Monitoring and Evaluation system getting complex The system of Performance
Monitoring and Evaluation of Ministries stared by Cabinet Secretariat is getting
complex day by day. While Ministries were told initially that it shall not add
to their work, a stage has come now where every second day a mail is received
from Secretary, Performance Monitoring on some context or other. It gives the
impression that Ministries should do only PMES / RFD work and nothing else. To
add insult to injury, they are coolly changing their own instructions. Initially
the weight assigned to Mandatory Indicators was 5%, it was increased to 15% one
fine morning. Then suddenly, they again revised it to 11%, not only increasing
the work load of concerned officers in Ministries but also revealing their own
confused state of mind. Then there are contradictory instructions from Cabinet
Secretariat and ad-hoc task forces, set up to give jobs to retired Secretaries
to GOI. The question raised by Senior Ministers like Mrs. Ambika Soni, Kamal Nath
and others is still un-answered as to how "Babus" can evaluate the performance
of Ministers. It is clear that some body is trying to justify his appointment
in Cabinet Secretariat. Satpal Giving up fight against
corruption is quite disturbing I am little disappointed at the response
of some of us who have literally advised to accept corruption as a way of life.
Yes corruption has been there since independence and yes it would be well nigh
impossible to get a complete rid of it but to accept it as a norm and give up
our fight against it is quite disturbing. Would that mean our thinkers should
have accepted Sati, untouchability, women's plight, or even the British Raj as
way of life and allowed it to continue because it was difficult to deal with these.
I cant believe that this is the opinion coming from some of the most educated
and 'powerful' elites of the society. If they would show such despondency than
how do we expect our ordinary citizens to deal with this. There are surely many
ways of dealing with the corruption and a sincere effort can definitely make a
difference. A gradual improvement of delivery systems and bringing more transparency
in governmental work would definitely help to reduce corruption if not eliminate
it completely. This forum should in-fact be effectively used to suggest concrete
ways of eliminating or reducing corruption in the government. So beyond our individual
duty also we should work as a opinion maker group against the corruption and corrupt. MB Paramilitary
forces see spurt in attrition The Centre had hoped the Sixth Pay Commission's
recommendations would draw more people towards serving in the paramilitary forces.
But as things stand, those already serving in the forces are keen to quit. More
than 13,500 paramilitary men either quit or applied for voluntary retirement in
2009, the year the Sixth Pay Commission's recommendations came into effect. At
13,567, the figure marked an alarming 72 per cent rise in attrition rate in the
paramilitary forces compared to 7,899 men who quit in 2008 and 6,907 in 2007.
Effectively, it means 13 battalions in the paramilitary forces have decreased
in a single year, which is more than the number recruited. A home ministry source
attributed this to the disillusionment across ranks caused by a raw deal from
the sixth pay panel. The attrition comes at a time when the ministry has sanctioned
increased recruitments in paramilitary forces, considering the rising internal
security threats to India. There has been a rise in Left- wing extremism being
tackled by the Central Reserve Police Force (CRPF) and growing infiltration on
the international border with Pakistan, where the Border Security Force (BSF)
is at work. "Paramilitary forces get less allowances and benefits compared
to the Army even after the Sixth Pay Commission was announced. The major difference
is the military special pay given to armed forces personnel that is absent from
the paramilitary. The difference is nearly Rs 5,000 to 6,000 at the lower ranks
and the gulf widens at senior positions. A CRPF or BSF jawan posted in Jammu and
Kashmir will get less pay than an Army jawan, though they face the same risk,"
a ministry official said. The BSF is the worst affected. About 6,530 personnel
either resigned or applied for voluntary retirement in 2009 compared to 3,703
in 2008 and 2,251 in 2007. The CRPF saw 3,855 personnel hang up their boots in
2009 compared to just 1,791 in 2008. Alok Progress in KEM
