An amendment is likely to be made for extension in a day or two. Empanelment meeting postponed Meeting for the empanelment of 1977 batch IAS officers to the rank of Secretary in the Government of India has reportedly been postponed. Since the 1980's, when the identity of people joining the services changed from the "elite" to "middle class", the youth have wanted to make a difference to the development and governance of "Bharat" and not make merry in the cause of "India". And this is why the middle class has been joining services like IAS, IPS and IRS like so many youth who opt to join IPS to serve the nation with their sweat and blood with all the attendant dangers rather than join the IFS or even IAS. Not accepted. Please come up with some concrete excuse. Thanks ! S R Shekhar Break the moorchhaa(spell), for a change The youth have long been under the spell/moorchhaa of naxalism! Life can easily be charmed by a variety of spells: jihad and naxalism are only two examples of dhwanijanya moorchhaa or spell cast by sound! words have unlimited power of charm- songs have done it all along, religious discourses continue to do so and political ideologies continue to charm long after they cease to be relevant. Those who encourage the youth to remain under that spell/moorchhaa become celebrities by spinning the theme of their vocation like jihad and naxalism. Otherwise, why should naxalism be restricted to the jungles? How come there are no thriving naxals in Kolkata, Chennai, Hyderabad,Patna, Lucknow, Delhi etc? Is it not a fact that the larger segments of population in these places are empowered by education and development and have long enjoyed the fruits of proper governments for several centuries, contrary to the jungles where almost no government ever was visible? These areas had remained neglected and consequently all kinds of undesirable elements like dacoits moved in and occupied the entire space. The naxals need to think-they are good thinkers- for a moment out of the box, break their moorchhaa for a while and re-assess the whole situation. They would be terribly disappointed to see their meagre achievements in the last 43 years. How many have they killed? Was that their only goal? Have they set up a government of their own anywhere in the country? Will their well wishers ever tolerate them to reach a level where they can form their own government threatening the position of sympathizers(that they currently enjoy as their spokespersons!). Once the naxals come out of the moorchhaa they would realize the futility of their mission. Instead, they might opt for the constitutional form of government and change the style of governance in the country. Their energies and arms are misutilized. So are those of the government. M L Gupta CSMOPs role ! The Central Secretariat Manual of Office Procedure (CSMOP) keeps the Deputy Secretary and Director on the same pedestal in the matter of the charge they hold and task they perform. Secondly, the 6th PC had recommended some scale for the S-30 scale of pay and they have now got some other scale of pay. The people at the helm of affairs in the implementation cell are mainly IAS & Central Service Officers. The 5th Pay Commission had recommended some pay scale for Section Officers of CSS and Grade-II level officers of DANICS/DANIPS. Subsequently, the Government took a decision that both these set of officers after completion of 4 years in the pay scale of Rs.6500-10500/- will get the non-functional pay scale of Rs.8000-13500/-. But the arrears were granted to the Grade-II level officers of DANICS/DANIPS w.e.f 01.01.1996 and not to the Section Officers of CSS. The direct recruitment at the level of Section Officer and Grade-II level in DANIPS/DANICS take place through the same Civil Services Examination and they are treated on the same pedestal. The CCS Service for some is better as compared to the DANIS /DANICS. The person who opted for the former service has take up a grave loss. The 6th PC in its report has clearly mentioned that there is general notion that the people on deputation to Central Ministries/Departments should get more emoluments as compared to the similar grade people in the field establishments as the latter enjoy perquisites. The Government has acted in partisan manner with the CSS, which is also against the principle of Right to Equality enshrined in the Constitution of India. A Srivastava3 Unfortunate! I am sad that my letter to highlight that caste based reservations have not benefited the poor among them has generated so much bad blood. I am not a Brahmin nor do I belong to a privileged class generally described as OBCs.I do agree there were social discriminations in the past .But that does not give rights to an egalitarian society that also after 60 years of independence to discriminate against a section of people dubbed as upper castes. I wonder how Muslims who were the ruling class for one thousand years can be bracketed with dalits ? It smacks vote bank politics. I feel that all those who cry foul against the so called upper caste Hindus are those creamy layerwho reaped the benefit of reservation in the last sixty years. Some like Telecom Minister, A.Raja use the Dalit card to get out of corruption charges against them. If at all reservation has to be continued as a policy,it should be based on economic grounds. Unless we remove caste from our system, our country have no future. There should only be two castes ,the haves and the have nots. N K Nair Take bold step We should now take the bold step of abolishing all caste based reservations in government jobs. It was a bad idea to start with and , over time it has gone from bad to worse. This would be in the interests of good governance. Examinations for recruitment must be based on merit and merit alone. If a Brahmin comes last in an examination and he is recruited because of his caste will it make any sense? The same logic applies to all caste based recruitment. Instead we should give generous stipends and free education to the poor irrespective of caste or creed or religion. Selection based on the recruitment examination should be purely on merit. If there is decline in governance over the years it is because quality has been sacrificed at the altar of politics. This decay is typical of India and Indians.We talk big about morality but when it comes to practicing it the most dishonurable compromises are entered into in the name of expediency, arre yaar practical ho na! ,is the common refrain of a UPSC Secretary angling for his next post-retirement sinecure. And so the age limit for recruitment is changed virtually every year since the 1972 examinations conducted by the UPSC .It was ancient China which alone conducted written examinations to the bureucracy and they did not allow any tinkering with the examination system for centuries and what a fine cetralised government they got! Emperors came and went , dynasties rose and fell but the Mandarins of China continued forever and gave China its culture , its continuity and its fine arts and poetry. D Choudhury Injustice to CSS This is with reference to Injustice to CSS appearing in Whispers on 21/05/2010 by R Sharma. The Sixth CPC has done injustice to all officers / officials below the level of Directors. So stop crying over DoPTs denial of NFSG to the Deputy Secretaries of CSS. If you want justice to prevail, then fight for review of the recommendations of the sixth CPC. The grade system should be scrapped and the pay scales should be revived and revised proportionately at all levels on the basis of benefit extended to senior officers. This should be effective from 01-01-2006. Ravi Cconcept of caste senseless ! What will be the religion, caste and gotra of artificially created human specie ? Is the concept of caste not senseless , illogical and irrational and anachronistic? Had Baba Ambedkar been alive today, India would have been a different social order-- casteless, classless, devoid of discrimination and based on the principle of equality. The present social order is un-equal, full of internal contradictions where privileges and benefits in the name of SC, ST, and OBCs are cornered by dominant groups in these categories which are vote banks for cast-ridden politicians. The present Congress-led UPA-II has become vulnerable due to compulsions of coalition partners .The creation of Census questionnaire by adding a new column for enumerating caste/sub-cast ( numbering 6,000) is a retrograde step that has compounded all past blunders. Our divisive politicians have taken the country backward by a millennium. Baba Ambedkars vision of a casteless society did not favour perpetuating reservation .Had he been alive today, would he have endorsed Mayavatis style of functioning: playing thedalit card, building hundreds of statues of dalit icons (including her own) in Uttar( Read as Ulta) Pradesh at the cost of public exchequer. Not a single dalit had the temerity to question her. Even the former CJI Balakrishna, while ruling out judicial intervention, brushed aside Mayavatis wasteful expenditure as administrative matter. What happened to judicial activism? The extention of reservations for SCs, STs, decade after decade, by successive Governments through legislative mechanism, is inspired by vote bank politics. Ironically, all benefits of reservations are grabbed by the affluent sub-groups in respective categories. The benefits have not percolated down to those who have been at the bottom of caste hierarchy. They continue to be burnt alive and made to suffer in silence at the hands of the so-called high castes. This discrimination has also fuelled the Maoists insurgency by creating economic disparity over a period. Even at the cost of editorial wrath, I would compliment several browsers (Vijay Kumar,MB,PKS )for their views.
