'Whispers' on our website whispersinthecorridors.com are taken very
seriously by the Government, which takes adequate steps to plug loopholes
or shortcomings in policy matters, if any. The investigations into the
2G spectrum Scam and role of a lobbyist, that is under scanner is an
ample proof of the impact of whispersinthecorridors.com. A small news
item published on our web site earlier about the lobbyist caught the
attention of the government. While the news item did not name the industrial
house or the lobbyist, the investigating agencies still took cognizance
of the news item and started the investigations into it, which is on
record now.

Why delay in notifying new CBI chief ?
Why is there a delay in issuing notification regarding A P Singh's appointment
as new Director, CBI? This question is very hotly being discussed in
corridors of power. As the grapevine has it, now it is being talked
about that new Chief Vigilance Commissioner (CVC) will take a view on
panel for CBI's Director and then as final decision would be notified.
If that happens then till selection process was completed afresh, existing
CBI, Director Ashwani Kumar will continue. Singh is Jharkhand cadre
IPS officer of 1974 batch. Presently he is Special Director in the CBI
while Kumar is an IPS officer of the 1973 batch of Himachal Pradesh
cadre.
Kumar to be JS IT in GoI
Ajay Kumar is likely to be appointed Joint Secretary in the Department
of Information & Technology in the Government of India. He is 1985
batch IAS officer of Kerala cadre.

Raju appointed CEO of Tripura JICA project
G. S. Raju 1985 batch Indian Forest Service (IFS) officers and APCCF
Tripura has been appointed CEO of Tripura JICA project. He has repalced
S Taluqdar who has been transferred in the PCCF office. The 600 crore
(a flag ship programme for integrated Tribal and non tribal development)
Tripura JICA project was in a limbo ever since Dr V.K ,Bahuguna left
Tripura two years ago. Dr Bahuguna had joined the central government
in February 2008 he was requested by Tripura Chief Minsiter Manik Sarkar
in September 2008 and again in May 2009 to return to handle the project
once again. The
project was the relentless efforts made by Dr Bahuguna and R.K. Mathur
the then Chief Secretary Tripura to bring an Externally aided project
in the North East which constitute 25% of the forest cover of the country.
The project is hailed as the best bet for tribal development and JICA
is monitoring it very closely.
Major bureaucratic reshuffle in Chhattisgarh
In a major bureaucratic reshuffle, Chhattisgarh government has withdrawn
the charge of Commerce and Industry, Public Sector Undertaking Departments
and the post of Industry Commissioner from Additional Chief Secretary
Serjius Minj and he is now left with the Departments of Panchayat and
Rural Development and to act as Development Commissioner.
The other changes include posting of Commissioner Local Audit Fund Ramesh
Sinha as Labour Commissioner, Principal Secretary Home, Jail and Transport
A N Aswal has been given the additional charge of Water Resources, Principal
Secretary PWD M K Raut has been given the additional charge of School
Education, C K Khetan has been posted as Secretary cum Commissioner
Higher Education, R P Mandal has been posted as Secretary Tribal with
additional charge of Urban Development, Jawahar Srivastava would now
continue only as the Secretary to the Governor and Parliamentary Affairs
Secretary, R S Vishwakarma has been given the additional charge of PHE

while Dinesh Kumar Srivastava has been shifted from the Departments

No independent investigative agency
After hosts of scams, intelligentsia and people in general should be
aware of the extent of gagging of various investigative agencies like
IRS, CBI by bureaucracy. Infact, these investigative agencies are so
deranged by designs of top bureaucracy that all those who should be
held accountable, themselves block any attempt for it...too bad for
justice delivery. Except Supreme Ccourt, who is now forced to monitor
investigations through self appointed committees, there is no single
agency which is independent and outside the clutches of this largely
unaccountable bureaucracy..

Why former finance secretary Arun Ramanathan sidelined ?
Why can't the former finance secretary Arun Ramanathan become the CVC
of India? He is regarded as one of the most honest and distinguished
IAS officers in the country. Yet he was sidelined after retirement in
April 2009.
