Dhingra, Chairman and Managing Director of ITI Ltd called on the Chairperson of United Progressive Alliance (UPA), Sonia Gandhi in Rae Bareli recently and thanked her and the Union Government for the financial package to ITI Ltd for the companys revival. Also be brief, say about 200 words at the most since any views longer than that if eliminated at our end would carry the risk of the contrbutors item losing its original essence) Factually incorrect The observation of A K Singh that for most civil service aspirants IPS is the first choice, is factually incorrect. At least 9 out of 10 candidates appearing at interview have been giving IAS as the first option. I should know since I have assisted the UPSC Selection Boards for rhe Civil Services more than once as an Adviser. This can also be verified by getting the relevant information from UPSC under the RTI Act .The options given by the candidates (at least those who qualify for the interview )almost invariably is in the order given below ; 1. IAS, 2.IPS;and 3. IFS / IRS. Why do the aspirants prefer the IAS ? I believe it is due the variety of job experience on offer in the IAS, which is incomparable. P K Lahiri Dearth of DS/Dir level officers The irony is that the Government has not been allowing extension of competent DS/Director level officers beyond 5 yrs. This after the departmental Secretary /Minister has strongly recommended extension . GOI could allow competent officers extension upto 6 months and in very deserving cases ( 1 yr)to tide over the problem of shortage of officers at DS/Dir level S Singh Problem of administration ! The problem of our administration is that while a new India is emerging and is demanding more responsible, more transparent and more accountable administration, the later along with the political class continues to live in the old feudal mindset. The situation today is that a increasingly modern India is grappling with a backward feudal administrative set-up and gets more frustrated with it everyday. This was somewhere visible in the post 26/11 protests across the country which cut through, religion caste or class identities artificially created by our netas and babus. For a common man the experience of dealing with bureaucracy be it in the government offices or on roads with policewallah's have not changed a wee bit despite more than 60 years of independence. I challenge any senior officer reading this column to visit any government office across the country as a common man and then write his experience on this column and I can bet that 9 out of ten times it would be sorry tale to tell. If as a community we have not contributed even a wee bit in providing the change stimulus for our society which looks towards us some sort of role models than we have failed the purpose for which we were recruited by UPSC. I hope a day will come when the bureaucracy will rise above its parochial identifications be it service, caste religion, region or others and shall actively contribute to fulfill the aspirations of modern India though I know it is an utopian wish. MB PM should clarify The PM needs to enlighten the nation as to why the aviation minister's resignation was not accepted when he has rightly accepted moral responsibility for the death of 258 passengers. Other question which need an answer is that why an experienced pilot who has landed atleast 15-20 times on the same runway should overshoot the runway by 2000ft? Was there no communication between the pilot and ATC once clearance for landing had beem given. Was there a technical snag in the plane due to which either the engines failed or the brakes failed and the emergency communication did not work.What made the aircraft break into two halves even before it fell into the valley? Why has the Minister Civil Aviation gone out of his way to give a clean chit to the Boeing aircraft, which was about 2.5 yrs old, even before the investigations into the crash started. Also why should D.G.C.A whose major responsibility is maintenance of Safety of the aircraft and the passengers now investigate its own failure? Also does D.G.C.A mandate that all expat pilots should compulsorily undergo language training prior to commercial flying in India? Despite Patel being at the helm for over six years why do we need to hire foreign pilots instead of Indian Citizens? Why do we take almost two years to train a pilot when in USA and Australia a pilot can be trained within six months? All parties i.e D.G.C.A, Airport Authority of India , Air India and the Ministry of Civil Aviation are jointly and collectively responsible for the disaster and the deaths which could have been averted . Parivartan Its worse than a fake certificate When the census enumerator comes calling, whats to prevent me from declaring that I am SC or ST or Brahmin or Rajput or Jat? No proof is demanded or required. This is worse than a fake SC or ST certificate. D Choudhury Congratulations! I am glad there are people like D Chaudhury and A K Saxena who are bold enough to seek abolition of Castes in this country. At least, someone has belled the cat. Let the politicians take the cue. It must be reviewed after say every ten years. It may have been right 60 years ago (though motives, at that times, were questionable). I think politicians are exploiting this issue to meet their greedy ends. If you want to help a section of the society, give them free education, all sorts of monetary help, free books, coaching etc. but absolutely no relaxation in competitive examinations. This will maintain right standards for aspiring civil servants. When you are giving reservation to a person, you are not helping him you are giving him a baisakhi (stick for walking)for support and then you want him to compet with others. This badly dents his self confidence as is visible now. He is afraid of losing in the competition. He can't compete on his own. He needs reservation for everything even for promotions and admissions and at times he becomes a laughing stock for others. He becomes jealous of better equipped people as is evident on this site. Don't give him baisakhy, help him stand on his feet. Make him fighting fit. Don't make his target so easy that he gets addicted to it. Time has now come when we must redefine this reservation policy. It shouldn't be property of a few. These Paswans and Mayawatis are doing greatest disservice to real downtrodden which never come into picture. Stop pampering these so called Dalits who have been exploiting this issue for the last sixty years. Believe it or not this reservation issue has divided entire society into warring fractions. It is not helping bridging the gap. On the contrary it is widening it. If ,you really want to make classless, casteless society, abolish things which divide the society. Make education free and compulsory for all. Give more attention to far flung poor areas. Ensure that help reaches right hands. States must join hands with central govt. Make education job oriented. Just two examples of those who continue to be "dalits & exploited" that occur to me instantaneously, as I read it, though I am sure there would be countless such examples; one officer whose father was an IPS officer, he himself an IAS officer retied as Chief Secretary, his children are also very well placed in government jobs. Second a Doctor whose son got into IIM and in a highly reputed oil PSU job, his daughter got into IAS; are still considered to be downtrodden and underdogs. while on other hand their poorer brethrens belonging to the so called 'upper castes' who are not in a position to meet even both ends meet continue to be branded as exploiters and oppressors. At the same time the really oppressed amongst the lower castes continue to be at the bottom of the pyramid. This is the kind of social justice India has delivered. On any suggestion of separation of creamy layer or reservations based on economic deprivation/ poverty, these very 'privileged dalit groups' along with politicians surviving on caste based politics will be up in arms, and it is made out by them as if some blasphemy is being suggested/ committed. Selection based on the recruitment examination should be purely on merit. What is wrong in attributing the decline in governance over the years to the fact that quality is sacrificed for political gains. But I will not applaud China for its achievement in this respect as their values for human life & liberty are different and we cannot afford a `Tinnamen Square' brutality! What is China's 'Culture' is known to the entire world! R V Nathan Grabbing power Reservations in services have become a tool for politicians to cling to /grab power. It is true that upper castes had discriminated against the lower caste people in all manners in the past. But then why should today's young boys and girls pay the price for their misdeeds. If my great-grand father had murdered somebody, why should I be hanged for that. Sons of Chief Ministers, Ministers and IAS officers are getting the benefit of reservations at the cost of young people who are termed as belonging to 'upper castes'. but are poor. Reservation shojuld be given to one generation only. The person who has got reservation benefit, his/son daughter should not get the benefit. If this is followed, condition of SCs/STs will change within a decade. It is the SCs/STs who have benefitted and reached high levels in the society donot allow their own caste people to rise. As regards reservations for OBCs,this is biggest but the policy mentioned ab above can be followed in their case also. Bishan Sharma |
