It is a very good site to pour out one's grievances. I would like to request that the leave encashment policy should be extended when any one goes on leave or on tour also. This will facilitate many needy government servants. And the money can be put to real good use. Will the government please explore the possibilities to accommodate this request?

As the grapevine has it, names of three empanelled IAS officers of 1990 batch has reportedly figured in three different panels.

As the grapevine has it, notification regarding appointment of Satish Chander Gupta as a Member in the Bureau of Industrial and Financial Reconstruction (India) (BIFR) is now expected shortly. He had retired from United Bank in February 2010 only.

Pakistan bureaucracy collapsing under political pressure
The Law Secretary of  Pakistan Aquil Mirza has sent in his resignation soon after receiving notice for personal appearance on 13 May from the Pak Supreme for non-implementation of its order rescinding the National Reconciliation Order (NRO) issued by the then President Parvez Musharraf that facilitated the withdrawl of  corruption cases against some political big  wigs including  President Zardari. Reason given by Mr Aquil for the resignation is that it was ‘beyond his capacity to fulfil his responsibilities and duty’.
Before Aquil Mirza three other senior officers from the Law Ministry - the National Accountability Bureau (NAB) chairman Mr Nawid Ahsan, Attorney General Anwar Mansoor and Senior JS (Law) Akbar Khan Achakzai-  have already resigned in the same case. Mr Anwar Mansoor had openly stated in the apex court that he was being obstructed in discharging his duties by none other than the Law Minister of Pakistan

“Civil Servants are no longer role models for their children!!!”
The survey sponsored by you accidentally synchronizes with the announcement of Civil Services results  by the UPSC today (6th May). Admittedly. there has been a continuous dip in the number of aspirants from  civil servants’ families commencing from the late Seventies of last century. The civil services are no longer the alluring option for their talented children. Reasons are not far to seek. These could be enumerated as: (a) Disillusionment with their parents’ deplorable conduct (exceptions cannot be the rule) as civil servants: (b) Evolution of mai-baap culture in Indian bureaucracy, leading to their close nexus with the political honchos: (c)Gradual and systematic erosion of  lesser mortal Services through subtle monopolization of all departments of Governance by the all powerful IAS coterie. (d)This single most important factor of monopolistic tendency on the part of the IAS, has ruined the integration of civil services in India.(e) Children no longer talk about their IAS parents with a sense of pride. (f)The successive Cabinet Secretaries in their anxiety to please political masters are concerned about the career progression of their own clan, with no concern for  the career prospects of other Services.(g)Look, how efficiently, the GOI  brings out promotion panels for the IAS biraadri  year after year with religious regularity.(h) Worse, the dirty politics involving wheelers and dealers in the prized postings of IAS officers to key positions in GOI and the States leave much to be desired. No transparency, no accountability? (i) Arrests of IAS officers  in quick succession ,recently by the CBI, reinforces the common perception that there is something terribly wrong in their promotions and postings policies.(j) No wonders then that the IAS coterie has deservedly earned the epithet  “Uncivil serpents” in contrast to  their official designation of “Civil Servants”.(k)Another important reason facilitating the drifting of the siblings of IAS category away from civil services is the relative imbalance in the government  remuneration vis-à-vis the MNCs. But, this disparity is duly compensated by the ‘raw power’, exercised by officers of three most sought after services namely: IAS, IPS and IRS( IT and Custom & Central excise). Other Services are considered infra dig and have taken a back seat.(l) And, last but not the least, the mandalisation of civil services has also adversely affected the career prospects of general category candidates. But,happily, there is a spurt in the number of  siblings of civil servants, belonging to other categories, aspiring for the civil services.

Because becoming practical becomes more important than holding 'ideals'
Every year when civil services results are announced a reminder is served to you of the day when one had qualified for the civil services. The voice of young officers echoes the same spirit than one imbibed at the time of entering civil services. The same ideals are heard again and that voice to change the system and its working. Just after a few years the system takes control over these young men and women. The need for change in the system get converted into need to get 'good postings' so called 'important charges'. The ideals come under attack from the 'political realities' and then becoming practical becomes more important than holding 'ideals'. 'Small adjustments' to last in the system starts replacing the reformist zeal. 'Securitization' of future of one own 'future generation' takes control over the integrity values. By the time one ends in the bureaucratic system a metamorphic change takes place and a young man is swallowed by the 'feudalistic corrupt and archaic system' and somewhere in the oblivion lives those who continue to hold on to those ideals and forgot to make those small 'adjustments' so to say.

Merit in arguments !
There is some merit in the argument that the ISI trained terrorist jehadi Kasab’s life be spared. After all, during the Kargil war ,remember the Indian Army Captain whose eyes were gouged out and who was castrated when still alive? He was a regular army officer covered by the Geneva Convention and yet was tortured so barbarically by the Pakistanis. We should give similar treatment to Kasab and all others like him as they are not even from the regular Pakistani army and are not covered by the Geneva Convention. We should amputate all his 4 limbs , castrate him and blind him in the interests of natural justice. Justice is blind too. As an act of great compassion ,so that the Home Minister can boast about it on TV, he can be given anasthesia during the surgery. After the operation he should be sent back to Pakistan so that for the next 60 years or so of his life Kasab can be a living reminder to all would-be fidayeens and jehadis of the physical consequences of jehad agaist India. Only then will Kasab preach against jehad in Pakistan. If he is merely hanged he will be made into a martyr by the jehadis.

It was a foregone conclusion
The verdict on Kasab was a forgone conclusion with all the evidences weighed against him. Even a third rate Prosecuter could have got the verdict of death penalty on him. Where the prosecution utterly failed was in proving the guilt of two Indian co conspirators. The Public Prosecutor went on prolonging his arguments by bringing in scores of witnesses, some irrelevant, of VT massacre when half a dozen actual witnesses were more than enough.(It will be interesting to know how much he has bee paid)He also made it a publicity stunt for himself by frequently appearing on TV channels with his nauseating vocal chords(the Judge might have gone through hell listening tio him) giving a running commentary of the court proceedings especially when press is allowed to witness the trial. He was seen in all the TV channels flaunting a printed notice with his name printed in big letters with a hangman snooze and showing a victory sign. To a common citizen, it was felt that he was stretching professional ethics to his limits.

Altering basic structure of NSSO by NRI
In an innocuous order dated May 5 2010, authorities have unknowingly altered the basic structure of one of time-tested organisation NSSO. NSSO has been played pivotal role in statistical system of India and remains its back-borne. This was possible due its unique working model consists of Regions having working autonomy with teams of statistical professional under a Regional Head. It is the leadership and loyal team-members that implements Surveys within stipulated time every year. This has been a successful model in anywhere in the world. Now by the above mentioned order the role of Regional head has been diluted by posting Non-resident-Heads in nearly half of the Regions. This makes major regions as Sub-Regions or branch offices. For instance Baroda becomes a sub-region of Ahmadabad Calicut become sub-region of Trivandrum and there are many such cases. The ‘NRI-Heads’’ has been introduced in the working of this age-old successful organization. The Regional head has to play a day-to-day role in monitoring and implementation of the Sampling schemes. Again a ‘NRI-Head’ cannot work as the team leader who could manage the day-to-day affairs of a large office. Now NSSO is facing critical problem of declining expertise by large scale retirements and this move to change the basic structure of the Organisation without any discussion about its repercussions may now destroy it in the long run. If the Head of the Dept desire to have the convenience of same level officers as Regional Head he should ask for it but should not sacrifice a successful organization by destroying its basic structure, may be unintentionally. Perhaps all statisticians who are concerned with NSSO should be worried by this development.

The observation of 'Samalochak' about the largest litigant in the country - the Government of India. The appeals are being preferred by the officers who were not aware of the facts leading to the dismissal of the case filed in lower forums and he might not be continued in the same office after filing the appeal in High Courts or Supreme Court.

No ifs and buts
MACP's main component should be that whosoever is stagnating in a particular scale for a period of over 10 he should be given next financial upgradation and no ifs and buts should be applied. This happening in the CSSS cadre that officers are not being promoted for over 21 years and are also being denied MACP on the ground that they have availed three promotions. Have some heart and apply some mind do not deny at least financial upgradation to the staff stagnating over 10 years in any scale in any service.

What a pity?
The matter regarding GP of 4600 to Assistants/PAs is yet to sorted out. This is the only grade in which all the rules regarding pay fixation have been kept a side. This is the only grade where pay of the employees is fixed by various methods. This is the only cadre where a junior gets more salary than his senior by 10 years. On one hand, single rank single pension. On the other one rank, various methods of pay fixation. How intelligent and capable officers who are handling (sorry kept in cold storage) this matter!

Good for them
There are at least the same number, if not more, in every state spread across the administration, doing odd jobs most unrelated to their profession, training and expertise. Wonder someone wakes up to put them to good use for at least half their service to improve our green cover, save the wild life and instill the fear of law in the habitual violators damaging the environs of this country, the right way.
