Bhopal Airport issued with DGCA's licence
The Bhopal based Raja Bhoj Airport of which Director is J.P Alex has been issued with Aerodromme licence by the Directorate General of Civil Aviation (DGCA). In India it is the only domestic airport of the Airports Authority of India to have been issued this licence. Basically it is based on civil aviation standards & guidelines formulated by Montreal based International Civil Aviation Organisation (ICAO). The aerodromme licence is a mandatory requirement for airport operations. As it is J.P. Alex as Director of Raja Bhoj Airport is credited with having carried out many innovations & has ably developed the Bhopal airport.

British system of promotion from the rank of constable
When I discussed this subject with the top officers in the UK some years ago, they were full of praise for our system of lateral entry into the higher services. They felt it brings in qualified people to man the higher positions. Their attempts to introduce our system met with opposition from the police unions and hence they had to give it up most reluctantly. The British could not introduce their system in India not only because they themselves wanted to man the higher positions but also because the constabulary of those days in India was largely illiterate. There is merit, however, in arguments for delinking the police badges of rank from the Army, which is also a relic of the British era.

How many Generals can the country afford?
Let's not forget that armed forces(Army/Navy/Air Force)are but just one Department (Dept of Defence under Ministry of Defence)with more officers (class I ?) than the total number of Group A officers in all the ministries/Depts of Govt of India put together. As for the strength rly have more employees (abt 1.5 million)with not even one tenth Group A officers as compared with armed foces. There has to be a limit to the number of Generals. At the end of the day the country can afford only so much.

Career Progression Scheme
The ACP or the MACP now is supposed to be a career Progression Scheme. There can be no career progression without giving promotion. In the earlier scheme, though there was no career progression, financial up gradation was given in the hierarchy of the promotional posts. The VIth Pay Commission made one of the most absurd and foolish recommendations in delinking the financial up gradation from the hierarchy of the promotional posts. As per the MACP, the financial up gradation is to take place in the order of the grade pay irrespective of whether the grade pay exists in the promotional hierarchy or not. In most cases, the so called career progression ends up in a paltry financial benefit. If there is no promotion, where is the career progression? Are those in Government so foolish to accept such a recommendation ?
Now the anomaly Committee has come. What this Committee is supposed to do when the basic scheme itself is a fraud?
If the Government is really serious about addressing the problem of stagnation, let there be 3 assured promotions as per the hierarchy of promotional posts applicable in each case, in the entire career span of a Govt. servant. Otherwise scrap this foolish MACP. No Government servant wants to hear about it any more.

Anomalies in fixing the pay scales
As per MACP, There were two anomalies while fixing the pay scales of Assistants/ Stenographers Grade 'C'(also designated as Personal Assistants. Their initial pay scales were fixed as Rs.9300 with Grade Pay Rs.4200/- which was improved to Grade Pay of Rs.4600/-. First anomaly in this connection, is that the officers who have been promoted/appointed on 1/1/2006 or after 1/1/2006, their pay will be regulated as per the fitment table of Rs.7,450/- where as the others who were promoted before 1/1/2006 are to be regulated as per the Fitment Table of Rs.5500/-. This needs to be corrected immediately and the whole category be placed in the Fitment Table of Rs.7,450/- and due regard be given to seniority in the cadre. Secondly, with the introduction of Rs.4,600 as Grade Pay to Assistants/ Personal Assistants, the gap between two Grade Pays in the two financial upgradation has been is Rs.200/-that too after putting in 10 years of service. Moreover, the officers who have been granted financial upgradation after rendering 24 years are supposed to be governed as per the earlier dispensation of ACP Scheme introduced in 1999 by granting the scale of Section Officer/Private Secretary with Grade Pay of Rs.5,400/- as has been granted to officers appointed as Section Officers/Private Secretary. This would resolve the anomaly to some extent.

Fanatastic observation about the Army and CPOs
I presume that since the British were an occupation force and ruled India through the British Indian Army and its extension the Police, the terms Director / Inspector 'GENERALS' came into vogue. Its right time that these colonial colloquy is done away with. As such the Police has 10 - 12 DGs in each state - welfare, training, housing, etc which implies that there is no Head of the Police Force...all being of equal rank!

Two key posts of the vigilance commissioners in the apex anti-corruption agency of the government of India i.e. the CVC are lying vacant for more than five months now.
