Syed Naseem tipped to be new Secretary Aviation
As the grapevine has it, Syed Naseem A. Zaidi (IAS 1976 batch, Uttar
Pradesh) Director General (DG) in Directorate General of Civil Aviation
(DGCA) is tipped to be new Secretary Civil Aviation, once present incumbent
M Madhavan Nambiar retires in November 2010. Nambiar is an IAS officer
of the 1974 batch who belongs to the Tamil Nadu cadre.

This is not confirmed.According to one source over 40 IAS officers belonging
to 1991 batch have been empanelled to the rank of Joint Secretary in

Why Sharma is not getting posting in GoI ?
Why 1976 batch IAS officer of Rajasthan cadre Rajiv Sharma has not been

circles are amazed. Infact, Sharma has been empanelled to the rank of

Tension in Pakistan Government and Judiciary
further deepans
Suspense regarding pakistan government's move to remove the CJ and other
senior judges deepened further when on 18th oct the Attorney General
Maulvi Anwarul Haqdisregarding the direction given by the CJ on 15 oct
refused to file a written statement making clear the government's stand
on the issue. Justice Javed Iqbal's statement during the proceedings
that as per information provided by a TV anchor the order for removal
of the judges has already been signed further aggravated the suspense.
Before adjourning tha matter the 17 Judge bench headed by the CJ reiterated
that any attempt to remove the judges shall be grossly unconstitutional
akin an act of treason.
It may be recalled that alarmed by media reports on 14th oct that the
government was planning to withdraw an earlier order vide which some
senior judges including CJ Iftekhar Mohammad Chowdhury sacked by Musharraf
were reinstated by the present government a conclave of the senior judges
around mid night on 14/15 oct referred the matter to a 17 judge bench
headed by the CJ. The bench took up the matter on 15th oct and directed
the Attorney General to file written assurance in the court on the issue
on 18th oct.
It is now clear that the government and the judiciary are close to head
on collision resulting in a situation serious enough to prompt or provoke
the Army for a proactive intervention.

Union Steel Minister felicitates SAIL-sponsored
CWG medal winners
Winners of Gold and Silver medals at the recently concluded Commonwealth
Games (CWG) were felicitated, at Udyog Bhavan, New Delhi, by the Union
Minister for Steel Virbhadra Singh who also announced cash rewards of
Rs. 5 lakh and Rs. 3 lakh for the Gold and Silver medal winners respectively.
Those felicitated were Wrestler Sushil Kumar, who won the gold medal
in the freestyle 66-kg category, wrestler Yogeshwar Dutt, who won gold
medal in the 60-kg freestyle event and shooter Deepak Sharma, who bagged
a silver medal in the 50m air pistol competition. Steel. Steel Authority
of India Ltd (SAIL), under the Ministry of Steel, had been providing

It is true
The comments on increase of age limits for government servants on the
basis of figures is true and need to be seen as the collapse of future
machinery of government. China has last week raised the age and they
have the best ever workforce which can't been done away like this. The
experience hands are the real winners and force of the administration.

lot are requested to kindly come forward and place your views/ grievances
before the authorities concerned so that they can be able to do justice
and a sympathetic view will be taken for this class in the ongoing restructuring
of CSSS.
Deep
Ravan in festive mood?
Ravan seemed to be exceptionally in a festive mood at the Ramlila Grounds,
Delhi, on the occasion of this year's Dussera--Welcoming a particular
dignitary loud and clear! Even his brother, Kumbhakaran, who sleeps
for months before waking up for a few days(not waking up for months,
which is all myth), joined him in welcoming. Surprisingly, Indrajeet,
the pure upper stiff lip hard nosed blue blood Prince, who had no love
lost for the human born, also was all smiles side to side in extending
that unique welcome. The dignitary chose to ignore the trio. didn't
even cast a look at them but proceeded straight towards Ram-Sita-Laxaman
and paid respects to them. The trio were aflame in anger, but the dignitary
did not look at them till they were burnt alive. Although the burning
was delayed by a few moments as the PM seemed unwilling to shoot an
arrow at Ravan or the trio. Ram alone knows whether the arrow was dropped
by an unwilling or unsure PM or it just slipped away, but the youth
power was quick to lung to his aid. And Ravan and the trio were happily
consigned to the flames!
Nothing special about the festivities, excepting that Ravan seems to
be registering regular annual incremental growth in stature from year
to year(YOY) basis in the past several decades. Now he has not only
grown in height but in numbers too. Earlier he used to hold his janata
darbars in the maidan only, but now his presence can be noticed by the
roadside everywhere in Delhi, Varanasi, Kolkata, Mumbai etc. Really,
the variety of the Ravans in India has beaten hollow the real Devil:
we annually burn him and he reappears annually in greater & greater
numbers!Ravan always welcoming dignitaries with warm wide open long
arms & broad smiles!

Each one should be asked for account
Each one involved should be asked to account for 70000 crores of tax
payers money claimed to be spent on the games. Like in the past it is
only a few officers who may be axed. as in the past nothing will happen
to a politician. they will again have a last laugh by making a sham
of the whole investigation and use the same money to contest the next
election. let us hope for things to change. corruption can be minimised
only if politicians make a beginning. if they make a beginning, officials
will automatically fall in line .

CWG corruption case getting murkier
CWG corruption case is getting murkier and murkier indicating a highly
powerful hand behind comparatively small time henchmen like Kalmadi.
When the investigating agencies were ready with the first chargesheet,
Government has ordered an enquiry by an Ex-bureaucrat presumably to
delay any action. This enquiry will go on with extensions. Meanwhile
valuable documents will be lost, the whole thing will become a farce,
people will forget about it and looters will escape with the loot. Now
we know why our honest PM was forced to order an enquiry.

Every body is blaming kalmadi but no body is pointing finger towards
Delhi CM Mrs. Shiela Dixit and Union MInister Jaipal Reddy. This is
because they are giving huge advertisements to print media and electronic

Are we apostle of peace ?
Of course the CWG went on well. We proved that we can embarass the country
and retrieved its image when decided to do so; one thing I did not like
particularly is show of arms in the closing ceremony - arms are symbols
of violence. Last few weeks Durga Puja and Ravan vadh were full of these
symbols and RSS which boasts of nationalism worshipped arms, a symbol
of violence. Should we call ourself an apostle of peace?

Is it not a pattern ?
Somehow there seems to be a pattern in the cacophony surrounding the
follow-up of CWG games which is similar to the one surrounding IPL and
in quite similar to the IPL story a villain has been found to be made
scapegoat while the real actors hide somewhere in the chaos encompassing
all this cacophony. In this case Kalmadi would bear the same shoes as
Lalit Modi for IPL and the real players would thus remain unhurt. If
one puts things in proper perspective then Kalmadi run OC was handling
only a miniscule portion of the mammoth CWG budget and on top of it
there were more than sixteen IAS officers overseeing its operations
at different levels within the OC. Then there were control structures
like executive board and host of committees headed by bureaucrats to
reduce the risk of financial bungling by the OC. Besides there was a
lot of media and RTI related exposure of the OC that it would have been
well nigh impossible to indulge into blatant corruption by OC mandarins.
Compare this to Delhi Government, MCD, NDMC, UD Ministry, Sports Ministry
etc which were handling the bulk of the budget related to CWG and there
was no extra control structures put in place in any of these bodies
to monitor their expenditures. I have serious doubts about both the
intentions or even the capabilities of various agencies heading for
post games investigations to bring out anything substantial in any of
these bodies. We in this country are witness to various scams and the
related investigations and our record of bringing out the true culprits
to book is pathetically poor. Every case of high profile scam ends up
with some small fish being made scapegoats be it Bofors, Animal Husbandry
Scam, Hawala Scam, IPLgate, etc as the list is just endless. I somehow
feel that we must now accept corruption as face of Indian governance
and may be think of legalizing it as was being thought for the betting
in cricket at least this shall ensure that all the black money gets
channelized in the economic system thereby giving it a huge boost.
