It is a very good site to pour out one's grievances. I would like to request that the leave encashment policy should be extended when any one goes on leave or on tour also. This will facilitate many needy government servants. And the money can be put to real good use. Will the government please explore the possibilities to accommodate this request?

Delhi varsity VC should be sacked
Vice chancellor of Delhi University who has owned moral responsibility as per media reports should be sacked immediately for his failure to prevent sale of radio active machines lying in chemistry lab of Delhi University as scrap to unsuspecting scrap dealers leading to death of poor labourers for no fault of theirs. This is required to send a loud message to heads of all institutions using radio active material that any negligence will be dealt with severely. When we cannot handle even small small quantity of radio active material lying in our labs, one shudders to think what will happen when nuclear energy is used on a significant scale given our poor standards of safety.

The Radioactive Delhi University !
The Gamma irradiator was procured by the Chemistry department of DU in 1968 while I was pursuing my post-graduation .This was expected to give a fillip to pursuit of Nuclear Science in my department. Overpowered by the feeling of déjà vu, I made a trip to my alma mater. Much to my chagrin, I noticed more political activity than radio activity. Smear campaigns, witch- hunting, blame games, whispers in the corridors et al. After having served the GOI for 35 years, it was easy to imagine, how could the condemnation committee have cleared the old muck for disposal to local junk dealers? The Delhi police officers, always eager to steal the limelight on TV, have been over- active to register the complaint against the ‘Chemistry department’. So untypical of them! Quoting a DU Professor of Chemistry ( Ramesh Chandra), the TOI’s  front-paged report (30th April) captioned “DU buried 20 Kg radioactive stuff on campus”, was most shocking. Is this media hype? No, it was media over-reach! Better, call it un-ethical journalism. How could the TOI reporter be so in-sensitive and irresponsible as to report something so sensational without verifying the authenticity of the news-item and worse, without verifying the credentials of the Professor, who made the statement? Let the Professor know that that a radioactive isotope (including Cobalt-60) has an infinite life despite having the half-life of 5.6 years. How could he mis-calculate the life as 52 years without knowing the mass of radioactive material stored in it. Let us not create sensationalism in the name of media one-up-manship. The scientific fraternity of DU (particularly the Chemistry deptt) is a demoralized lot today. Let us not treat them as criminals without knowing the findings of the nuclear experts. There are enough offenders and criminals in this country masquerading as politicians. Let the media not lose sight of them and distract public attention.

Society must pause and think

There is point of time in history when a society must pause and think what is it doing and in which direction it is moving? It is high time that we as a society should start thinking the same before it is too late for us. It is a sad commentary of our existence today that we woke up to a scam a day and no institution has been left untouched by the shameful deeds of its esteem members. Army has its Sukhna, Judiciary is grappling with Dinakaran, Civil Services with arrests of its senior members across the services, Medical with MCI scam, police selling corpses, Corporates with Satyam & IPL gate while political corruption has an unending tale. The list is growing and the unfortunately the trend growth rate is just becoming unthinkable. It is a sad commentary where a few years back a government could fall on a bribery allegation of 54 crore ruppees now not a ripple is caused by scams of much larger magnitudes. Today probably a small civil servant accumulates more the wealth that entire Bofors controversy talked about. One is even loosing the perspective as to how this trend can be arrested? Whether the solution lies in better enforcement? Whether it is better internal controls? Whether less discretions would do? or withdrawal of government from service delivery? or a combination of all? Whatever it takes government must chalk out a concrete course of action on this front and initiate the war against this malaise before it is just too late. As Mail Today in its editorial rightly said today that there is no point in having a government which is headed by one of the most honest PM's of all times if the levels of corruption under him are rising at this phenomenal rates.

Another week full of depressing news

This week like the previous one has been full of depressing news. IPL had just left us when broke the bad news of other scams-of MCI. Two senior officers in the Home ministry caught taking bribe.(Cases of Corruption now no longer shock the citizens).The worst was however the treachery by a woman officer found spying for Pakistan. How could the lady in question play with the security of the country. Her forays into the dangerous world Of ISI by passing on information to their agents is mindboggling. What is worse is that she is not repentant at all. Her alibi that she did this to take revenge from her senior officers is something one fails to understand. How are these officers harmed by her passing on the state secrets to the enemy. While Madhuri Gupta deserves severest punishment for the damage she has done to the national interest, there is need to find answers to some other serious questions. How come that her activities in Pakistan went unnoticed for so long ? How come she could drive all by herself in a Pakistan registered car all the way from Islamabad to Sunderbani near LOC to meet the doctor couple? Why nowhere on Wagah border or J&K border she was checked? The Pakistan number of the car itself should have aroused the suspicion. What if any militant with a fake number had such a free run through these sensitive areas? A thorough enquiry needs to be done into this. It is also necessary not to ignore her allegations about her seniors as general peep at the sickening way the seniors treat their juniors across all services. It is a common complaint of senior officers dirt-treating their junior officers, humiliating them, denying leave even when legitimately required and burdening them with extra work causing tensions which play upon their health and even family life.Of course that is no excuse to turn people into traitors and betray their country but that does make them frustrated and resentful losing interest in work.The Conduct rules should have a provision against such perverted behaviour of the bosses causing unhappiness and destroying many a meritorious careers. Good governance is outcome of small corrections and proper behavioural patterns rather than high-sounding monitoring mechanism or tinkering with the well-laid procedures and regulations.

Why army officers don’t get rank that fast ?
I can explain this. IPS Officers become DIG in 14 years while army guys don’t because while 30-100 officer are selected every year to the IPS every year, 1000s get into the army. You should compare yourself with the DySPs of state or the Asst Commandants of the CPOs not AIS. Period.
