seriously by the Government, which takes adequate steps to plug loopholes
or shortcomings in policy matters, if any. The investigations into the
2G spectrum Scam and role of a lobbyist, that is under scanner is an
ample proof of the impact of whispersinthecorridors.com. A small news
item published on our web site earlier about the lobbyist caught the
attention of the government. While the news item did not name the industrial
house or the lobbyist, the investigating agencies still took cognizance
of the news item and started the investigations into it, which is on
record now.

Should integrity be a criteria for the appointment
of CVC ?
Recent assertion of The Attorney General in the Supreme Court that suitability
rather than integrity is the criterion for the selection of CVC has
not only stirred a hornet's nest but has also created a sort of paradox
which may be difficult to withstand legal scrutiny.Section 26 of the
CVC Act 2003 has amended the DSPE Act(under which the CBI functions)
and as per this amendment Director,CBI is appointed from a panel selected
by a committee consisting of CVC as Chairperson with the 2 Vigilance
Commissioners,Home Secretary & Secretary(Personnel) being the other
members.The Act also states that panel for Director,CBI shall be formed
on the basis of SENIORITY,INTEGRITY & EXPERIENCE IN THE INVESTIGATION
OF ANTI CORRUPTION CASES.Thus for the selection of Director,CBI integrity
as a criteria has been mentioned by no less than an act of parliament.Is
it the case of Attorney General that while integrity is a criteria for
the selection of Director,CBI but it is not a criteria for the Chairperson
of the committee which itself selects Director,CBI ? Only he could tell

As the grapevine has it, Central Information Commissioner (CIC) A.N.
Tiwari has mooted an action plan whereby applicants will be able to
get an expedient response to their pleas. Unlike the past, Central Dak
Registry System is being revamped and those members who would opt for
online receipt of Dak will start getting it by mail in two months or
so. On an average daily 500 mails by Dak are received by the CIC office.
However, it takes a pretty long time before the Central Registry Desk
Transfers correspondence to concerning officers. Tiwari is an IAS officer
of the 1969-batch.

SAIL signs MoU with Kobe Steel for comprehensive
strategic collaboration (UPDATED)
Steel Authority of India Limited (SAIL) and Kobe Steel Ltd. of Japan
have on Tuesday signed a memorandum of understanding (MoU) for comprehensive
strategic collaboration covering technologies, projects and other areas.
The MoU was signed by Hiroshi Sato, President & CEO of Kobe Steel
and SAIL Chairman C.S. Verma in the presence of P.K. Misra, Secretary
(Steel), Government of India and senior officials of the two steel companies
at Tokyo. Both companies plan to form teams that will carry out collaborative
work to lead to actual projects. Both have already begun a feasibility
study for a joint venture that utilises the former's ITmk3 iron-making
process. Both companies also share the common view of desiring to further
develop this relationship, which led to the formation of this MOU.

It's 'disturbing
As a concerned citizen I have been watching that many civil servants
on retirement are being deployed in key assignments including Regulatory
Bodies. Another development, equally disturbing, has been the introduction
of tenure in key positions like Cabinet Secretary; Director, CBI; Director
IB; Home Secretary; Defence Secretary etc . Such an arrangement, in
my view, was avoidable. There have been instances of even extending
the tenure, as has happened in case of the present Cabinet Secretary.
I have my highest respect for these worthy civilians but I feel concerned
about the morale of many still worthier civilians in service working
professionally without fear or favour in different parts of the country.
The morale of the civil service has suffered a beating through liberal
recourse to the carrot of extension. Our erudite and highly respected
Prime Minister should consider doing away with the present practice
straight away. There should be a uniform age of retirement. Let it be
65 but it should be uniformly applicable right from C&AG/CEC/CVC/UPSC
to all officials irrespective of rank. No appointment to retiring or
retired bureaucrats should be made. A worthy civilian while in service
could be chosen at the of sixty, say as CA&G, and continue till
he is 65 like any other member of the civil service. We remember a venerable
civilian who remained engaged for years in parley with distinguished
members of a valiant tribe at exotic places of Mother Earth. Whether
the problems he sought to resolve survived his disengagement or not
we do not know. Why should we pick one civilian on retirement and not
another? We have to appreciate that liberal recourse to discretion had
injured the polity badly and affected the morale of the civil service.
Both our polity and civil service are in need of a healing touch. The
bureaucracy need not be mauled the way it has been subjected to.
It is not living that matters but living rightly. What Socrates had
said about men applies to bureaucracy as well. Bureaucracy needs to
be treated in a way that it lives rightly. Members of the bureaucracy
should realise that their power is in their ability to decide. For that
they should demonstrate that they have a free will that enables them
to know what is right and what is not. Seeking extension or accepting
a favour while retiring should be treated as a 'not done thing'.
I am sure India's civil service today looks forward more to a congenial
environment to act professionally than to patronage by compromising
its elan. I look forward to the Prime Minister to grant the civil service
this privilege.
