated to one excelling with the bat and ball????
Look at the one's who laid down their lives and you will find many a Little Master and many a Wall!!!

Arre Sachin has made millions and believe me got more than his due!!!
If merit is the consideration he will not even find a place in the Bharat Ratna queue!!

Hussein's art hurt religious sentiments and he refused to change!!
In fact he found demands that he stop hurting religious sentiments as strange!!

He's proved to be a thankless chap!!
Now he's dishing out ' I did not say India rejected me' kind of crap!!

Confucius says.... humor aimed at hurting is not humor and art that insults is not art!!
And believe me to get publicity this man has the art!!

Adds..... He lives in Dubai and I challenge him to be insulting to Islam and say its art!!!
In pieces out of Dubai Hussien ko they will literally cart!!

Why are the Keralites ahead in GOI?"
Merit cannot be the monopoly of any State. The contention that a large number of Secretaries holding important portfolios in the Central Government come from a particular community of a particular State is an open secret. The Chief Editor, who is un-biased, is requested to post my views on the site to dispel the misleading impressions from Raji Phillip's mind.

Keralites in civil services

Percentagewise  Keralites contribution is much less compared to states like Bihar. The jaundice of politics into the educational field has affected the standard of education in Kerala. Most of those Malayalee officers in civil services like Cabinet Secretary and Home Secretary are born, brought up and educated out side Kerala.Few brilliant officers in the Kerala cadre are driven out due the nasty politics of Kerala.Unlike Gujrath, every civil servant wanted to run away from the state of Kerala.

CSS & CSSS
Illogic argument.  But DOPT should be blamed for this because it is they who created the posts of PPS/Sr.PPS and PSO which is practically nothing when compared to posts to their equal counterparts.  Apart from this they call themselves US/DS and Directors which is something strange.  Instead of these posts; if the posts of PS and PA had been increased this would have resulted in more efficiency and CSSS would have retained its reputation serving the senior officers; because most of the PPS/Sr.PPPS/PSO restrict themselves only to engagements of officers which is very easy to handle but stay away from taking important dictations and doing other work on computers.

CSSS officer known for his multiplicity of skills ?

Today a CSSS officer is known for his multiplicity of skills. He manages office work effectively and whenever required field work also. It is also a known fact that PAs who qualify Combined Limited Departmental Examination accelerate thousands time better than those of the CSS officers (Assistants) who qualify this examination. We have heard that once upon a time CSS officers were known as pillars of Central Sect (early 1970s) but the present state of CSS managed affairs is known to all of us. Whereas, a CSSS officer by his exposure at Senior levels and assisting the top bureaucrats and minds of the country gets them tremendous exposure which is unparallel and whenever they are given a chance, they stipulate the area of work assigned to them.

Who’s a professional ?

A job that needs high level of education, skills & training is certainly a profession and whosoever does that job is a professional. Civil service  certainly qualifies to be called a profession and civil servants as professionals. It is an area that demands specialisation. Civil servants are given training, exposure and experience to hone their skills, capabilities and competencies. Those who take their job sincerely, deliver well, while others abort. The loss to public services is caused when dishonesty supervises civil services and turns them into uncivil service, drawing general anger, expressed in questions like the one under the survey whether civil services qualify to be termed professional. One must remember that the most difficult of all professions is "public service", for it demands too much, compensates too little comparatively and wades through conflicting demands all the time. It is also to be remembered that the executive jurisdiction of the government is too vast for any fair comparison with the private sector. Civil servants can be highly qualified, experienced assets of the government as also the civil society.

Cooperation to stop corruption of all types

We the citizens have moral duties to eradicate all types of corruptions, whatsoever it may be. It is proved that Governments money go waste due to mismanagement, corrupt practices by most of the higher ups of each and every department. So, if at least 10% of the officials of every organisation keeps their eye open, I feel there will not be a single case of corruption.

RTI Ghost

The advice given by a Minister to the President is not his personal view. The advice is arrived at in the Secretariat after consideration at several levels. A reply to a Parliament question is prepared in the Secretariat and Minister only presents a reply. The common man is not concerned with the process of tendering an advice to the President or replying to a Parliament Question.  Whatever is written in the Notes sheets of a file is a part of the secretarial process. Notes should not come under the definition of 'information 'for the purpose of RTI Act. Copies of Notes are demanded by vested interest for identifying the persons and to launch a witch hunt. Professional RTI activists write one hundred questions in single applications and those hundred questions pertain 100 different authorities.  The tragedy with the RTI Act, is that it is being misused to the core by vested interests. Considerable time of the Secretariat is lost in preparing replies and searching out documents.  For a good decision making, officers should be free to express their views without fear. After the advent of RTI era, there is great deal of hesitation among officers to express freely. If the Secretariat has to survive RTI Ghost will have to be contained. Some amendments to the RTI Act to exclude notes from 'information’, one application-one question restriction and revealing purpose etc. are absolutely necessary.  The paltry fee of Rs. 10 is not enough  to filter frivolous applications by vested interests.
