Two IAS officers approach CAT for cadre change on marriage grounds
On getting no response to their cadre change requests on marriage grounds from the Government of Tripura, Dr. Adarsh Singh, IAS (2007-MT), SDM, Amarpur, South Tripura and Shashank, IAS (2007-MT), have filed a case in the principal bench of Central Administrative Tribunal at Delhi and in the Guwahati bench of CAT respectively. Both the officers have been requesting the Tripura government for cadre change in accordance with the GoI rule that stipulates that Husband and Wife should be allotted same cadre.

The Altus Global alliance has announced Vidhayakpuri police station of Jaipur city South, Jaipur, Rajasthan as the best police station in Asia. Top three police stations selected were studied in detail by a jury to help finalise the top police station. Corporate circles are surprised over the arrest of Rajesh Adani, Managing Director of Adani Enterprises, by the CBI and unable to make out that who is after Adani who is close to almost all power centres at Delhi.

Joint Inspection of the encroached land
Information regarding encroachment on a particular road by Auto
Workshops doing repair & denting panting of cars was sought. The PIO
informed that encroachment have been removed from the said site. The
Appellant claimed that the encroachment removal has been done only on
paper and no encroachment has been removed from the site. The
Commission directed the PIO and the Appellant to jointly inspect the
site at a fixed time and date and make a report with their observation
and take photographs. The Appellant and the PIO were directed to sign
the observations as well as the photographs.
Comments
The order is remarkable for its novel use of the mechanism of Joint
Inspection. Such joint inspection by both the PIO and the appellant,
can be a solution to many of the problems being faced by the citizens
today, including encroachment of Public property.

Holi-Movement  Holy-War

Dr. P.V. Jaganmohan, Divisional Commissioner, Aligarh last week attended a school function in Aligarh. On the way he saw huge dumps of green trees fell and kept in all squares (Chauraha and Tiraha) for Holi festival – burning of Holika (Holika Dahan).  He deeply felt this act of callousness as if children are massacred in public. He felt that in the present scenario of Global Warming , this cruel and blind act of cutting and burning of green trees to celebrate Holika Dahan should come to an end. Instead, dry trees and leaves could be burnt so that religious feelings and fervour were not prevented. He immediately called for meeting in which all  senior citizens of Aligarh and intellectuals participated and he put up the proposal to make it a public movement. He called it Holi Movement ignited from Aligarh, the birth place of Aligarh Movement spreading literacy among Muslims by Sir Syed Ahmad Khan. This initiative and beginning of the movement (Holi
 Movement) by Dr. P.V.Jaganmohan, Divisional Commissioner, Aligarh caught fire among all school children and thousands of children took off processions to convey this message to entire U.P. and the country. He is an IAS officer of the 1987 batch who belongs to the Uttar Pradesh cadre.It is claimed  that even if 1000 M.T. of green trees are saved in Aligarh City and 100 M.T. green trees in every village it would amount to saving of about 200000 M.T. green trees only in Aligarh Division.One can think up of the quantity of green trees that have been saved for just one Holi Festival in a year which could run into lakhs of M.Ts. of green trees in entire U.P. and equal quantity in rest of Northern India."Let us join the Holy war against Holi tree felling" said Dr. P.V. Jaganmohan and added "save our country from blind deforestation in the name of celebration. These trees can make our environment better,  making our planet sustainable and can help this planet
 look greener, healthier  and less warmer. This approach will certainly make Holi festival more Holy." Steel Authority of India Limited is examining Malvika Steel Stamp duty notice legally. Press reports had appeared to the effect that SAIL has not paid the stamp duty towards purchasing of the Malvika Steel, Jagdishpur. These reports are not correct. SAIL has received the notice only on March 6, 2010. Steel Authority of India Limited, a government of India company will pay whatever is legally due to the government of Uttar Pradesh. It may be noted that SAIL has not purchased this unit in the normal course of transaction. It was purchased through Debt Recovery Tribunal (DRT). It is being examined whether the units which are purchased through DRT are liable to pay stamp duty. SAIL will meet all its obligations with regards to stamp duty once the legal issues are sorted out

Irony of arrest of CPMG
Irony of arrest of CPMG in this huge corruption scam is that it has infact enhanced the image of Postal Department in the public eye. Do I sound strange? You can see the result of this in the next year's preferences for civil services. Believe it or not the moment our candidates understand that there is scope of huge money to be made in the postal department as well, the preferences shall change. I may sound as negative or sarcastic but that is what is the reality of today. You can see it the way services are preferred these days and even within services how officers vie for certain posts which are so to say 'lucrative'. This trend is not unique to any specific service and is equally visible in IAS, IPS IRS etc. So now IPoS shall join the elite group and may we shall see the rise of the service in the spectrum of civil services.

What is the justification ?
When public servants are appointed through a public examination conducted by an independent body and seniority is assigned as per merit in the said recruitment examination, there is no justification to rely on subsequent merit rating by a departmental promotion committee, members of whom, may or may not follow strictly all the factors mentioned in the related Recruitment Seniority Promotion Regulation overtly or covertly but rely on the ACR alone. ACRs in all public offices in India are not 360 degree appraisal but merely what the immediate boss likes to put about him depending on personal bias, likings, dislikings, whether member of his coterie, whether perpetrator in the link of corruption chain or a revolter etc. CAT's observation seems to have been hurriedly arrived at without considering these ground realities in India.

Vested interests disregard seniority of others
There are set principles for governing seniority in a service or cadre. However due to vested interests of some of the members who are responsible for establishment matters , people play with the seniority list to their own advantage resulting in disputes and CAT cases which never get settled. As a result of such a dispute,1984 batch IOFS Officers are still crying for their promotion to SAG although about 80 posts in SAG are vacant.

It looks frivolous for me to see letters from some of your readers asking for conferring Bharath Ratna to Sachin Tendulkar. Other than England and Australia, Cricket is restricted to few ex-colonial and ex-slave nations and is not considered as a world sport. Even Olympics has not included it as a sport and even in England it is fifth or sixth in popularity. The commercial and advertising interests in our country have brain washed a whole generation making cricket the prime sports in India and an elitist symbol, killing all other real sports. It is the only ‘sports’ where countries like Bangla Desh and Sri Lanka can become world beaters and men who can not see their own toes become heroes.

Only TUs indulge in such mudslinging
Many voices are being aired, mostly by CSS, for creating unnecessary rift between CSS & CSSS. Let me make it loud and clear that it is only the union/association leaders who indulge in such mudslinging with the sole object to retain their positions in the representative body, otherwise I do not see any friction between CSS & CSSS. Both services are at par, however, with different line of profession.

Why we should not make attempts to remove corruption? It is the tendencies of A.K. Chaudhary and Nitin Sachdeva, which has led to birth of naxals, terrorists etc. world over. When people see that they are not getting what they are due for and people are ejoying much more than what is due to them then only the evil tendencies develop. Yes, but not IAS
Civil servants have specialized knowledge in their respective fields. While IPS is expert in law and order matters, IRS in financial and revenue matters and IAAS in analysing projects and schemes. To this extent they have experience like professionals. For example and IRS has same or better level of expertise than a Chartered Accountant who is a professional. Even GOI recognises it, as in tax tribunals both the IRS and CAs site as Members. So there is no reason why these officers having vast experience in respective fields should not be recognised as professionals.
But the same is not true in respect of IAS. They have in depth experience of no field. They are normally in administration where they manage the day to day affairs of government. Administration is not a field per se. Even if they work is some specific field like finance or infra or school as secretary, the tenure is hardly one or two years. Such a small experience doesn’t make a person expert in a field when you compare with a professional who worked in a field for life.

It seems the extol and eulogy heaped upon the crown of the so called greatest ever Revenue Secretary are either by himself or by any of his any crony.Like old kings used to get their eulogies written by chamchas.Sorry,but this is the impression one gets on reading it.
