GOI sets up Mahadevi Water disputes tribunal
(UPDATED)
The Government of India (GOI) has constituted Mahadevi Water Disputes
tribunal (MWDT) under the chairmanship of Justice J M Panchal a sitting
judge of the Supreme Court. Other members are: Justice Vinay Mittal
a sitting judge of the MP High Court's Indore bench and Justice P. S.
Narayana a retired judge of the Andhra Pradesh High Court. Its head
quarter will be Delhi. The tribunal will look into water disputes
relating three states of Goa, Karnataka and Maharashtra.

Due representation
Due representation to Women in UPSC, PESB and other Recruitment bodies:
The leaders of India have been taking credits of all positives in the
growth of India but when there comes taking decision on important issues,
they are not ashamed of keeping mum in conveying their decision. One
such important issue is 33% reservation to women. Like in the case of
many other issues of national interest, women too have lost interest
of they getting the Women Reservation Bill passed. They have by now
understood that it would come up for heated argument in Parliament in
the fifth year of this Government and then again after another 5 years.
Leave aside the Women Reservation Bill, the government is competent
to give due representation to women officers at least in recruitment
and regulatory bodies like UPSC, PESB, Telecome Regulatory Board, Insurance
/ Pension Regulatory Authorities, Election Commission, NHAI etc. for
there is no dearth of able women officers. And if that could not be
done during the rule of honest Prime Minister Man Mohan Singh, then
under whose rule. I am sure that majority of women in these bodies would
produce better results than those controlled by male officers. This
Forum needs to raise this issue and invite suggestions of viewers. For
the present, Government must ensure that women officers are appointed
against the vacant seats in UPSC, PESB etc., esp. PESB, where a women
Member is yet to be appointed in more than 25 years of its formation.

Civil service officers debating !
It is sad to see the very senior civil service officers debating like
the 'Caste Associations'. It is immaterial for the user of government
services whether the service provider belongs to IAS, IPS, IRS, IA&AS
etc. What matters to the common person is the quality and efficiency
of the service being provided. Therefore to me the only selection criteria
for any senior position in the government would be the suitability of
an officer in terms of knowledge of the job, performance standards,
and most importantly the personal integrity. What tag he/she wears should
be immaterial for such selections. So the wider point which should be
taken out of Ms. Arti Khosala's piece would be to strengthen the role
of Financial Advisor's in the ministry by making these posts open to
officers belonging to services having some domain knowledge. However
there should be no bar to any officer belonging to any service to occupy
a particular post as long as he/she meets the three fundamental criteria's
of selection. It is high time that the higher civil services come out
of this caste type orientation in their behavior  towards
their colleagues in other services as the same is only leading us towards
a collective failure of 'civil service system' in the country.

Lot of IRS Officers have been talking highly of Mrs. Manju Madhvan,
who was member finance in DoT. Please remember that before becoming
that, she was CCIT at Chennai and was in-charge of clearing tax assessment
of many Maran family concerns. Due to this, CBDT overlooked her for
promotion and she filed her VRS. DMK rehabilitated her by getting her
promoted to Secy's scale and she did her 10 months stint to get pensionary
benefits. Note the before the sixth pay comm, 10 months average pay
was deciding factor in pension computation.

Dr. MAnmohan Singh should take full responsibility for the telecom scam.
There is a minimum loss of 1.5 lac crore which is probably higher than
the quantum of all scams put together till date.It is like selling the
future of the country for personal gain.
How can we tackle problems like naxal when we have such examples to
show to the public that no rule of law exists in our country.

Next question is when will 1981 batch be emapnelled for Additional Secretary
post. Could it be a new year gift. The credit for speeding up the tardy

Having worked 20 years in government at very senior level, let me assure
you that honesty has never come in way of any officer's career. Questions
is where are those honest officers?? Just a whispering tag of honesty
on some one must not undermine the facts on ground.
