1  Mrs. Sonia Gandhi : She still wields more power than PM or any other person in the country. But her absolute power has diminished after Dr Man Mohan Singh has started questioning her policies for Aam Admi.
2. Dr Man Mohan Singh: He is fast emerging as a willy Politician in his own right. He has backing of US government and enjoys personal rapport with several heads of states. He relies on Bureaucratic lobby and feedback from Intelligence agencies. He treats Rahul as his own Child and takes his advise on youth very seriously. The 10 Janpath coterie has been marginalised and he no longer takes dictates from ex- teachers and clerks close to number 10.
3. Rahul Gandhi  : He is a media darling. But PM is not in a hurry to vacate the space he is waiting to occupy. He relies on his sister for advise. Has great networking with the Billionaire's club around the world. Dislikes most members of his mothers coterie. Sometimes he consults Digvijay Singh for political advise. He wants congress to take an active secular stance on issues and criticise all caste and religion based parties.
4. Ahmed Patel : If one person has complete remote control over 10 Janpath and Media it is Patel. No Media ever criticises him and no Politician ever dares to speak about him – both negative or positive. He is the new Don of the Congress. No appointment or party post or party nomination for an election can be made without his nod. Union Ministers wait weeks to get an appointment and if you are not Haryana Chief Minister or Gujarat CM you will have to wait for days to get an appointment from him. He is regarded as modern Chanakya of  the Congress party. Industrialists from Ambani to JP Gaur to Adani to a Controversial builder in Mumbai all line up at Number 23. His goal : President of India in 2012.
5. Pranab Mukherjee: He publicly says he can never be PM and this  is his greatest asset. He is the link between political parties for  both PM and Mrs Gandhi. He is actively considering retirement and wants to leave his mark in the Finance Ministry before he demits office. His biggest dream is revival of Congress in West Bengal. He works closely with  Ahmed Patel.
6. P Chidambaram : He rules with an Iron hand and though he may have rubbed people on wrong side, he is credited for checking terrorism in the country. He is ambitious and keeps his communication live with 10 Janpath and 7 RCR. He does not want to commit the mistake Ex NSA  MK Naryanan did by ignoring 10 Janpath. His link to 10 Janpath is Ms Shobhna Bhartiya a close friend of Mrs Gandhi.
7. Janardan Dwivedi: The man who started with penning speeches for Mrs Gandhi in late 90's is now a political force to reckon who protects the interests of Brahmins in the party. He heads the Media department and does not spare even senior leaders when they are caught making off the cuff remark. And  he is also the first to defend any controversial remarks made by Rahul Gandhi.
8. Digvijaya Singh : From Rajiv’s man in Madhya Pradesh, he is now Rahul’s man of every season. A well read and intelligent politician, he does not mince words in criticising fundamentalists on both sides of the divide.  He has a long list of foes who hate him for his closeness to Rahul and they include Ahmed Patel and P Chidambaram.
9.AK Antony: He is most respected congressman in the party and Mrs Gandhi often turns to him for advise on internal party matters. He has the support of PM and Rahul as  well and has remained non controversial inspite of heading the Defence Portfolio.
10. T K A: He is the closest confidant of Prime Minister Manmohan Singh. He has remained very low profile and his loyalties are unquestioned towards the PM. It is said that PM and Nair are inseparable.

TCIL’s Pan-African e-Network Project covers 35 countries

The Telecommunications Consultants India Limited (TCIL) of which Chairman and Managing Director (CMD) is R.K. Upadhayay ,has so far covered 34 of 53 African countries under the Pan-African e-Network Project. This is a mega project worth Rs. 542 crore that the TCIL is implementing the said project as turnkey implementor on behalf of the Indian Ministry of External Affairs (MEA). Among other things the project has facilitated a very big help in fields of telemedicine and tele education to African countries. So far the tele education facility has covered 3500 students who are taught in virtual class rooms by faculty sitting in Delhi. Similarly , in field of telemedicine through 12 super speciality hospitals of India TCIL has been able to provide effective link for treatment of patients in African nations.It may be stated that Rakesh Kumar Upadhyay is an officer of 1975 Batch of Indian Telecom Services.  He obtained B.Tech (Electronics) Degree from I.T.  Banaras Hindu University in 1974 and MBA (Marketing Management) degree from Indira Gandhi Open University. He is also a graduate of Defence Staff Services College (DSSC) Wellington and was awarded M.Sc (D.S.) Degree by Madras University. He has successfully worked in Department of elecommunications from August 1975 to July 1996 in the areas of Planning, Installation and Commissioning, Commercial administration and operations.  While on deputation to TCIL during October 1996 to August 1999, he successfully worked in the foreign projects as Project Director, Sana’a and General Manager, Yemen.  After a stint from Jan.’2000 to Jun.’2003 in BSNL as General Manager Jammu & Kashmir Telecom Circle he joined TCIL again on deputation in June 2003.  After joining TCIL, he successfully worked as a Chief Project Director, Algeria, Group General Manager (New Technology) and Executive Director (Project Monitoring) and other important assignments.  He has got rich experience in the fields of Planning, Projects, Operation and Business Development.  He took the charge of Director (Projects) w.e.f. November 1, 2005 and subsequently took the charge of Chairman and Managing Director on March 1, 2007.

RTI
Compensation for a missing file
The appellant wanted copy of a certain file regarding detail of ownership of a property which could not be traced despite best efforts
by the respondent. The Commission noted that the sale deed was executed on 6.9.1960 and due to a family dispute, the appellant
approached the DDA after almost 50 years. The appellant claimed that due to non-supply of requested documents, he has been deterred from
taking legal recourse to get his entitlement in the property in question. The Commission held that disappearance of the relevant file
from the DDA records has resulted in denial of information which has caused detriment to the appellant for which he deserves compensation.
In terms of section 19(8)(b) of the RTI Act, the CIC awarded a compensation of Rs. seventy thousand to the appellant.

Comments

Record maintenance and upkeep is in poor state even after five years of the implementation of the RTI Act. It is noteworthy that it was not
material for the award of compensation that the property was actually in the name of the appellant. The implications of award of such large
compensation would be immense for the Public authorities as hundreds of such applications are pending or in the process of being filed.

IB and its duties!
 
I am amused at the defence offered by Madan regarding IB's capabilities. I wasn't aware that through out my service years IB kept a tab on me and my personal life and recorded in their files every day my wife gave me a dressing down for forgetting to pay a bill or buy vegetables. I would love to be enlightened by my fellow colleagues in IB how many people since independence were suspended or terminated for providing in correct information ? Let me share a small snippet I heard in RCR  when Rajiv Gandhi was PM and the news of Bofors scandal broke on Swedish Radio. PM summoned a late night meeting with all top bureaucrats and political advisers and after every one pleaded ignorance about what Rajiv was looking for so late at night, MK Narayanan officiating as IB chief revealed about this Radio broadcast on Swedish radio and since then he became a darling of Gandhi household ! I will leave it for readers to interpret the Nations cause this information would have served. Congress has always depended  heavily on IB for feedback for obvious reasons. I just hope in future IB concentrates more on divisive elements in the country than common man for political and personal eves dropping.

Ayodhya can be a symbol of united India

 
Why do the politicians of all hues fear unity among all sections of the Indian society? Are they specially mortified at the thought of communal suspicions getting replaced by communal bonding?  The political class fears nothing more than communal harmony. The contradictory & confusing noises that they are making ever since the verdict was out, are a source of political humour. The politicians love communal dis-harmony the most and hate communal harmony the most. Once the plank of communalism is gone from under their feet, they have nothing else to sell to the people. Their perfunctory love for the people is so apparent from their trust only in their wife(wives/extras), sons, daughters-in-law, sons-in-law,  etc (husbands have yet to prove their trustworthiness. Same in case of no husband situations)that they never think of the devoted party workers ever succeeding them to the highest party post, not to talk of the kursi of CM/PM! Moreover, communal harmony is bound to improve the quality of governance. All communities have centuries of experience inherited from their ancestors in this ancient land of more than 5000 years, whereas the politicos have ruling experience of a few decades or less. They have no traditions or conventions to invoke. They try to justify every act of their commission & omission in the name of caste, creed, community, language, region etc. They are afraid of the Indian women outmanoeuvering them in governance, hence opposition to the women's bill. They detest any kind of unity among the masses. Ayodhya has brought the communities so close that they do not know how to react. Political and administrative analysts would rate it as the best beckon for good governance. This is the best in communal harmony and goodwill and fraternal feelings that could ever sprout spontaneously. Once the politician is thrown out of the mind and the mind gets freed, Indians are capable of doing wonders. Any doubts? Let us give this unity an honest trial.

AIS promotions

 
We have been agitating for it  for a long time. Officers allotted to mismanaged cadres like Maharashtra ( Indian Forest Service ) are still stagnating thanks to the apathetic attitude shown by both the State Government as well as Cadre Controlling Authority, viz. MOEF. Now a days, the Cadre controllers treat the  IFS (Maharashtra) Cadre as official lepers to be shunned in all public fora for the fear that meeting them would lead to the same old bickerings about STAGNATION in their career! So deep seated has the  cadre mismanagement become that officers of 1982 batch have still not been promoted to the JS level ( CCF ) whereas their counterparts in States like Andhra have reached the Addl. Secy. level about two years back! An officer of 1976 batch is still APCCF whereas officers of 1980 batch in Uttarakhand have become PCCFs! In the case of IAS time bound promotions up to Addl. Chief Secy. level have now been accepted as a rule and the entire batches are promoted simultaneously. In Maharashtra, grant of even higher grade on Non Functional basis is ignored. Like the Organised Central Civil Services, officers of AIS borne on different cadres need to be promoted in order of their All India seniority. Is anyone listening?
