Premier corporate and the most valuable Public Sector Undertaking ONGC
was formally conferred Maharatna Status today by Vilasrao Deshmukh Union
Minister of Heavy Industry and Public Enterprises. R S Sharma, CMD,
ONGC received the 'Maharatna' certificate from the Minister at a conference
organized by ASSOCHAM with the support of the Ministry of HI&PE
on the theme- "Resurgent PSUs- Vibrant India." On this occasion,
all four PSEs, viz. ONGC, IOC, SAIL and NTPC, who were Navaratna since
1997 and declared 'Maharatna' on 19th May this year, received the certificates
in the inaugural function of this conference. The Maharatna status to
select PSEs ensures more empowerment in decision making and encourages
becoming globally competitive. While presenting this certificate, Deshmukh
congratulated the employees & managements of all 'Maharatnas'. In
his Conference inaugural speech Minister remarked that the "best
practices of ONGC & ONGC Videsh Ltd. are worth emulating by others".

Average Dalit is illiterate and poor . Raja is only a foot soldier
As a Dalit and a bureaucrat from TN, I can tell you with authority that
an average Dalit in TN is illiterate and poor. Other than Ms. Mayavati
in UP, perhaps Karunanidhi is the only one who exploited the Dalits
to the most. Their poverty is exploited by giving them doles like TVs
and Sarees and getting their votes. While Karunanidhi and his ilk have
become the richest in TN, the general condition of the Dalit is getting
worse. Raja is only a foot soldier and Karunanidhi is cleverly using
his Dalit identity to hide the loot he has made. Congress and Sonia
have to explain a lot on this. The Spectrum loot which comes to almost
3% of GDP could have been used for the uplift of the down trodden. Congress
is hiding behind a PAC whose powers are limited and stalling any idea
of a JPC. Sonia led Congress is also not prepared to ask Swiss authorities
to divulge the bank accounts of Indians, even though they are prepared
to give it. In the Spectrom affair, my only wonder is that why successive
bureaucrats in the telecom ministry kept qiet when such national loot
was being carried on,though some of the retired ones are now coming
out of their holes and squeaking. Do they have no conscience.

I agree that for strengthening financial discipline, Financial Advisors
need to be from one of the three service mentioned by her. Records in
the Govt offices would reveal that prescribed rules, instruction etc
are ignored at the behest of some of the IAS officers where Finance
Divisions are headed by IAS officers. Might be some of the decisions
would be for smooth transaction of business but in a few the decisions
taken are not correct. Earlier, when Finance Divisions were headed by
officers from IA&AS etc, financial accountability used to be of
highest order.

Finance, the post being equivalent to a Secretary to Govt. of India.
