FORUM MEA should take DS/Director level officers MEA should take 12 -15 DS/Director level officers . 2 each from IAS,IPS, IRS ( Income Tax), IRS ( Customs and C EX), IES ( Eco Service),ITS (Trade Service, IAAS and IRTS. Let MEA call for eligible officers of 10-14 yrs seniority from these cadres to take care of their shortage of Directors in MEA, as also to build their capacity to handle economic, trade, customs and other diplomacy issues. Kumar Suresh IFS officers in other Ministries Given the shortage of IFS officers for filed and diplomatic postings it will not be a good idea to have them in other departments. IFS officers must concede that economic, social or health diplomacy is not something that 1 or 2 select IFS officers can pick up and help the nation. the process is also time consuming , assuming some IFS officers actually join as Joint Secretary's for a 5 yr stint. On the contrary, it would make much sense to post officers into MEA at Director/JS level, if they are coming with 3- 5 yrs of relevant International Cooperation expertise in areas of economics, agriculture, trade or health. e.g, Joint Secretary or Dir from Min of Agriculture, Commerce can be posted to MEA. ( Not necessarily in Foreign Missions- let that remain bastion of IFS!). likewise IRS ( Customs and C Ex) or ITS ( Trade Service) will be officers will be extremely useful as Jt Secy/Directors in the relevant MEA divisions. Well the judgement of the case is likely to be decided even before it is presented. Now compare this to our famous CWG2010 case. Who are the accused? Answer is: OC, Ministry of Sports, Ministry of UD & DDA, Various
departments of Govt. of Delhi, NDMC, MCD etc. Now look at who are our investigators? Well you have CAG, CVC, ED, IT department as investigators. Who heads them all? Again it is all IAS officers who heads all of these agencies. So are these agencies likely to conduct a fair probe against their own tribe? Very doubtful isn't it? Even if these agencies do find out some irregularities most likely the findings against the real culprits would be toned down to save them and only smaller fish would be made accountable. Now assuming that some of these agencies still do a good job in bringing
out the truth in public domain then look who is supposed to ensure action
against the guilty? Well it would be DoPT and Cabinet Secy. Who are
they? Again IAS officers. Will they allow their service mates to suffer?
Very doubtful again. Sundaram How unprofessional mindsets!!! How should we react to scandals within scandals? How would the aam aadmi take corruption scams against, say the CBI/CVC/CAG/ED/IT, while they engage on inquiring into the acts of corruption of the OC or any other organization? Surely, not very kindly. But that is not happening. What is happening is sleight of hand (generally invisible but always with you), ingenuity of the really powerful and roguery! So , now you are going to buy dirt cheap kitchen equipment imported for negligible price of just 8 crores of rupees, duty exempted, transportation costing mere another 8 crores only because the IAF transported it . Had it been some private transporter, the transportation cost might have been slightly higher at 24 or 36 crores. But the OC saved the nation's money and the tax paid by all of us. The equipment was second hand: hardly matters! We have been practicing this trick for decades and continuing it with unflinching loyalty in all high value imports-be it Marshal Gorvashov or the CWG kitchen equipment. So far everything is transparent. The ingenuity is in disposing of the equipment. Estimates suggest that not even 30% of 8 crores can be realized! Isn't it interesting? Isn't it instructive? This procedure goes on in disposing of high value assets like accidented ships, airplanes, military aircraft, rolling stock ,laboratory equipment like the irradiator(DU) down to the great OC's great second hand kitchen equipment. That is the end of "sports" so far as the OC or the M/o Sports, SAI, Delhi Govt(any state govt for that matter), sports lovers and of course we, the people of India are concerned. It is nobody's responsibility to see what happens after the games are over. One person or authority can not be held responsible for everything!! There is nothing called "from conception to commissioning and running for a fixed time" in government set ups! How unprofessional all government agencies for sports can be is proved by this single issue. They would prefer to sell it for less than 3 crores rather than making it available to our sports persons as part of their training, so that such ordinary things do not overawe them when they go abroad to participate in the events for the first time. It is called "exposure". Exposure visits are organized by professional groups to broaden the outlook of the target groups. Alas! We revel in glorifying poverty( hum garibi ke kashide kaste hein). Why should our sportsmen and women , especially from the countryside, be not exposed to such well maintained, clean and efficient kitchens? Why should they be driven to the roadside Dhabas always? The government has to inject professionalism in sports and it starts now, with the conclusion of the CWG. None of the equipment need be sold or gifted in any manner. Costs have been borne by the aam aadmi. Now they are entitled to enjoy them. The government should facilitate that by engaging people who are not corrupt to deliver this service to the people. Everybody seems to be busy advocating the welfare of the labour employed for the construction projects of the CWG. Can their children have access to these facilities? I ask this question because India has practiced denial of access on equal footing in the past and continues even now. The sixth central pay commission report, produced after painful labour, leaves traces of such discriminatory machinations in keeping the deserving out of bounds from reaching the top. It happens only in the game of Chess that an ordinary foot soldier becomes the prime minister(Vazir), not under the sixth pay commission recommendations, as it all depends on who scratches whose back! Let us be professional if we really care for India and the Indians. We can start with the subject of Sports. M L Gupta Big Event Successfull holding of CWG2010 in Delhi was a big event despite all
odds against India holding the CWG. Our press provided full support
to the elements working against the prestige of the nation. There were
delays and confusion in starting the works but our Engineers and construction
workers did wonders to create world class stadia and other infrastructure
in a very short time. SKS Legalising corruption In India, over the years, we have already legalised corruption and it has been appreciated by one and all. For example, Railways Tatkal seva. Pay more and get railway reservation on priority. Pradeep Ratnaparkhi Probe itself isi malafide The CWG corruption Probe itself appears to be a malafide exercise-a game to thwart the scam. With so many agencies in the fray and working at cross purposes the probe can not be really effective. It is like the way the Games have been managed .With more than 20 agencies at work with no one in command. How is the Shunglu committee going to conduct a proper investigation when the documents are already in the hands of one or the other agency. Why give this a committee approach. Cynics have an answer. The CAG's report has to be placed before the parliament .No such compulsion is there for the committee report. So have a committee look into it to avoid the heat by the parliament. As for the opposition Kalmadi has been clever enough to include all in this common loot. There are BJP-wallas too in the OC as well as contractors for work. So have no hope my countrymen for the probe into this massive bungling of Funds. Yes if any officer had omitted a line or made a mistake in putting a full stop or a comma in a note (As in Ramsetu case of 2007)you can expect him to be punished for that is more serious matter than this wastage and loot of public funds. Aarti Khosla " Do not make CWG Ravanas immortal ?" I have been baffled since childhood as to why are we burning the demon's
effigy year after year with religious regularity? By this act, are we
not immortalizing him for burning next year and thereafter? Why can't
we let the poor fellow remain buried in his tomb in Sri Lanka? Ravana
has been over-killed in India. The public is not impressed. It is concerned
with the liquidation of modern day Ravanas of India. The spectacle of
Sonia Gandhi, Manmohan Singh and Rahul Gandhi (a new entrant from this
year) shooting off arrows at the hapless demon in Delhi is being enacted
