Ashok Lahiri to get one year extension in ADB
ED in the Asian Development Bank ,Manila, Ashok Lahiri is all set to get one year extension. Noted Economist Lahiri was to return in July after completion of tenure. There were also reports of his appointment as Finance Secretary after his return. Meanwhile, several names have started doing the round for the post of ED ADB.
Dr. Rakesh Hooja tipped to head IIPA, Delhi

Pratyush Sinha may not remain CVC beyond his retirement
The Central Vigilance Commissioner (CVC) Pratyush Sinha, who is due to retire in September 2010, may not be able to continue for one more year, beyond his retirement. Government has so far not moved any proposal to this effect in the Parliament.

GAIL’s Turnover increases 5% to Rs. 24,996 crore in FY 2009-10
GAIL (India) Limited under the leadership of B C Tripathi has recorded sustained performance in  key physical as well as financial parameters in the Financial Year 2009-10. According to the audited figures, Turnover (net of excise duty) in the year 2009-10 increased by 5 per cent to Rs. 24,996 crore from Rs. 23,898 crore in FY 2008-09. The Profit Before Tax during the year 2009-10 increased by 9 percent to Rs. 4,578 crore from Rs. 4,204 crore in the previous year. The Profit After Tax during the year 2009-10 increased by 12% to Rs. 3,140 crore from Rs. 2804 crore in the previous year. The Gross Margin during the year 2009-10 increased by 7 percent to Rs. 5,210 crore from Rs. 4,851 crore. The Board of Directors has recommended payment of total dividend at the rate of 75 percent on the paid-up share capital of the Company for FY 2009-10 inclusive of 20 percent interim dividend already paid.

BHEL's Industry Sector witnesses 40 % growth
Industry Sector business segment of Bharat Heavy Electricals Limited (BHEL) of which Chairman & Managing Director (CMD) is B.P.Rao,  has recorded a growth of 40 % over the previous year by contributing an order inflow of Rs.14,366 Crore. This is the result of BHEL’s sustained focus on customer satisfaction which has paid rich dividends in securing repeat orders. Nothing great about survey report
There is nothing great about the survey report. It targeted only members of seven organised group "A" services , when there are more than 35 services. Even from these services only 20% members have responded to their survey. It is absurdly unprofessional and I am at a loss to understand as to when will Government Ministries would be able to learn from the expertise of professionals in an organisation like National Sample Survey Office.

True revelation

The issue raised by a retired IAS officer is a true revelation on what is happening now a days. However what we need to emphasize upon is utilising domain expertise available in officers from various wings of the civil services while filling up posts in central ministries and departments. Unfortunately what is happening is that entire batches are being empanelled as Joint Secretary, Additional Secretary and Secretary in GOI, with the result apart from a miniscule of posts all the available posts are filled up from the IAS. Thus the government is deprived of the expertise available. This not only brings down expertise but also impacts on government functioning leading to criticism in the press and media and amongst the general citizens. India is poised to be a new global power and the best way will be with the best utilisation of resources in civilian bureaucracy.

What is the use of spending so much on CWG ?

God knows how many thousand crores of rupees have been spent for an event called Common Wealth Games in Delhi without our being in a position to ensure that citizens of this country do not deserve to get killed in stampede simply because some railway authority decides to change the platform at the last minute for reasons not clear . We are more interested in impressing the foreigners of our capacity to hold world class events at huge cost without being in a position to provide basic safety and security to our own people willing to travel to their hometown cattle class (to borrow expression popularised by Shashi Tharoor) .After the Common Wealth Games are over , how our ranking in sports or Human Development Index improve even slightly or will India become great tourist attraction is not known to many .

A difficult war !

So, they have struck again-the Naxalites. As a matter of fact everyday there are news of their brutality. This is a difficult war as the enemy is faceless and it is easy for him to get lost in the populace of whose support he has by conviction or more by fear. It has become fashionable now after the din of civil society to talk of development in the tribal areas to curb this insurgency. This should have been done forty years ago when first the revolt raised its head in the Naxalbari village of West Bengal. We let this cancer spread in the body politic by ignoring those poor tribal areas and exploiting them. Now it does not appear to be a movement for the rights and welfare of the people because the same people whose cause these Maoists claim to espouse are being killed by them. To finish this menace has become the biggest challenge for Government Of India and certainly no Home Minister can fight this war with a limited mandate. It is high time that all the stakeholders put their heads together and work out a strategy. Answers need to be found to some relevant questions. Who is funding this insurgency? Is this extortion and looting alone or are they getting help from our enemies across the border through Nepal? All said and done again one factor responsible for all the ills in our country is corruption. How else you explain when your own CRPF men have been caught selling bullets and other arms to these very Maoists. or there is delay in procuring bullet proof jackets for our paramilitary forces or the jackets procured are defective? What we need to do is to clear small pockets in the Maoist controlled area at a time ,give jobs to the employable, put up schools, health facilities and other infrastructure and then move ahead. It is indeed a long drawn battle but win we must for our country and for our young generation.

Why do we need a scientist to man the post of DG, ICFRE ?

The post of DG, ICFRE is a post with more of administrative functions requiring a scientific temper and an understanding of the scientific research processes. Had it been an IAS to man this post, his/her only qualification would have been being IAS who is interested in that post and not one who is necessarily from the science background. All IFS in the required scale are eligible to hold the post of DG, ICFRE, they being from scientific background by virtue of the stipulated minimum educational qualification at the time of intake into the service. When a politician contests elections, he/she is not supposed to be voted as per his educational status or expertise in a science or an art, but by the reach he/she has with the masses, which becomes the major criterion. He/she becomes a Minister depending upon the numbers/ statistics of government formation, manipulative excellence, nuisance value of bringing down the government, etc. and not on the basis of his/her calibre/ capabilities (the recent fate of the much educated Shashi Tharoor is a case in point). An IFS officer who is already from science background and who has an interest in the subject and who fulfills the criteria (scale, ACRs, etc.) can man the post of DG, ICFRE. What great is going to come out of the decision being delayed is better understood by the delayers. It is only the ICFRE which is at disadvantage due to the delay, the Scientists there must understand this. The job of DG, ICFRE is to guide/ direct the research in ICFRE and have maximum interchanges with such Institutes in other parts of the world. Please express disagreements.

Reservation is not the panacea for upliftment

I totally endorse N.K.Nair. The last 60 years of experiment has shown that reservation is not the panacea for upliftment of the Scs, STs and OBCs. Allowing below average persons into administrative services through reservation will weaken the efficiency and thus affect the downtrodden. People will look at such back door entrants with derision. Give them every thing free education, free hostel and free special classes, but do not give them any reservation in competitive examinations. The cases of the SC officer who ‘managed’ to continue in UN for ten long years and then creep about his career in India is unbelievable. With regards to the Dalit DIG who could not take over from a Brahmin DIG, the officer must be unfit to hold such a senior post since the draconian SC act can land the unfortunate Brahmin DIG in jail without bail.
