Two new posts to be created in National Commission
The Union Cabinet has approved the proposal of creation of two additional
posts of Members in the National Consumer Disputes Redressal Commission
one from judicial background and one from non-judicial background for
the establishment of one additional Bench for a period of five years.
This would not only enable early clearance of backlog of cases pending
before the National Commission but also help bring about speedier disposal
of fresh cases received in the National Commission.

Injustice to CSS
DoPTs denial of NFSG to the Deputy Secretaries of CSS on the ground
that there were no recommendations of the 6th CPC as in the case of
CSSS does not meet the eye as the Government deviated from the recommendation
of 6th CPC in several cases such as grant of PB-4 to Directors or a
separate scale for HAG.

The 6th Pay Commission made many foolish recommendations. One of them
is to merge CSS and CSSS. How can a CSS officer take dictations, book
and cancel tickets for his boss, escort the Boss to CGHS dispensary,
receive and see off the boss and also his wife , maintain the boss's
personal bank accounts etc. among other things ? CSSS Officers are called
as Personal Assistants and Private Secretaries. What they do is private
and personal to the Boss. It is a pity that the VIth Pay Commission
could not understand such simple thing.

Merger is necessary
If the CSSS and CSS are not allowed to be merged together with parity
in all respects, the problem of acute stagnation in both the cadres
will remain as it is. If both the cadres are merged together, more strength
will be added and more posts will have to be allocated for promotions.

Unfortunate Brahmin eh? First time I am hearing, Perhaps not even from
Brahmins.. Through this mail, I understood that all those who got into
services without reservations are efficient and those who got through
reservations are not. Well, if thats the argument, I would say
that this intelligent person has not read the great leader Dr. B.R.
Ambedkar, the architecture of the Indian Constitution, and do not even
have any idea about the life of down trodden. Reservations are birth
right of the oppressed, the due share this country owes to them.
It is very easy to say that there is no caste or globalisation has mitigated
the caste in India or uplifted all Dalits or OBC's. Those who have not
seen or experienced caste discrimination , do not see and understand
the socio , economic, political, cultural marginalisation will speak
like this. I would reverse the comment made by our friend and say that
inspite of 60 years of experiment, reservations, caste discrimination
has increased in India but not decreased, in this neo-liberalised phase
the forms of discrimination have changed but not disappeared.
Well, I request these unfortunate Brahmins or upper castes to leave
their professions, status and study and live in SC bastis, wadas, in
SC hostels, Government schools, work as sweepers, labourers, scavengers,
washermen, barber, butchers, one day the equality may come. Lets
experiment this way for a few years. Why free hostels and schools? Lets
live with equality, share everything equal and there is no need to give
anything free. First we talk about proportionate representation in all
sectors i.e, in politics, administration, judiciary, education etc..
Finally, we dont mind to forgo reservations if any one can prove
that there is no caste discrimination. Till then no one has any right
even to speak about it. This is another conspiracy against the community
and demoralising and degrading all of us, the working class, the backbone
of the society..
I feel, for the so called global people, who comment like this, even
if they belong to SC,ST,OBC etc, lets promote them to unfortunate Brahmin
or any other caste..they are no more marginalised and cant represent
the community and talk about it.

Utilise services of Oriya officers
There are many good Oriya officers outside the states, belonging to
the non-IAS cadre. The CM should utilize their services for the betterment
of the state. Even good non-oriya officer should be welcomed to such
parochially inclined and paranoid Oriya IAS officer'.

Dalit Ka Damadh Kab Banega Rahulji ?
During the last two years Rahul Gandhi is visiting dalit slums, sometime
Bill Gate or British Minister accompanies. Has he learnt any thing from
Indiraji? Indiraji used to propel SC ST empowerment after visiting slums
and villages through interventions at every level of growth. She won
the hearts of SC ST. It is known fact that SC ST votes drifted away
from congress due to Rao's policies favouring Exclusive Aryan Growth.
When Land Lord UF government and Aryan led NDA government pursued fast
track Aryan growth, again SC ST returned to UPA. Now having lost hope
on reservation in private sector, revival of caste discrimination, lack
of capital for entrepreneurship, expensive education, stolen jobs during
last 20 years, is swelling enrolment of educated SC ST as soldiers of
Maoists. Red corridor is growing and outsmarting police! If religion
is opium of masses then caste is methaqalon to masses. Both defeats
rational reformation. For SC ST only physical labour under NREGA is
a hope!
Since it is not easy to abandon Aryan Growth, Late Dr YS Rajasekhar
Reddy's sisters were married to dalits, that led to loyal vote bank
across AP. Why not Rahul marries a Dalit girl? When Rahul becomes Dalit
ka Damadh, it easy to counter Dalit ki Beti. Mayans predicted 2012 to
be end of their rule over the World. At least Rahul can hope to end
Maya's rule in 2012!Dalit Bahu is fitting bet for Inclusive growth!

Indian Forest Service is way behind
The Indian Forest Service which has a parity with the Indian Police
Service in Service matters like promotions is way behind. An IPS officer
of 1989 batch is getting empanelled for the post of IG in GOI, whereas
in the MoEF, GoI, 1987, 1989, etc. batches are still AIGs (not even
DIGs). Why should the Indian Forest Service then be considered attractive
by the youngsters ?

Walking into the classic trap
India is walking into the classic trap set by the Maoists in terms of
the doctrine on guerilla warfare enunciated by Chairman Mao. First of
all we must not mix up the nomenclature by calling them Naxalites or
Miltants etc. This would divert our attention from the theory that underlies
the practice of Maoist guerilla warfare. We must also not commit the
mistake of not making a clear distinction between tribals and Maoists.
There has been much loose talk about lack of development being the cause
of tribal insurgency. Experience shows the opposite to have been the
case. Where there was economic development there was a collapse of tribal
society and a flare up of violence. The Maoists have cleverly latched
on this discontent to further their own political cause .Here we have
to understand that to Maoists violence has moral sanction in achieving
the political goal of overthrowing the state. To say lamely that the
Maoists are not listening to me and not giving up violence and why dont
they come for talks etc shows ignorance of Maoist doctrine and that
is no excuse. I would urge all concerned in the Union Home Ministry
and state governments to surf the web and read Chairman Mao on the Principles
of Guerilla Warfare. It is all there on the Internet waiting to be read.
Similarly, the men and women in the media ,particularly the noisy talk
shows should also read Mao on the Internet before they start chattering.
Members of the media should also tour remote tribal areas which are
peaceful to try and understand the dilemma of development and its social
consequences(mostly disasterous) before delivering snap judgements.
There is an old film made by the Smithsonian Institute of America ,called
Hawaii which is compulsory viewing for all those who want to understand
this problem from the anthropological point. Maos little Red Book is
back and how!
