Caste and Subcaste also
Apropos the caste census, the correct thing to do would be to seek information about their "caste"(Yadav/ Gujjar/Jat/Rajput/Pathan) and "subcaste" from everyone enumerated and not their "category"(General/ OBC/SC/ST). This would give a correct picture of the population. For example, caste should be enumerated as "Yadav" for Mulayam Singh and "dusadh" for Ram Vilas Paswan and "Brahmin" for Sushma Swaraj instead of "OBC" for Mulayam Singh and "SC" for Ram Vilas Paswan and "General" for Sushma Swaraj . The reason is that these categories are not fixed for all time to come, but caste is. For example, Gujjars in Rajasthan want "ST" status, but are currently "OBC". They should be counted as "Gujjars" and not "OBC' or "ST", since in some parts of the country, Gujjars are "ST", so a category count would give a wrong picture of Gujjar population (half being OBC and half being ST) reducing their numbers by half in the count, similarly, in some parts of India, "Baniya" is "OBC", in other parts it is "general", so a category count would not give the correct picture of Baniya population in India, reducing its numbers in the count. Similarly, the population of Brahmins is 5% of the total population, but "General" would artificially inflate the count. For Muslims also, the caste should be enumerated instead of category, otherwise, the total population of Muslims in the country would not be taken correctly, since some Muslim castes are OBC, while others are General, reducing their numbers in the count. A correct caste/ subcaste census would also indicate whether for example, the "Yadavs" are getting an advantage disproportionate to their population (at one point of time, the three most populous states of India were ruled by "Yadavs"(Mulayam Singhji-UP, Laluji-Bihar and Babu Lal Gaurji-MP) who are descended from Lord Krishna, the most powerful of Hindu Gods (which means they cannot claim to be socially backward as much as the Kurmis/ Koeris etc who do not have that lineage) at the cost of all others like Lodhs/ Kurmis/ Koeris/ Gujjars etc, or whether the "Dusadhs" are getting a disproportionate advantage at the cost of all others like Jatavs/Valmikis/Musahars or whether the "Meenas" and some of the North Eastern tribes are getting benefits disproportionate to their population at the cost of bhuiyans/ gujjars/ bodos/ mundas/ bhil/ chenchu tribes. Why not seek a clear cut enumeration rather than half measures intended only to help the Yadavs?

Revive old culture
Long years ago, the Foreign Secretary used to interact on a regular basis with the Under Secretaries in the Ministry of External Affairs. Of course, most of these Under secretaries then used to be young IFS officers who learnt the ropes by such informal interactions. Slowly, this system fell into disuse. The Home Secretary (his father was also an ICS officer) might possibly consider reviving this old tradition and have a quarterly tea with officers upto/including Under Secretaries/ Desk officers. The reason is that an informal setting is useful for exchange of concepts which normally would not flow easily from the top down the hierarchy.

Sheer contrasts

Our country can surprise anyone with its sheer contrasts even in the performance of its key constitutional institutions. For example the two institutions viz. UPSC and PPSC both meant to recruit civil servants, one at central and other at state level, stand at an entirely different footings in terms of their credibility and fairness. While UPSC systems enjoys extremely high level of credibility and ensures that every citizen of the country gets a fair chance of selection in the premier services, the PPSC on the other side of spectrum ensures that only those who have the 'capacity' (to pay or to connect) not capability are selected. I know for sure that some of us who could any day attempt and qualify civil services examinations would not even dare to think for PPSC exams as the results there were a forgone conclusion and everybody in the state used to know the names of candidates who were to be in the selected lists as only they could afford the fees charged by PPSC. Sad part is that broadly the administrators of this institution are the ones who themselves made into the system courtesy the fair selection process of the UPSC. This also is a sad reflection on our other colleagues in the civil services who indulge in corruption and nepotism in an blatantly open manner that if our esteemed institution UPSC had been corrupted they would not have got even the whisker of a chance to get into the civil services and a coterie would have been running the country now.

“Media Circus over Kasab’s death sentence!!!”
The electronic media’s madness in announcing the Special trial court’s death sentence on Kasab on 6th May ’10, was positively boring, disgusting and simply abhorrent! How could the TV Channels be so irresponsible? Where was the need for jubilation? In the TV channels’ anxiety to raise their TRP ratings, it was funny watching the TV reporters falling over each others in order to be the first in announcing the death verdict. It looked as though Kasab was to be hanged publicly the same day. And, worse, in the midst of this unseemly competition, one TV channel was hell bent on claiming that it was the ‘first to break the news’. This media obsession had almost caused a mass hysteria. Reporters were speaking, sorry, preaching like ‘Pravachan Baba’. One wondered, when will these media reporters become extinct? I am not a media watchdog. But, the media hype generated by the so-called Fourth Estate was shockingly sickening. Several legal formalities have still to be completed preceding the Mercy petition and before sending Kasab to the gallows. Instead of jubilation, there is now an imperative need to be much more vigilant than ever against the sinister designs of terrorists. We must guard against air hijackings, kidnappings and mayhem by terrorist. Kandahar fiasco is not meant to be re-visited. There should be no room for complacency. Let the TV news channels behave more responsibly in shaping the public opinion rather than focusing at their TRP ratings. Another point. Ujjwal Nikam, the Public Prosecutor( Maharashtra govt) deserves kudos for doing justice to his job.But, his ‘public speech’ after the court’s verdict sounded more “political” than a “press briefing” .To quote Soli Sorabjee (IE dt 9-5-10), Nikam’s language should have been more “temperate”. Against this background, I would suggest a need for positive intervention by the MHA and the I&B ministry for issuing appropriate directions to all concerned. The WIC is popular among TV journalists (Barkha Dutt,a veteran journalist, registered her appreciation for the site). I am sure they will take due note of my views.
