My questions for the mandarins of DoPT are: 1. How many years gap has been recommended by sixth pay commission in empanelment under Central Staffing Scheme between IAS and Central Services?(I believe it is two years) 2. If that is true Can DoPT tell us which batch of IAS has been empanelled for JS? (Again I believe it is 1990 batch of IAS) 3. Does that mean that 1988 batch of central services is eligible for being empanelled as JS? 4. Can DoPT let us know actually which batches of Central Services have been actually empanelled for JS? 5. Similarly for AS and for Secretary to GoI can DoPT inform us which batches of IAS and Central Services have been inter se considered for empanelment by DoPT? 6. Can DoPT tell us the ratio of representation of Central Services vis-a-vis IAS at various levels in CSS i.e. DS/Director, JS, AS and Secretary ? Can DoPT elaborate the reasons for non-empanelment of Central Services with as much promptness as is being done for IAS? 7. Who are the responsible officers for delay? 8. Whether any action is being contemplated against the responsible officers for unduly delaying the empanelment of Central Services? Note: I have serious doubts that Suresh Mehrotra would ever allow this RTI to be shown on his website but if he does that will be an evidence to his neutrality and commitment to an objective journalism. During last 20 years undue financial accommodation to industry led them to liquidate small players and plough back profit for acquiring business interests in Africa, Europe etc. What Parliament committees, NGOs, CAG doing? Narayan Murthy & Rahul Bajaj silenced upper caste middle class by showing Aryan card to oppose reservation in private sector, thus gone scot free with huge loot of wealth. 100 years back not a single black was CEO in USA, but today they are 170 in Fortune 500 companies. In India not a single SC, ST, BC is CEO in any 7 lakh companies registered. Why not tax subsidies be withdrawn if turnover exceeds Rs. 50 crores or net profit exceeds Rs 5 crores per annum? Let subsidies be product specific e.g. life saving drug, supply specific e.g. Solar energy or stiff competition abroad for export of such product. P Naresh What is the problem? What is the problem in promotions, pay, deputations, housing and other benefits being linked to rank in Civil Services Exam rather than Service? Why should somebody lower in rank get more and more benefits merely by being in the IAS and somebody higher in rank suffer if he opted IFS or IPS or IRS? This is especially so since 1994 exam. Preferences for services are not constant, they keep changing over time, a generation back, the IFS was the first choice, which is not so today. Muchkund Dubey was first in the Civil Services Exam, he opted IFS. If we implement this proposal, more and more people will opt for different services as per their interest. Why should the Brahmanism of the IAS be perpetuated mindlessly? Two years of seniority over all services- rank 4 of Civil Services Exam gets junior to somebody ranked 200 two years later, merely for having opted IPS. Why should this continue? Bharat Ratna Bhimrao Ramji Ambedkar (Babasahabs) achievements in various fields, whose fruits are being enjoyed by all in this country irrespective of religion, caste & creed. Sadly Many are not aware of this geniuss contribution. Most talk about the Constitution only. The Other Castes' further comment that he alone did not frame the Constitution. Please do your Research properly before making such sweeping remarks displaying ignorance and arrogance. There was a committee of 7 members, one member died and was not replaced, one was in America, another was engaged in state affairs, two members were away from Delhi and had health problems , ultimately the burden fell on Ambedkar alone to complete the mammoth task. 1.Babasahab fought for the Rights & Reforms regarding women and drafted the Hindu Code Bill and even resigned from the Government when even the liberal Prime Minister Nehru failed to support it as many great respected Hindu leaders were against it. The women of this country ought to be grateful that Ambedkar wrote &fought for Reforms to alter time honoured social customs. 2.Worked and fought for the rights of the Industrial Workers, their working hours were curtailed. 3.Had a visionary approach to the development of irrigation and power and water resource planning. Policies and plans initiated under Ambedkar when he was member, labour, irrigation and power in the executive council of the viceroy offer workable solutions to inter-state river water disputes. Babasahab also discussed about inter-linking of rivers.(which we hear so often these days). 4.Babasahab recommended smaller states for administrative effectiveness.Today all the supporters of Telengana spout Ambedkar's views. 5.He proposed to make Hyderabad the second capital of India because of the centrality of location, as a junction of North and South, and on defence considerations. 5.Ofcourse the Constitution. Reading from the letters it appears most are ignorant of his Contributions.The casteist media too deliberately does not disseminate information about these issues for which Babasahab wrote extensively and fought. Till date how many of us know about Babasahabs contribution to Economics(his Thesis was entitled The Problem of the Rupee) and neither do we get to hear about his writings on monetary policy, public finance, public expenditure and landholdings and policy-oriented welfare issues. It is distressing to see that he is portrayed as a leader of the dalit community only when his contributions have been for the Country as a whole irrespective of caste and creed. Anita Venting upper caste sentiments This site is becoming gradually a place venting upper caste sentiments against reservation policy. For these people reservation is bigger disease than the caste discrimination, humiliation and torture. They want the reservation to go and caste to remain. These people are powerful caste groups in bureaucracy and do not want any breathing space for other lesser mortals. Without understanding the fine nuances of the caste system they want to perpetuate and immortalize their domain. For them hapless people should go to hell and their place in society and powerful and lucrative jobs should not be affected any way. Without knowing the backgrounds of those who benefited from the govt. policies they just keep on arguing that the benefits have not trickled down. I can only say sorry for their sheer ignorance of the ground realities as they have enjoyed the fruits of powerful positions to the fullest extent. Now they are worried that their statusquoist position is under threat. They believe in nothing except selfishness. After all, merit is not the monopoly of only a few castes who got the opportunities to prosper earlier and faster than others. Partap Singh Let Sonia Gandhi take over as PM! It pains me to repeatedly address Dr Manmohan Singh as the de jure and Sonia Gandhi as the de facto Prime minister. But, one cant help doing so as the same reflects the ground reality. As per wic grapevine of 24th ,the former took the approval of the latter for granting six months extension to the Cabinet Secretary. This violates the Allocation of Business Rules by the PM even though the consultation was informal but mandatory. It is high time that Sonia Gandhi took over as the PM to tame the wayward Ministers and bureaucrats and lead the country. Leaders, I believe, are made. As a back-seat driver for six years, Sonia Gandhi has acquired all the traits of a leader to take the country forward. The white elephants like the NAC-II and the PMs Economic Advisory Council-II need to be wound up forthwith, thereby, saving the Country of valuable public exchequer and the huge cost of logistics running into hundreds of crores of rupees per annum.The FM could not enforce his economy instructions. But, Sonia could do so for country sake. Further, Rahul Gandhi, like his grandmother, must be inducted immediately into the Council of Ministers as MOS (I&B) with independent charge. He will be ready to take over the reins by next General elections. Implement my suggestions and see the change.But, both must select their teams of advisors with utmost care, devoid of Chaatukaars.
