Indian born wife of late ICS officer dies in UK
s Peggy Gwynn, the Indian born widow of the late J P L Gwynn, ICS, died in UK recently. She was 87. J P L Gwynn (1917-1999) of the 1939 ICS batch was the last British ICS officer to serve in India in the executive line after independence. He stayed on for 20 years and retired prematurely in early 1968, while he was Member, Board of Revenue, Andhra Pradesh, in Hyderabad, to return to the UK. He had also been Collector of Vishakapatnam in the 1950s and Education Secretary in Andhra Pradesh. Gwnn's father, J T Gwynn had also been a Madras Presidency ICS officer. s Gwynn (nee Satur) came from a distinguished Roman Catholic family of Armenian descent in Chennai. Before her marriage she was Private Secretary to the Chairmen of Indian Aluminium Ltd. and later Philips India Ltd. in Calcutta. One of her brothers (she came from a family of 15 siblings) Satur headed the Andhra Pradesh Police as Inspector-General, in the days before upgradation of the position to Director General.

Other IFS also no longer of interest to the youngsters
The other IFS (Indian Forest Service), an All India Service, is also no longer of interest to the youngsters. The problem lies in the fact that it is open only to science graduates. The service does not have people from backgrounds like Economics, bachelors in Management and other such fields. The Service needs to open up encompassing wisdom of other disciplines also. It is the basic principle of genetics, which all IFS officers know, that inbreeding causes decay, which is what the Service is facing in a way. The Cadre Controlling is in the hands of the State Governments till the officer is with the State Govt. and MoEF when the officer is on Central Deputation. The State Govternment’s exercise their own whims and fancies in posting, removing, giving or denying promotions to the officers, which is disheartening if the officer is innocent. No wonder, the lure for the Civil Services, in general, is reducing with each passing year.

Merger of CSSS with CSS
The VIth PC must have studied all aspects before recommending merger of these two services. I view it as a wise recommendations for following reasons:
The days of dictation and typing (expertise associated with CSSS officials) are gone with the introduction on PC on every table. Now, most of the officers prefer direct typing on PC than giving dictation and then getting it typed. Therefore, both, an UDC or Asstt. and Steno or PA, being efficient in working on PCs, merger of the two would not create any problem.
Other functions being performed by CSSS officers (so called personal works of Officer – opening bank account, maintaining telephone list, arranging tickets etc.) are all parts of job and anybody could be expert in a week/fortnight’s time in these traits. It is all the more simple for Stenos/PA to adopt to file works, as they have been following this work on daily basis. Needless to say that hundreds of PAs have smoothly taken over as SOs, on clearing Departmental Exams for SOs in the past.
Merger would only boost chances of timely promotion in both the services. In fact, this merger should be upto the level of Director or PSO.
In fact, DoPT (Trng Division) should impart training to officials of both the services in advance, so that there is smooth merger of both the services.
Merger would also strengthen the Secretariat Services and instead of fighting with each other, they would have time to observe the benefits being availed by other services officials and fight for those benefits instead.

Caste enumeration should be detailed
Caste enumeration in India should be detailed religion, caste and sub caste wise and not by "category" (like "OBC", "SC", "ST", "Minority" and so on). The reason is that these "categories" are not fixed while caste is. Gujjar can be OBC in Rajasthan and SC in Kashmir. Baniy can be upper caste in all parts of the country but OBC in Bihar (which is why every Marwari taking the Civil Services Exam claims domicile in Bihar). Neither are these "categories" historical. There were no OBCs in India, there were Yadavs, Kurmis, Lodhs, Gujjars. There were no upper castes, there were Brahmins, Thakurs, Syeds, Sheikhs and Pathans. These "categories" are artificial groups created solely for electoral advantage and have never been rooted in reality. They have only been fostered to isolate some castes. Reservations on caste basis should also be based on caste and not on these artificial "categories". In case we decide to stop manning of public employment posts through open competitive examinations altogether and go by caste, Yadavs (7% of the population of India) should get 7% reservations and not 54%(on the ground of being OBC, why should they get more than their own population?) and Brahmins (5% of the population of India) should get 5%, Meenas should not corner all of ST reservations (as they are doing today) but only their own percentage in the population of India, the rest of ST quota should go to other Tribes each according to their population. Similarly, why should Dusadhs hog the entire quota for SCs, their quota should be in proportion to their population in India (maybe 0.5%)? Muslim Kayasths should get 0.005% of the jobs since their population would be 0.005% of the population, why should they get more than that through the mechanism of "category"? This is the perfect solution to all these problems. Jats should get 3% (if their share in the population of India is 3%), Rajputs should get 4% (their share in India's population would be that much). The caste census is actually the perfect solution to the whole issue. It is time to go by the historical religion, caste and subcaste rather than by the artificial "category".

Why Premier Brains failed ?
Dalits do not lack either knowledge or merit. Those who think so should get their brains tested. For instance Centres of Excellence, Premier Scientific Establishments are supposed to be outside the purview of Reservation to maintain high standards.
How is that The Powerful Brains with Inborn Intelligence, Merit,Excellance could not save the indigeneous developed DSLV-D3 from crashing in a Centre where there is no Reservation and added to it the Launch was as per the timing based on astrological calculations.
Why not have a debate on Why these Premier Brains failed.

Caste discrimination
What caste discrimination are the OBCs talking about? Which centuries of caste oppression have the Minorities, OBCs and STs undergone? OBCs are the "Other backward castes" i.e. socially and educationally "backward". Caste discrimination has nothing to do with their reservations. They are trying to equate themselves with the dalits so that they can seek a justification for reservations on a par with dalits. This is a deliberately created myth. OBCs are caste Hindus, how can they compare themselves with SCs? Only the SCs, that is Dalits/ Harijans have undergone untouchability practiced by all caste Hindus (including the OBCs). All this harking back to the past by all the interested lobbies is only to perpetuate reservations in their self interest. The Muslims have ruled India for a thousand years, not Brahmins. Since Muslims ruled India for a thousand years and the rulers/ Muslim invaders oppressed Hindus, forced conversions, imposed Jaziya , killed, looted and raped, razed temples to the ground should we banish all Muslims to Pakistan for all times to come? Temples were destroyed by invaders who happened to be Muslim. Should we hold that against all Muslims for all times to come and hate them? Should we reserve all jobs for Hindus since the Muslims ruled India for a thousand years and very few Hindus were allowed jobs in their governments for a thousand years? No. Because what happened in those ages was a product of those times of ill education, superstition, pre modern ideas and ignorance. Then why should we hold caste oppression on SCs against the poor Brahmins? Those Muslims who oppressed Hindus for a thousand years are dead and gone. It is in the past. Why should Muslims today suffer for what is past history. Similarly, those caste Hindus(including OBCs) who practiced untouchability out of lack of education and ignorance and superstition on SCs are dead and gone. Should Brahmins today suffer for that? Equality, education, fair play are all modern ideas which simply did not exist in the pre modern era. Let us not forget that all educated Indians including the brahmins have been in the forefront of social reform and the effort to bring about freedom from the yoke of foreign rule and equality amongst all sections of society. The yearning of Hindu society to change was brought about by many educated Indians, amongst whom Ishwarchandra Vidyasagar, Raja Ram Mohun Roy, Rabindranath Tagore, Jawaharlal Nehru (when nehru became PM, the first thing he said was- "now to clean up this five thousand years of muck"), Shaheed Chandrashekhar Azad were all Brahmins. Of course, Mahatma Phule, Dr Ambedkar, Maulana Abul Kalam Azad, Shaheed Asfaqullah, Shaheed Bhagat Singh, Mahatma Gandhi were the non brahmins who equally wanted change. Baba Saheb Ambedkar never went to jail for securing independence, Chandrashekhar Azad died for independence. The equality that is seen today is a result of the freedom won after a long and hard struggle and all sections of society have struggled for it. Everybody is equal today. Let us not forget all this in the race for backwardness to ensure reservations for jobs and education.Let everybody work hard and compete for jobs through open and fair competition. It is not as if there is any restriction on OBCs to compete in the open competitions. Why do they want to place restrictions on the non OBC castes? Are the brahmins not Indians? Why should they be discriminated against in free India when all discrimination has been ended by the Constitution which was adopted by all Indians including the brahmins? In cases where discrimination is practised, the Constitution and the law protect the people discriminated against. Why then should a fresh set of discrimination be practised against brahmins? This is a classic case of isolating a very sizeable chunk of the Indian population to systematically destroy them by creating all kinds of vote banks- "OBCs", "Minority", "SC" and so on. None of these entities are historical. What is "OBC"? When was there an entity like this in India? This is a political construct created to yield dividends in the electoral politics of free India, nothing more. What is "Minority"? Why are all parties in India so concerned for "Minority"? Because it is a vote bank. Why dont "OBC" leaders talk of "OBC" Muslims? After all, Muslims also have upper castes and OBCs ! Why treat all "Muslims" as one entity and Hidus on the basis of caste? Why do not the OBC leaders accept the leadership of Mayawati and select her to become PM of India? It is not in their interest. The Brahmins have accepted the leadership of Mayawati (again for political reasons).As it is, the poor Brahmin is being decimated in Kashmir in the name of religion. In a systematic pogrom, Kashmiri Brahmins are being killed at the behest of Pakistan's ISI, their homes burnt, their women raped, forced to live in refugee camps in their own country, their numbers declining, their lives destroyed. Who thinks of them? On Rajiv Gandhi's death anniversary, one feels that it is better that Rajiv died when he did and is no longer around to see what India is becoming. The only people whose hearts would be gladdened by all this caste nonsense are probably the Pakistanis and the Chinese.

Casteism to prevail
Casteism is not going to spare this country. People who have come into government jobs through reservation, still consider themselves as Dalits and they feel as if they are the protectors of Dalits and downtrodden rights which in fact they are not. A person who gets job through reservations is no more a Dalit. He has come at par with others and his or her responsibilities also increase. Take entire society as your family and don't fight for Dalits cause alone. For god's sake don't spread the sectarian attitude atleast in offices. Fact still remains that nobody is against upliftment of havenots but reservation should be given to those whose family (read parents) have not availed this opportunity before. Why reservation be given to those whose parents have already availed this facility? Also please don't curse Brahmins or other uppercastes for your misfortune. Further, constitution was not made by just one man. There was a team of learned scholars who helped in making of constitution. I am not belittling anyone but credit should also be given to those unsung people.

Do our governments care for talent?
Fifteen years down the lane in the civil services I often wonder whether our governments actually care or infact even nurture talent. I have no intention to hurt any sentiments or even service jealousies therefore the story that I am to narrate is purely to put a point of view for discussion on this forum which I believe is also read by some of the policy makers.
My story has two characters . A and . B who have close resemblance to some real life characters in civil services. (incidentally I myself have some resemblance to character B of the story)
Our dear A was a brilliant student in school, qualified for IIT in top hundred, went on to join IIM Ahemdabad with a percentile of 99.99 in CAT, did his MBA in Finance and had offers to join private sector with a fat salary. However coming from a feudal background and also having some notion of national service the fellow opted for civil services exams and as the luck would have it became victim of vagaries of UPSC system and landed in a Group A service as the ranks were not very high. Had thoughts of resigning and joining the private sector but was persuaded by the family to remain in government and do the 'national service'. For the time being we pause here and move to our . B's profile.
. B was largely an above average student in school, attempted all science streams including Engineering but failed to make it, finally became an arts graduate. Market had no price value for his degrees so decided to slog for nations favourite past time of civil service examination. Somebody guided him to successful optionals of a regional language and one arts subject in contrast to our beloved . A who foolishly took management and electrical engineering as optionals. Lo behold our . B scored very high in the regional language courtesy our UPSC systems and was among toppers so joined the coveted league.
Now look at the carriers of A and . B in government. Our . A had three basic problems one he was now no longer the chosen one and had not inherited the three letter pedigree so there was not much scope within system for him. Two his seniors in his service as well (some of whom had same levels of education as B) had some identity problems with his intelligence levels and three considering his qualifications he was aware that he has a market value and could therefore afford not to be a supplicant in the system with its natural consequences. Finally system left him with no other option but to leave government and join private sector.
On the other side our . B was enjoying his new found feudal power and despite having limitations of understanding complex policy issues like PPP models etc. was lording over the system. His another strength was that he knew that outside government his net worth is zero and therefore sticking with the system was only option for him and naturally he learned the art of surviving in the system by keeping both bureaucratic and political bosses happy. this made him a successful bureaucrat with associated riches.
Now the mute point is that in the end who suffered due to this vagaries of civil service exam system which is based on age old needs of a feudal governance. Does this cater to our present day requirements in any ways? I doubt this and am of the opinion that if we as a nation have to bring change in our systems then first and foremost need for us is to look into our current system of civil service recruitment which by and large succeeds in promoting the culture of mediocrity that we in the government are promoting in the country making our poor masses suffer in our incompetent hands.

Crying foul
Whenever a debate comes on caste based issues particularly the reservations in Indian context, the Brahminical meritocratic minority cries foul as if they lost everything after independence just because of the policy of reservations enshrined in the Indian constitution. unfortunately even till recently that is till liberalisation the Indian bureaucracy was dominated by upper caste Hindus as is evident from innumerable reports on representation of SC/STs in government employment. I don't know why these protagonists of meritocracy cry foul to employ SC/STs in only menial jobs. Above all why this meritocracy migrated to USA into IT and other new job market diverting entire investment into their education by government . Is it to serve American government. Even though meritocracy dominated Indian administration for almost 45 years it could make any impact on the development of India. Alas ! its migration to USA made this country bankrupt. Indian has lost its freedom not because of SC/STs but because of traitors like Jagatseths due to their greed. It is not the inefficiency of SC/STs which made this country poor but the greedy businessmen and meritocracy who cheated native rulers.
I think it is time now for SC/STs to come out of their reservation mentality and think beyond this petty issue. they should fight for their lost rights in every arena of not just reservations. Do they have any work?
Going by the volume and frequency of the posts in 'Forum' one can say that CSSS cadre has no work except writing and ranting here. They never acknowledge that CSSS has security of station and fairly good progression(a steno reaching upto JS is too much), still they are apparently the most agitated lot.Any one having any experience of any Ministry in Delhi would tell you about their feats of 'acheivements'.Less said is better..

Injustice to CSS
DoPT’s denial of NFSG to the Deputy Secretaries of CSS on the ground that there were no recommendations of the 6th CPC as in the case of CSSS does not meet the eye as the Government deviated from the recommendation of 6th CPC in several cases such as grant of PB-4 to Directors or a separate scale for HAG.
