AN IMAGINARY INTERVIEW WITH PRESIDENT OBAMA
By the wonder of imagination I was able to interview Obama , via teleconferencing, while he was aboard Air Force 1 en-route to India.

Me. Morning Mr. President
Obama: Morning.... I have some important meetings lined up so shoot!

Me: Democrats have got a drubbing in the recent elections so has your agenda for this trip to India changed?
Obama: I'm still the President ain't I???
Me: The US economy is sputtering and many say this is the reason for the Democrat's getting a drubbing!
Obama: Well as I see it Democrats are not responsible for US's economic woes…. US was hit by earthquake Dubiya and what we are seeing today is the 'after effects of this earthquake'!
Me: But you've not been able to pull US out of the rut Bush got US into and you had made an electoral vow to make the economy move!!
Obama: Well I'm working on it!!!!
Me: What's worrying is that now you may go into overdrive to revive the US Economy and for this US will become an economic 'bully' and also create global instability to boost arms sales!!
Obama: Are you a Commie????
Me: Not at all…… this is what America does classifies and damns!!!! Clinton came here and charmed India…. what about you????
Obama: Well I will be at my charming best, but I cannot say how India will react to my charms???
Me: With issues like outsourcing, Nuclear Civil Liability Bill, getting India to open up, Defense deals to name a few, I do not think India will find you charming!!
Obama: I'll be at my charming best…… Hillary's requested Billy Boy to give me tips on how to be charming.
Me: Well hope you do not end up misusing charm like Billy Boy did???
Obama: My wife and I are Democrats not liberals.
Me: Why are you not willing to commit to support for India's bid for a permanent seat in the UNSC!!
Obama: What India wants is 'firmer support'! India has to realize that there are no free lunches! Give and take will be the decider!!
Me: The American way of 'give and take' which means first give and then take away!!! You've said you want to discuss ' India's role as an actor on the global stage'…. many Nations would like to discuss ' US's role as a global bully on the global stage'!!!
Obama: Just think what this World would have been if US was not there!!!
Me: A lot more safer!!!
Obama: I feel you are a Red…. seems my guy got it wrong during your background check!!!
Me: I am not a Red ...... neither was, am or will be!! Tell me how come you guys want non American Companies that cause harm to Americans to pay dearly as compensation but when it comes to other Nations which want American Companies to pay for negligence which has caused harm to their citizens, US does a volte face!!
Obama: Any payout has to be linked to the per capita income of the Nation!
Me: Sir you sound like the CEO of Coke or Pepsi deciding the price of Coke and Pepsi in different Nations. Both Coke and Pepsi have a formula of calculating the price of Coke or Pepsi by linking price to the per capita income of the Country!
Obama: How can a family whose family income is $ 100 / week expect compensation at par with a family that has an income of $ 2000/ week????
Me: Does this formula apply to families in US???? Will a family that has a income of $ 100 and a family that has an income of $ 2000 get different compensations in case of a Nuclear accident in which a family member is killed???
Obama: Now you are getting too technical!! Are you a 'Lefty'????
Me: For the last time I am not a Communist……. sheer capitalism and communism are equally bad!!! US knows Pakistan is the epicenter of terrorism, a rogue Nation and totally irresponsible then why does US arm Pakistan?
Obama: Top Secret ….
Me: To me it looks it's a business decision…. arm Pakistan and then offer arms to India….. one of your main objectives in this trip is to convince India to buy American Arms!!! Kick start an arms race, then offer arms and pressurize India to buy!!!
Obama: You see too many James Bond movies!!!
Me: Why do you want American Inspectors to have access to Indian Nuclear Installations? Why not make it a mutual exercise and allow Indian Inspectors to inspect US Nuclear Installations?
Obama: There is a proverb from your part of the World that answers your question….. the buffalo belongs to the person who has the stick in his hand!!
Me: There's an old proverb that says ' all bullies are cowards and most cowards are bullies'!!
Obama: Well might is right!!
Me: Now I know why many mispronounce your name as Osama.... and I hope in his hospitality our PM does not forget that in order to be a good host one does not have to change the cardinal rules of one's house!!
Obama: Your PM is intelligent, capable and respected!!!
Me: And obedient too!! Enjoy your trip

Chairman of Pakistan's National Highway Authority Arrested
In stark contrast with the manner in which authorities in India have been dragging their feet against any action in collapse of the Foot Over Bridge in the CWG venue police in Karachi arrested the Chairman of Pakistan's National Highway Authority (NHA) cowdhary Altaf alongwith a former member of the NHA Syed Ajmal Hassan in connection with collapse of the Shershah Bridge barely six months after its inauguration by Parvez Musharraf in September 2007. Six people had died in the collapse. Court of the ADJ Gulshan Ara Chandio who ordered the arrest witnessed high drama when Maj Genl (rtd) Farukh Javed former chairman of NHA and the Project Director of a private company that finalisd the architectural designs of the bridge. Mohd Yusuf Barakzai ran away in full view of the heavy police presence in the court premises and evaded their arrest. The court's order for the arrest came under no less dramatic circumstances as the court rubbished the investigating officer's report suggesting closure of the case on the plea that 'the government had conceded no loss in the collapse'.

Denial by Chairman IRS Association,Mumbai Anadee Nath Misshra

Meanwhile, whispersinthecorridors has received an envelope by post from the IRS Officers Association, Aayakar Bhawan Maharshi Karve Road, Mumbai. I wish to put it on record that IRS Association , Mumbai has never made any allegation against Member , CBDT. However , we are aware that some vested interests , who are not only against the Member CBDT but also do not support the office bearers of IRS Association , Mumbai , have fabricated a pseudonymous complaint against the Member CBDT. In fact , IRS Association , Mumbai totally denies having had any role in this matter and absolutely distances itself from any such activity. In this regard , I reproduce below the copy of mail that I had sent already to the General Body of IRS Association , Mumbai on 23rd October, 2010.

" Yesterday , in the afternoon of Tuesday 26th October 2010 , an official from an Intelligence Agency met the top office bearers of IRS Association , Mumbai and showed them some pages of xerox copy of a pseudonymous complaint dated 7th October ,2010, which contained allegations against a member of CBDT. The pseudonymous complaint was shown to have been sent by IRS Association , Mumbai.
The office bearers of IRS Association , Mumbai absolutely denied having sent any such complaint and have in absolute terms distanced itself from any such activity against anyone.
We reiterate that we have nothing to do with any complaint against anybody and are totally shocked and pained that the name of IRS Association, Mumbai, is being used for such purposes.

Notice to the third party
The appellant sought information relating to a bank account which was rejected under section 8(1)(j) by the CPIO informing that it related to a third party and was personal to that third party. The appellant contested that if the information related to a third party, then the Bank was obliged to act under Section 11(1) to consult that third party before deciding not to disclose information. The appellant contended that as no such action was taken by the CPIO, use of Section 8(1)(j) to deny the information was wrong in law. The Commission disallowed the appeal.
Comments
A claim that CPIO should issue a notice to the third party in each and every case of third party information is incorrect because Section 11(1) is to be invoked only when the CPIO decides to disclose a given set of information and not when he chooses to withhold information citing specific exemption sections. Many CPIO's tend to issue notice to the third party indiscriminately which is beyond the requirement of RTI Act.

Retire civil servants at 62 years

With increased life expectancy and extension of age limits for entry into civil services, there is justification in increasing the age limit of civil servants to 62.But it should not be a rule but an exception. Only those who get outstanding ratings and medically fit should retire at the age of 62.All others should retire at the age of 60.There should also be a provision to automatically retire officers who are medically unfit, incompetent or involved in corruption cases and who get poor ratings at the age of 55 itself. Taxpayers should not be burdened with such officers.

Posting of officials should be left to politicians


I do not agree that posting of officials should be left to the politicians. Perhaps in an ideal democracy with incorrupt ministers, it is a good idea. We know how A Raja got his Secretary changed prior to the 2G Scam and got a pliable Secretary. There are two types bureaucrats, pliable and honest. If present day politicians are given the powers, no honest officer can aspire to become Secretaries.

IAS/IPS must learn to be humble

AN IAS/IPS officer has great potential for good provided he has the courage of conviction and tries to decide things in anticipation of government approval. He is not a pen-pusher. He must decide things and solve the problem at the roots. The IAS/IPS members have sold their souls. In my moments of anger, I feel the IAS/IPS should be disbanded. The IAS/IPS is not meant for very capable and highly intelligent people. It did a sterling job immediately after independence. The post-independence challenges required a very distinguished body of civil servants to tackle them. The IAS/IPS also rises to crisis situations beautifully. But the problem is that it carries within itself the arrogance of an ignoramus. There are other people who are equally sensitive about crises and they should get them to work with them. The IAS/IPS must learn to be humble, must go out and get involved in ground realities. As for governance in this country, one cannot run a government in India without deep compassion.

A SPANISH Teacher was explaining to her class that in Spanish, unlike
English, nouns are designated as either masculine or feminine.

'House' for instance, is feminine: 'la casa.'
'Pencil,' however, is masculine: 'el lapiz.'

A student asked, 'What gender is 'computer'?'

Instead of giving the answer, the teacher split the class into two
groups, male and female, and asked them to decide for themselves
whether computer' should be a masculine or a feminine noun. Each group
was asked to give four reasons for its recommendation.

The men's group decided that 'computer' should definitely be of the feminine gender ('la computadora'), because:

1. No one but their creator understands their internal logic;

2. The native language they use to communicate with other computers is
incomprehensible to everyone else;

3. Even the smallest mistakes are stored in long term memory for
possible later retrieval; and

4. As soon as you make a commitment to one, you find yourself
spending half your paycheck on accessories for it.

(THIS GETS BETTER!)

The women's group, however, concluded that computers should be
Masculine ('el computador'), because:

1. In order to do anything with them, you have to turn them on;

2. They have a lot of data but still can't think for themselves;

3. They are supposed to help you solve problems, but half the time
they ARE the problem; and

4. As soon as you commit to one, you realize that if you had waited a
little longer, you could have gotten a better model.

The women won.
