Aaj Ki Aawaz Bharat Kumar FORUM Most Indian police officers also admit, that the Indian police system,
with its archaic setup, and several levels of entry is colonial and
feudal in nature. The lateral entry envisaged by UK police which poster
"Gupta" referred to was a "Graduate Fast Track Entry
Scheme", which speeds up promotion by 2-3 years. But every graduate
entrant must also still go through requisite time in service as a constable.
Anyway, the scheme ran for a few years, but was stopped because of poor
results. It still operates in the UK Civil Services though (In the UK,
the police is considered as being distinct from the civil service).
The crux of the issue is, that the police should not become paramilitarized
(which is what the Indian Imperial Police, and its successor service
the IPS always were and still are). It should, instead, be a truly civilian
force, meant for the maintenance of law and order, and detective work
and criminal justice delivery. Even Germany has this distinction, with
the beat police/detective police being maintained/officered/staffed
separately from the "Bereitschaftspolizei", which is the armed
paramilitary police. Maintenance of a truly civilian police force will
go a long way towards improving policing in India. -Aditya Take note of facts The poster who states that India cannot afford so many generals should
take note of facts, and not post whatever comes to their mind on a given
day. Armed forces do not, have a larger number of Class I officers than
other services combined. Let me state some numbers also. Very few armed
forces personnel are "Generals". Army has about 350
Major Generals, and 90 Lieutenant Generals, and 1 General. All told?
About 450 officers who can be categorised as General Officers. A look
at JUST the IAS civil list shows: 1510 officers in the rank of Joint
Secretary (Same pay scale as Major General). 724 Officers in the same
pay scale as Lieutenant Generals (army has only 10% of this phenomenal
number, despite being a much larger service). IAS has 240 officers in
the rank and pay of Secretary. Army has eight such officers. The only
pay scale where there is an equal number of officers, is at 90,000 (Fixed).
The Army chief is in this scale, as is the Cabinet Secretary. And this
is in comparison to just one civil service. IPS/IFS/Indian Forest Service/IAAS/Customs
all combined have tens of thousands of officers in the "General
Rank" Scales. In the face of such evidence, how can we say that
ARMY has too many generals? A mere 400 compared to nearly 20000? Shouldnt
the civil service exercise a little modesty in handing out high ranks?
People should think of what they are saying, otherwise such canards
will fall in the face of evidence. - A concerned citizen It is now "kal ki awaaz" It is no more aaj ki awaaz". With the coalition adharma in open
practice, aaj ki aawaz no more remains aaj ki awaaz but has become kal
ki awaaz. Would you not consider changing the title now? It is highly
insulting for politicians today (i.e. aaj) to indulge in small scams
below respectable amounts in crores. In fact, even bureaucrats operating
in those lowly amounts get no respect in the good company of their compatriots
in Raj Adharma! Opportunity, it has been said in the past, knocks but
once and therefore in tenures of 5 years or less whatever little the
neta/babu accomplishes in the scam industry, is less by ever rising
standards of scamming/scheming/scandals. The Devas may call the Asurs
anything, but both are practicing their respective dharma. The dharma
of one may be adharma of the other, but as the cosmos is governed by
cycles, each one of them only changes places. Long Rule Coalition Adharma! M L Gupta Would Pak have done so ? If RAW had staged an attack on Karachi the way the ISI had staged the
attack on Bombay, would Pakistan have boasted of Rule of Law and given
the terrorist a 360 day trial just to prove that he is indeed a killer
of 174 innocent people? And after that , there is more litigation in
more courts till it reaches the President as a Mercy Petition, which
the President may not decide for a decade as has happened in the past.
This is an insult to the families of the innocent victims and the maimed.
Pakistan would have executed the terrorists summarily, Rule of Law be
damned! After all, which law , except the Law of the Jungle, were the
terrorists following? D Choudhury It is in blood How you can control corruption? It is in the blood of scientific officers
who do not hesitate to insult their subordinates at any level An Officer After the sixth pay commission
In the new pay structure in force, after the sixth pay commission,
the maximum financial benefit accrues on promotion from JAG to NFSG
as the event also synchronises with change over to PB I. This is totally
illogical and unjustified as there is no change in the nature and degree
of duties of the officer concerned .While it is too late to roll back,
it may be desirable to treat JAG as NFSG of Sr Time Scale of central
group A and all India services. S K Sharma India can do it There are nearly 40 Major Generals in Survey Of India only. Even some
are of age group of 50 . So India can spend so much on these Generals
with army and civilian benefit. In army one has to get transfer with
in 2 to 3 years but some of these Generals are at one station life long
.these Generals are better benefited then IAS and IPS officers. Without
a single sipahi how these Generals are living like Kings. Tripathy Flaunting should have limits I do not understand how senior police officers become 'generals'. But
in certain states the word 'General' is extended to funny levels. The
other day while passing through Kerala, I saw red car board carrying
in very broad letters "Director General' and in the bottom in very
small letters were written 'Prosecutions'. written. Flaunting also should
have some limits. N K Nair Its great He is one officer who studies, analysis and ascertains implications
of the subject dealt by him. Apart from an excellent administrator he
has always shown keen interest in research and teaching. We look forward
to his contribution to various fields of governance. S.M.A. Millath Give their dues to CPOs - Issues have been raised in this forum regarding step brotherly treatment
given to CPOs. There are negligible people in the Government and in
ministry who actually know that duties and sacrifices for the nation
are being done by CPOs men and cadre officers who are professionals
and capable but they are denied the promotion and command of these forces
due to the reason best known to the Govt. Denial of such opportunities
to these deserving officers is not in any way making this nation strong
but only serving the vested interest of deputationist officers. It is
ridiculous to mention that CPOs officers who are fighting and making
supreme sacrifice for protecting the nation are denied even a status
of organized group A cadre and their destiny is decided by those officers
who do not know the ABC of the force. Bhoj Singh One of the major reasons for large pendency of the cases in courts
is the reason that the government is the biggest litigant. Wherever
it loses a case, it contests the verdict in higher judicial fora in
spite of there being no merit in the appeal. Thus it clogs the judicial
system still more. Law minister says he is aware of this malaise but
has not been able to do much. I think judiciary especially High Courts
and Supreme Court should take lead in this regard by removing these
merit-less cases at the admission stage itself. Samalochak Hang kasab now
this very moment
or it will too late
