Your website is doing a great job by providing an outlet to the personnel
of various services to vent their grievances against real or perceived
(In most cases real) discrimination of one's service vis-a-vis other
services in matters of promotion etc. Indian Forest Service-wallahs
feel let down vis-a-vis the other two All India Services, Group A services
feel discriminated vis-a vis IAS, Engineering services consider themselves
worse off than the other group A services. Central Secretariat Service
officers have their own grouse against slow promotions. The latest is
the comparison among Armed Forces and other Paramilitary forces. Everyone
seems to be disgruntled and angry .This is definitely not conducive
to good performance by the government machinery .The whole system appears
to be rusty. The Sixth Pay Commission and Second Administrative Reforms
Commission should have gone deeply into this problem in the interest
of healthy administration. Those who are incharge of the personnel policies
need to reflect on this. A discontented workforce can not deliver. It
is therefore necessary to first create a good climate for performance
and then devise all those high-sounding and complicated Performance
Monitoring and Evaluation systems. The Government should take note of
all these anomalies among the services and take corrective measures
to bring about a balance among different services .After all each one
has an important role to play in the governance of the country.

MDI- Gurgaon and DoPT ink MoU for Public Policy
Diploma
Management Development Institute, Gurgaon has signed five year memorandum

BHEL's Industry Sector witnesses 40 % growth
Industry Sector business segment of Bharat Heavy Electricals Limited
(BHEL) of which Chairman & Managing Director (CMD) is B.P.Rao, has
recorded a growth of 40 % over the previous year by contributing an
order inflow of Rs.14,366 Crore. This is the result of BHELs sustained
focus on customer satisfaction which has paid rich dividends in securing
repeat orders. The major successes During fiscal 2009-10 included the
highest value captive power plant order of Rs.3,348 Crore from IOCL
for its Cogeneration Power Plant at Orissa, major repeat orders from
Hindalco for 6x150 MW BTG package for its Orissa project and from Chennai
Petroleum Corporation Limited (CPCL) for a 20 MW Cogeneration plant
at its Chennai Refinery. In the transportation segment, BHEL bagged
the single largest order valued at Rs.990 Crore for 150 numbers 5000
HP 25 kV AC mainline electric locomotives (type WAG -7) from Indian
Railways. Other significant orders, won by BHEL, in the face of stiff
international competition, included those from JSPL, Sterlite, Monnet
& Ispat Energy Ltd., Jai Prakash Associates, Action Ispat and Power
Ltd., Shri Shyam Ispat (India) Pvt. Ltd, Indian Railways, UPRVUNL, PowerGrid,
MRPL, HPCL, BCPL, MSETCL, APGenco, NTPC, etc,. These orders are testimony
to the confidence reposed by customers in BHELs technological
excellence and reinforce its leadership status in providing state-of-the-art
solutions for a wide array of products and systems for application in
Captive Power, Transportation, Transmission, Oil & Gas, Renewable

CSS cadre agitated
The CSS cadre at New Delhi is very much agitated over the issue of increasing
the age of retirement to 62 years. After coming to power the Congress
has also looted our money and do not wish to fulfill the demand of aging
employees who entered the service at the late age and when the children
were to finish their studies they were forced to retire. actually other
services in professors grade/teachers and judiciary enjoy the 62 and
65 years of retirement age, the CSS is being given an empty hand this
time. congress will never be back again let the bosses should know.

Regarding posting of CSS officer with Ministers/Secretaries

Every citizen in India is a taxpayer in some form or the other hence
he has the right to know as to how nations money is spent. His
step to fight tooth and nail till end of his life against CSSS is also
praiseworthy. Anju Srivastava may like to take up the matter with his/her
administration before proceeding to courts. Since it is Administration
of any Ministry, Department who keep deputing CSS officers to the personal
sections of Ministers/secretaries for reasons best known to them. I
would also like to request Anju Srivastava to kindly spell out the drastic
action he has in mind in the event of any benefit to CSSS from courts.
Anju Srivastava may also like to comment on the aggressively planned
or mis-planned merger of CSS with CSSS.

Anju Srivastava seems to have gone nuts. She is more interested in fighting
with CSSS officers than focusing on her work. There are many of her
ilk who vouch for their so called superficial and non-existent supremacy
over CSSS. Kindly concentrate on your work to make other tax payers
count for their money.

It is unreasonable
Arti has made a point regarding dissatisfaction amongst the various
services.
The services should also appreciate that everyone had a choice to appear
in IAS and allied services exam. I was selected in the army, allied
services and IAS and I opted for IAS. Infact, my case went to PM Nehru
whether I should be relieved from Allied class 1 services to join IAS
without penalty and PM decided in my favour, perhaps, taking the view
I had tried harder again to get into IAS so the dissatisfaction in other
services vis a vis IAS does not appear reasonable.
Now the issues are different which is affecting the morale of the services.
The toppers in IAS may not reach the top if they do not please the political
bosses and unfortunately at the time, say Secretary's level, when they
are expected to give unbiased advice they are out to get extension or
appointment in regulatory authorities by going out of the way helping
the corrupt politicians. This is affecting the morale of the services
and nobody is there to look into the genuine grievances of the other
services. The PM and Sonia Gandhi should take a decision to retire every
Government servant at the age of retirement if they want to improve
the image of Government and bring the services back to glory. Most officers
at the very top are retired and re-employed officers and the image of
services has taken a severe beating.

still new CS not decided. When would UPA Government improve & take

Make it more attractive
If we have to attract the real talent in the Civil service including
the Foreign Service, this should be made more attractive, fair promotional
avenues, less political intervention and also a national character at
grass root educational level. Well this is like day dreaming but in
reality India only needs this.

DoPT conceling report
Department of Administrative Reforms of Government of India has got
a survey done on the state of civil services in India through Centre
of Good Governance Hyderabad. The report of the survey has been submitted
by CGG to DARPG sometime back but strangely DAPRG has not put this report
on its website though the same is now available on the website of CGG
i.e. cgg.gov.in. I suppose the mandarins of DoPT would not like to make
the effects of their (mis)deeds public which has led to a wide spread
frustration across all the services.
