Widening scope of Public Authority
Information in respect of students of a school and appointment of
relatives of the Chairman and members of Committee in the institution
was sought. It was refused claiming that as it is an unaided private
school, the RTI Act, 2005 is not applicable. The Commission perused
the Memorandum of Association and Rules and Regulations of Governing
Body of the School. It observed that the complete Board is nominated
by the Gurudwara Prabhandak Committee and at least 9 members out of 19
are the members of the Gurudwara Prabhandak Committee. Thus, the
Gurudwara Prabhandak Committee has complete and pervasive control over
the affairs of the School. Therefore, the School is a mere extension
of the Gurudwara Prabhandak Committee and would have to provide
information under the RTI Act.

Comments

All organisations which are extensions of a Public Authority are
covered under the RTI Act and cannot claim a private status. The
readers may like to observe many organisations around them which
appear to be private are actually governed by the Act.

Aaj Ki Aawaz
We want to know IPL teams ownership which in actuality does not affect us!!
On knowing who owns Banks like HDFC and ICICI we don't create a  fuss!!

It’s being said that these Banks are controlled by Desis!!!
But 74% ownership is with Videshis!!

There must be complete transparency on the ownership of these Banks!!
In recent times globally people have suffered because of Banks pranks!!

It is better to be careful and learn from others mistakes!!
Time to videshi ownership of Indian Banks Government awakes!!

Fact is if Nation wants to know ownership of something trivial like IPL!!
Why on ownership of ICICI and HDFC Banks I hear no alarm bell!!

Mohna was the FM and so he can throw on this 'videshi holding' light!!
Though today his best excuse will be ' it was an oversight'!!

Karuna will be meeting Sonia Gandhi!!
Maybe Sonia will tell him ‘bahut ho gayi Raja ki chaandhi’!!!

What did BJP do when in this very Ministry Mahajan ‘made too much hay’!!!
He was shown by BJP from this Ministry ‘bahar ka way’!!

Karuna has to be told ‘now its not possible to let this portfolio be with your Party'!
'Bahut karr liya aap ke Raja ne party'!!

Raja fiddled with norms!!!
Made money and cans of whipworms!!

Gill has taken on Kalmadi who has made IOA his Kingdom!!!
If Gill has his way then Sports Administrators will have a limited fiefdom!!

Kalamadi they say has made sports into a money making dhandaa!!
And it is indeed high time Sarkaar used the ‘dandaa’!!

Look at Bindra who has made PCA into his personal fiefdom!!!
And do not forget his was next in line in Modi’s IPL Kingdom!!

There are Netas like VK Malhotra who have been meddling in sports for 30 saal!!!
And why do you think Indian sports ka hai burra haal!!

With politicians heading these sports bodies politics , ghoos , nepotism are the norm!
And sports these three do deform!!

Government should take the terror warning seriously!!
It’s ignored such warning previously perilously!!

It has inputs on 26/11 but over the inputs it chose to sleep!!!
Only after the attack into action Government did leap!!

Fact is there are so many of us (Indians) so Sarkaar feels we are disposable!!!
Going by Government’s response this is what is supposable!!

Netas and Officials are well protected…. even their near and dear and pets!!
That is why when such warnings come worried no one in the Sarkaar gets!!

Mohna and Sonia and their families live in citadels!!!
‘Reaction sure tells’!!

We face attacks and Mohna tries to score brownie points with Uncle Sam!!
For us he cares a damn!!

Otherwise until Pakistan does not turn the terror tap off why should we be chummy!!
Pakis must be taking India to be a dummy (stupid)!!

They must be feeling we kill them and still they extend dost ka hand!!
They say ‘why do you think marauders in the olden days ran over their land’??

Confucius says…. it takes a Neta to be killed to make the Government sit up and take note!!
Otherwise chances of Government reacting to Indians being killed are remote!!

Flash...... as Raja has done the needful!!
With Karuna he retains his pull!!!

And when Pawar and Praful continue despite the allegations about ghoos!!!!
Karuna will say his Cabinet post why should Raja loose!!!

Imaandar Mohna ke Cabinet mein Ministers who are beimaan!!!!
Mohna will say in coalition politics ' to each man his or her own imaan'!!

How will MHA deal with deal with highly motivated Naxalites ?
When MHA responsible for internal security in the country cannot even ensure that officers holding important posts are not involved in activities like taking bribe, it is not clear how it will deal with highly motivated Naxalites. CBI raids on a Joint Secretary and a Director level officer caught accepting bribes on a single day is indicative of no fear of ever getting caught and total failure of vigilance machinery .What is the use of buying expensive electronic snooping devices which lead to accusations of violation of privacy and demand for JPC by opposition MPs while not at all bothering those prone to indulging in corrupt activities . Except for the whistle blowers no one is afraid of government machinery these days. If present CVC has any decency ,he should tender his resignation immediately because during his tenures while corrupt public servants were having a field day ,whistle blowers were running for cover. As per some reports he is likely to get extension (like his PPS who is continuing on the same post after retirement in 2005) How the very strict HM reacts to arrest of officers of Home Ministry while accepting bribe will be watched with interest by everyone.

Why only civil servants retire at 60 ?
In India, civil servants are the only ones who retire at 60. Politicians, judges, professors, doctors, businessmen, etc work on. May be government wants civil servants to enjoy after 60 as they have led a tiring life.

Analyse it
This is just 'data'. For it to be useful analyse it. If IAS has a service span from 21-60 years, we have 8 brackets of 5 years, so an average grouping of 12.5% in each. Your selected group, 26-30 yrs has 9%. Now tell us what is its relevance?

"Thanks for clarifying the position, Dr Suresh Mehrotra".
I am also a product of Chemistry department of DU.I thank you profusely for saving my department from disgrace. Even the Times of India dated 2-5-10,after reading your post dated 1-5-10,has corrected its stand by stating that even the AERB has cleared our department against the falsehood spread by Prof Ramesh Chandra.
Dr V.Padma PhD,Reader Madras Univ(Retd)
"Thanks AKSaxena.Your stand is vindicated."
As a retired Professor of Chemistry from DU,I register my appreciation to this great site for bringing out the false-hood spread by a discredited Professor about Radio-activity in DU. This was not the time for him to settle scores with the Chemistry department from where he was expelled due to several serious misconduct. Even the AERB has has given a clean
chit to the deptt.
(Prof)S C Bhat
"Thank you,Dr Suresh Mehrotra ji"
You have been very fair by posting the actual position about Chemistry deptt of Delhi university through A K Saxena. Professor Ramesh Chandra was playing politics by going public on all TV News channels. As far as I know, he was expelled from DU due to serious financial irregularities. May I request the VC of DU release a white paper on Prof Ramesh Chandra.

Transparency in recruitments required
Unless recruitment at higher posts in Government does not become more transparent and merit based corruption will increase. Just imagine, if someone is assured that whatever he does he will surely reach at the high post in Government, what motivation and fear will be there in him?
The only remedy to remove corruption in Government is to make officers accountable and posting strictly on merit and non performers to be removed.
Further, at the age 50, at least 20 % of officers should be given pink slip so that everyone will be afraid of losing job if he does not perform. How many IAS and IPS officers have been convicted over the last 50 years? One will be amazed to know the answer.

It’s wrong
This is wrong. 1978 batch meets every last Friday every month over lunch. Keeps batch together.

Why only few officers ?
Why only few officers of one batch of one service in one town/city? 1989 batch of FC , having officers of all services, meet frequently and they intend to ensure that like minded too become part of one BIG. However, any such move, provided consistent, helps all. ....

Country is run in an arbitrary manner
Country is being run in an arbitrary manner as if it is the personal property of PM. No rules on selection of important position in Planning Commission that provide direction on development to the country.
Babubhai Vaghela Ahemdabad
Another important factor
Another important factor is commissioning of the officers in armed forces at an young age of 20-21 years against average 25-27 years for AIS and other central services besides of course the fact that it is the Government that takes care of all expenses on study, training, lodging, boarding etc right from entry into NDA (at 17-18 yrs of age. By the time a AF officer reaches 27ye age he already has a fat bank balance and the rank of a Major or equivalent.

Avoid temptation of political coverage. It is too soon for everybody to know that the state is getting befooled by one after another chief minister. Only the styles are different!

Useful analysis
It is very useful analysis. I suggest that the break-ups may be given as one piece. Running it for 5-6 days does not provide relative insight of such an interesting analysis!

Heard of a bureaucrat taking bribes to fund his plans to sleep with women? Yes, a 47-year-old Chinese bureaucrat has been in news recently for taking bribes to fulfill his dream of sleeping with as many as 800 women, according to Chinese newspaper Dahe Daily. But the bureaucrat’s plans backfired as his wife stumbled upon his secrets. The bureaucrat from the city of Anguing, who was finally arrested by police, began his escapades in 2003, and he maintained the target of sleeping with 56 women a year, said the media reports.
