Pak judiciary on high alert
The conflict between the judiciary and the executive in Pakistan seems
headed for an imminent show down. Throughout 14th oct (Thursday) the
media was agog with reports that annoyed with the supreme court's tough
attitude in the corruption cases against the President and other big
wigs the government was planning to revoke an earlier order vide which
members of the superior judiciary including the CJ Iftekhar Mohammad
chowdhury sacked by Musharraf were re instated after the present civilian
government came to power. Alarmed by the reports some senior judges
headed by the CJP met late on Thursday night and in a decision taken
around midnight referred the matter to a 17 member bench headed by the
CJ. During the hearing by the bench on 15th Oct the Attorney General
denied any such move but failed to give a written assurance to the court.
The bench there upon passed an order restraining the President, the
PM' and all other functionaries of the government dealing with such
matters from issuing any order resulting in removal of any of the judges'.
The order further warned all concerned that any such action shall be
unconstitutional and amount to high treason. A copy of thee order was
directed to be immediately served to all concerned to make them aware
of the consequences of any such move. The matter has been posted for
18th Oct by which date the government has to come up with a satisfactory
reply on the issue.

Tata Motors Group global sales up by 19%

1. Granting autonomy to IIMs to select thier own Board Members is a
great step
2. Allowing IIMs to use self generated funds to remunerate emplyoees
is another revolutionary step.
3. Today 90% of bureaucrats are either inefficient or corrupt or both.
4. If Government allows bureaucrats to join private sector for 3 years
at a time , efficient bureaucrats can earn high income and avoid temptation
of corruption.
4. However such step will face resistance from dead wood in bureaucracy
as they cant get a job outside and they will hate their colleagues getting
high salary in pvt sector.
5. I hope the PM and cabinet secretary heed to this advice which can
lead to huge gain in efficiency and honesty in bureaucracy.

Chandra on mission to boost marale of IRS officers
Sudhir Chandra Member Investigation CBDT takes his position to lead
the department seriously and dignifiedly. He has been interacting with
IRS officers of all seniority and has instilled confidence amongst them.
This has raised morale of officers to higher level. The service needs
more officers like him.

Plight of Steno Gr.'D' in the GOI.
It is very unfortunate that Gr.'D' Stenographer of 1983 batch got his
first regular promotion in 2007, i.e. after 25 years of his/her sincere
and dedicated service in the GOI whereas UDC of CSS (UDC and Steno Gr.'D'
are in the same scale in the GOI) of 1992 batch got his/her first promotion
as Assistant in 2003. The person working in CSSS as Grade 'D' Stenographer,
who is senior of 9 years of UDC of CSS actually promoted after 13 years
as compared to UDC of CSS. DOPT being the cadre controlling authority
in both the cases does not even bother the plight of the CSSS, especially
Gr.D Stenographers of 1983 batch. I on behalf of the whole of Gr.D Stenographers
of CSSS request the DOPT to look into it while restructuring the CSSS
in near future and give at least two regular promotions to those who
have suffered a lot in the past.

Think or the things would collapse !
You are right that the government has shown the foresight in cutting
the size of bureaucracy and banking workers but failed to cultivate
the prospective officers who will man police and administrative services.
The grapevine you can see for few but in fact government need the staff
for more 2 or 3 years otherwise it is going to collapse in 2012 itself
as retirement in 2010 and 2011 is too much. The IAS/IPS or financial
field people including those in the secretariat services are no commoners
or need any judgement for asking for raise in the age of retirement.
There are 1256 IAS, 1156 IPS, 40,000 banking and 4654 people in the
secretariat. Will the extensions on personal posts having some other
criteria that needs not be taken into consideration. Even if you hold
special examination for recruiting IPS from the paramilitary force is
a welcome step. But for the present situation which will halt the administration
is the increase in retirement age from 60 to 62 years. Some people including
politicians back the new generation but they can go on inducting them
and they may be ready sometime after 5 years. Say we can get new breed
after 5 years. The foresight is necessary for Mohana
