Cabinet amends extension rules for Cabinet Secretary
Union Cabinet on Wednesday has made an amendment in the service rules for extension in service to Cabinet Secretary K M Chandrasekhar.

Ms. Nita Kapoor has been appointed as Secretary (Defence Finance).1973 batch IDAS officer Ms Kapoor will succeed Ms Indu Liberhan who is retiring on May 31.

Lt Gen Naresh Kumar to be DG AFMS
 Lt Gen Naresh Kumar has been cleared for the post of DG - Armed Forces Medical Service (AFMS). He will succeed Lt Gen Naresh Parmar in August .Though Lt Gen Pradip Bhargava is senior to Lt Gen Naresh Kumar, the later was chosen for the post.

J B Bowman, the sole surviving ICS officer living in Bombay, celebrated his 93rd birthday today. A 1938 batch officer, he stayed on in India in the Bombay/Maharashtra cadre and retired prematurely in 1962. He was then associated with the Bombay Chamber of Commerce and Industry and the Breach Candy Hospital Trust.

BHEL Board recommends Final Dividend @ 123% for 2009-10
Bharat Heavy Electricals Ltd (BHEL) has announced that the Board of Directors of the Company at its meeting held on May 26, 2010, inter alia, has recommended Final Dividend @ 123% (Rs. 12.30 per share) on the paid up share capital of the Company, for the year 2009-10. The other main highlights announced by the company are : Turnover is up by 21%, year-on-year and up 27%, Quarter-on-Quarter Net Profit is up 37% Year-on-Year and up 42% Quarter-on-Quarter. The Board of Directors have also recommended a final dividend of Rs.12.30 per share (Face Value Rs. 10 per share) in addition to the interim dividend of Rs.11 per share paid earlier.

With due respects to Sri Saxena, Sri Choudhary for their intentions noble, but just looking at the venom and vitriolic spewed on this site by the educated chaterrati towards Dalits and Tribals sharing a small pie i;e Reservations, the reality is that caste will never vanish even if some people genuinely want to. After all Reservations form just 22.5% and having got that thanks to Babasahab after years of subjugation and a life of indignity. Pity even this is not appreciated by the so called Others who for centuries have enjoyed open reservation.
Reservation is not bakshish but the legitimate right from the society that for centuries has subjugated the Dalits and Tribals. When it suited them, the Aryan invaders perpetuated caste with such impunity to have a control over the masses and now With the gradual upliftment and development of the Shudras which is seen as a challenge to their hegemony they are suddenly shouting from roof tops - Caste should be abolished, reservations should be abolished. The truth is that it is not caste they want to abolish but in reality it’s the reservations that is disturbing them as it is leading to empowerment of the downtrodden. The devious games these Aryans play.

It is appalling to see people say that the developed SC/ST's do not care for their lesser brethren. Somebody wrote K.R. Narayana's spouse kept him away from his community as if he had actually lived with them. Please check facts instead of trying to mislead people. We know what we are doing for our brethren and we don't need a certificate to glorify our work. Rotten apples may be present but don't they exist in all communities. Helping, sharing, compassion has nothing to do with caste, it is related to human nature. There are SC/STs who not only help their people but also the OC's liberally. If Paswan kicked his wife out, it has nothing to do with caste but the male species are such, why drag in caste. An open secret in rural areas many upper caste women mate with lower castes. The Nair women practiced Sambandam which allowed them to choose lovers both successive and simultaneously and also have a husband at the same time should we then say that all Nair women are promiscuous.

Is it not the CSS who ruined other Central Civil Services?
Ruhan (who must be a CSS officer) has written an open RTI application for the DOP&T about the CSS. But, one must remember that the CSS officers are responsible for ruining the career prospects of other Central Civil Services. For instance, Data Entry Operators of the SSC - attached office of the DOP&T didn't get any promotion even after 20 years. Their revised pay-scale under the so-called ACP Scheme is much lower than their present basic pay. They are not being allowed to appear for any Departmental Examination (even Group D staff have the said facility) for fast track promotion. Finally, they are not being paid the similar pay-scale which is being paid to their counter-parts working in various sub-ordinate offices. I hope Ruhan will satisfy what the CSS getting now is more than they deserve when it compared to other Central Civil Services. All the Data Entry Operators have been selected based on their overall performance in All India Open Competitive Written Examination, Computer Data Entry Skill Test and Interview vide the 'Key Punch Operators Examination,1989'. The Recruitment Rules indicates that 3 promotions in the span of 12 years. But, in reality, there is no promotion even after 20 years. Only the CSS has to be blamed for the worst service conditions of the DEOs of the SSC.

Epitome of virtue
The Cabinet Secretary is undoubtedly one of the best bureaucrats in the country. That is why he was appointed CS. But, for how long. Granting extension gives a signal as if others in the queue are incompetent, besides many competent bureaucrats losing hope of getting this coveted posting. In fact, such favours may suit politicians but not honest bureaucrats. It is high time that senior bureaucrats, including CS, should come forward and reject such favours in the national interest and discourage those (politicians) politicizing bureaucracy. In any case, an officer of the level of CS is not going to retire without reward. Past records show that they have all been awarded suitably on retirement (appointed Governors, Ambassadors etc.).

RTI against DoPT
Seeking information through RTI is no more effective tool now. Till Secretary-level officer is made an Information Officer and Minister In-charge as Appellate Authority, the Act will remain a toothless paper tiger. The RTI raised against DoPT will also meet the same feet, i.e. the same is being forwarded to IO for compliance. Appropriate action on such application is when Secretary incharge asks the subordinates to submit the file to him with all facts and reasons for delay in, say, a week’s time. But, is that possible in Govt. of India. If action like that is taken, most of the babus would sit idle most of the days.

Creamy layer amidst Dalits reaping benefits
Babasahib Ambedkar is a national leader and a great economist. It is the creamy layer amidst the Dalits ( and who are reaping the benefits of reservation policy for generations) who make him small by making him only a Dalit icon. He has made a major contribution in formulating our constitution but even he has not suggested or expected to continue this type of reservation indefinitely. Do our pro-reservationists listen to him. Do they not agree that this reservation has not helped Dalit poor but only a few creamy layerers. Our Dalit brothers are quite intelligent. Give them all facilities, they can compete with anybody in any examinations. I feel the vociferous protagonists of reservation who spew venom against other castes are the ones who corner all benefits by generations.
