3 IAS officers to go on deputation to Jharkhand
As many as three IAS officers of different cadres have sought inter
cadre deputation to Jharkhand. It may be stated that the Chief Secretary
of Jharkhand & Secretary DoPT in Government of India (GOI) had separately
sent missives to Chief Secretaries of different states seeking IAS officers
for Jharkhand. Such letters were shot early this year.
Nitish Kumars vishwas yatra
evokes a very good response in Bihar
The Vishwas yatra launched by Bihar Chief Minister Nitish
Kumar on
April 29, 2010 has evoked an overwhelming response. People are thronging
to his meetings at different levels & at various places that he
has been holding as part of his vishwas yatra .Nitish Kumar
who will be spending a day & a night in each of the 38 districts
as part of his "Vishwas Yatra, has so far covered Eight districts
. Districts that he has covered in two phases of his Vishwas Yatra
are: West Champaran, Sitamarhi, East Champaran, Muzzaffarpur, Madhubani,
Darnbhanga, and Sitamarhi & Begu Sarai. Basically it is to
ascertain how far he has been able repay the trust that was reposed
by people of Bihar in the state Government that Nitish Kumar has been
heading for more than four and a half years. Nitish Kumar who seems
to be emulating Mahatma Gandhi. He is doing a vertical interaction at
grassroots by talking commoners, teachers, students & anganwadi
workers etc. He sets out in the morning after a breakfast of fruits
& has lauki ki sabzi, roti. Dal & karele ki bhujia.
Reports pouring in from Bihar have indicated that Chief Minister Nitish
Kumar found out that the state was able to gain new heights in fields
of health, Education, roads & bridges. However, public distribution
system (PDS) in Bihar is still in doldrums while electricity needs an
improvement.

Missing ACR
The applicant desired to know whether any action was taken to trace
of his ACR for a particular period that was missing and whether any
responsibility been fixed on the erring officials in DoPT. He also desired
to know the remedy available to prevent damage to the career prospects
on account of missing CRs of crucial period for no fault of the officer
reported/ reviewed upon. The CIC learnt with dismay that not even a
beginning has been made to maintain the ACRs as per the mandate
of the RTI Act. Section 4 (1) (a) calls upon every public authority
to maintain all its records duly catalogued and indexed and ensure computerisation
of records. The CIC observed that storing copies of these documents
in chambers subject to frequent cut-off of electric supply constitute
a sad and telling commentary on the functioning of a core area of Indias
Department of Personnel, which concerns the career of all officers of
what are sometimes described Indias elite civil services. Under
Section 25 (5), a recommendation was made to the Secretary, DoPT to
immediately initiate the process of computerisation of records in the
ACR Division of the DoPT. The Cabinet Secretary was requested to reconsider
the present policy, so that if ACRs are lost for a particular year,
these will not be considered a mandatory requirement, for decisions
as they are at present.
Comments
While these orders were delivered in 2009, the state of affairs does
not seem to have improved significantly. Perhaps, not a single person
has been punished for delay in reporting/ reviewing of the ACR till
date and the untold suffering continues.

Constitutional safeguards available to bureaucrats have failed
While it is correct that bureaucratic corruption is rising and common
perception about it, is not too wrong but one of the major reasons is
that most of the constitutional safeguards available to the bureaucrats
have either failed or these have become very weak...as a result self
seeking bureaucrats and politicians are having a ball...

Lack of qualified investigators in NSSO data collection
Due to opening up of new opportunities & avenues after liberation
era very few people with good academic background join as Investigators
in NSSO. Further those who join the service through SSC exam leave it
after coming to know that future is blick & liability of All India
Transfer. They have to spend 20 days in a month on tour especially in
rural areas with small DA.
Data processing part is done by other set of people. They have no transfers
and recruited by DPD itself with unfair means. Therefore these employees
take this job as secondary economic activity and start their primary
activity elsewhere. There should have only one cadre of Investigators
for FOD, DPD data collection & scrutiny jobs.
As a result of this NSSO has become a top heavy organisation with no
concern for reliable data collection personnel. Dr Pranab Sen gave the
idea to collect some data through Post Office Peons. That has not been
taken off but he is leaving the organisation.
While officers are put up in five star hotels for All India Conferences
poor Investigators are trained without even lunch packets.
MoS&PI is the only Ministry of GOI of only Rs 20 Crore annual budget
and not able to spend that money.
Unless there is mixture of Administrator & Statistician at the helm
of affairs of this Ministry the dream of P. C. Mahalanobis will fade
away.

Have read about Nitish Kumar's core team. We should encourage such Officers
& their efforts. It is only due to this government in Bihar, positive
image of state is flourishing.

Your stupendous success in the face of all odds is heart-warming. This
reinforces the fact that given the chance our Kashmiri youth can do
wonders. Militancy has been the bane in this jewel of india and the
people there have suffered a lot. The success of one of their sons in
topping the Civil Services Exam this year has brought some cheer to
them as it has gladdened the heart of many of us who have lived and
served there. I hope Faisal is able to fulfill his dreams about his
state and not get disillusioned with a bureaucratic career which he
has chosen over that of a doctor.

Can someone pl define "Indian" ?
The Constitution says that "India, that is Bharat, shall be a union
of states". Since the constitution has been amended so many times,
I propose that some kindhearted(kind to India) Member Of Parliament
moves an amendment to this definition of India as follows: India, that
is Mahabharat, shall be a union of...(blanks could be filled up by appropriate
expressions like states/lobbies/denominations/interests etc etc). While
India is defined, perhaps Indian has not been defined. May be purposely!
I have come across expressions like "citizen of India" "people
of Indian Origin" etc in the Indian Citizenship Act. Generally
each word is defined with illustrations in law eg a horse is an animal,
which has 4 legs and used for...etc. Why the citizenship act left out
the definition of "Indian" is little bewildering. May be I
have missed out on the definition. In that case, I shall be thankful
if someone please enlightens me. It has become necessary in a situation
when India has been pushed back to the pre-Constitution times, specifically
the post II- WW rule of the British Government on their Colony called
India. We shall soon forget a young man in a hurry, who wanted to take

that it is none other than his dear & respectable wife, who presided
over the Congress when this shift to the post WW-II was taking place.
Her Darbaris (courtiers) will not allow her to think independently,
but the fact remains that she alone will be blamed for this shift after
bulls in the china shop have had their full run. Historians, especially
the embedded type, will not hesitate to draw attention to her European
lineage and blame her for devastating India once more. Can someone else
take charge of the Congress Party and own the responsibility of the
current decisions, which shall put India back to WW-II times? Or can
she take on board some kind of a "working President" or an
"Executive President"? The repercussions of certain decisions
are not being realized fully presently, but that does not alleviate
the consequences. India has now entered an era of not only the Haves
& Have-nots but also the Armed & the Disarmed. Interestingly
it will affect the world as never before, necessitating drawl of newer
definitions of words like religion, creed etc, which in turn will give
birth to newer political thoughts and forms of government. Unfortunately
it is countries like India that always pay the price for such upheavals
and specifically its poor citizens. Huntington might have visualized
some kind of a clash of civilizations, but it will, in fact, be a reorganization
of civilizations .

Good gesture !
My, individual views are very favourable on the proactive aptitude which
touches the bone of the Administration in Government of India. The interaction
of of Home Secretary G.K. Pillai with the Under Secretaries and Section
Officers of his Ministry is fabulously taken by majority of well thoughtful
people, as a good gesture and proactiveness of the Home Secretary to
revamp the administration if Home Ministry, especially, for the reasons
that this Ministry has been looking after total security of the government
in particular and masses at large.
I wish that all Under Secretaries to the Government of India and Section
Officers under them may desired to have very cordial relations between
them and their staff for effectively doing/discharging public duties
with sincerity and devotion without harassment is felt the public dealing
department from anyone. Rather, guiding spirit may evolve within the
officers and staff when dealing with people for any jobs entrusted to
them.
But, however, I, personally, feel, that most of the public dealing departments
of the MHA are very efficient and cooperative in dealing with public
with exceptions everywhere.
Best wishes to Home Minister and all present officers/staff working
within the Ministry. They are lucky to have Home Secretary like G.K.
Pillai.
