NBCC pays dividend to government
NBCC, the construction major of the Govt. of India under the Ministry of Urban Development, paid Dividend of Rs.23.30 Crore, for the year 2009-10, to the Govt. of India in New Delhi. The Dividend cheque was presented to S. Jaipal Reddy, union Minister of Urban Development by V.P. Das, CMD of NBCC. Those present on the occasion were Navin Kumar, Secretary (UD); R.C. Mishra, Additional Secretary (UD) and other senior officers of the Ministry and NBCC. This is the 4th consecutive year that NBCC has paid dividend to the Government.

Missing Service Book
The appellant wanted copy of his service book and personal file to substantiate his claim that he has not been compensated adequately after his retirement. The respondent stated that once a person retires, the service book and personal file are supposed to be with Asst. / Dy. Chief Accountant (Pension Department) who have claimed that the same are not available. The Commission held that the appellant has been unnecessary harassed since nobody seems to know
where his service book and personal files are being held. The appellant is retired and is being harassed and made to file unnecessary appeals to try and establish his claim for his retirement benefits. Therefore, the Commission ordered that under Section 19(8)(b), a compensation of Rs. 2000/- shall be paid to the appellant
and directed the Dy. Chief Accountant (Pension Department) to send the copy of the service book and personal file of the appellant to him
before 10 November 2010.
Comments
The poor state of affairs of the records maintenance by the public authority affects not only the public at large, but also the government servants. With a spate of orders granting compensations, it is high time that the government accords due importance to record keeping.

Extend retirement age

With the increase of life expectancy and extension of age limits for entry, there is absolute necessity to extend the retirement age of civil servants. At the same time there should be procedure to weed out inefficient and corrupt. Only those with integrity, hard work, honesty and commitment to the nation should retire at the age of 62.Others should be made to retire at the age of 55.
Even now more than 50% of officers are either playing political games or enjoying life.

Nehruvian pacifist combination


Manmohan-Krishna-Nirupama Rao is a Nehruvian pacifist combination. Ms Rao who acted as a petitioner in Chinese Court inspite of the taunts and insults she received is still continuing as one of the Foreign Secretary. Otherwise what is the rationale in MEA blocking JI University in giving an award to Dalai Lama. It is better for the UPA government to understand that our defence forces are not the same as in the days of Nehru and we need not have to keep our tails between our legs while tackling Chinese.

CVC should be proactive

In the war against corruption the institution of CVC needs to play
some proactive role. Let there be some meaningful recommendations
towards preventive measures. Let them concentrate on 'BIG FISH'. The
conventional laid back approach is not of much use. Let CVC try to
improve its credibility. Also, no alibi please.

A brilliant officer


D K Mittal, of 1977 batch, is a brilliant IAS officer. Few officers in the IAS (or any other service) can match him (one such is the present Cabinet Secretary, K M Chandrasekhar, another is Hardeep Puri of the IFS. One hopes Puri will get his dues also). Hope the services of this brilliant officer are recognised. Our best wishes are with him. There is another such officer of the UP cadre, equally outstanding, though junior by four years, the redoubtable Anil Swarup, of the 1981 batch of the IAS. Maybe now being empanelled as Additional Secretary. The track record of Swarup speaks for itself. One hopes he gets his due as well.

Can the CVC/ CBI analyse as to how much percentage of IPS officers have been investigated and charged on either corruption/income disproportionate to known sources. Now come on don't say that all is well with IPS/Indian Forest Service.

Will anybody be punished ?

The entire hue and cry over corruption during commonwealth games would die in due course without anyone being punished. while CVC or CAG may identify the guilty, the ultimate power to punish any individual rests with the appropriate disciplinary authorities. None of them including central govt. depts. or organisation like MCD,DDA would take action to punish the individuals because of vested interest.
Another ingenious way to scuttle the disciplinary proceedings is to prepare half-baked charge-sheet with insufficient documents ,which enables the guilty person to escape. If things are to improve CVCs or CAGs recommendations must be mandatorily implemented and no discretion should be given to disciplinary authorities.

In India no system works. If you introduce merit for promotion, Bhai
Bhatijawad will prosper, if you go by seniority you have duds. Unless
each Indian soul is pure at heart and with national feeling nothing

Reducing accidents

There are some measures which may go some way in reducing traffic accidents:

1. Anyone accused of causing death by rash and negligent driving
should have his/ her driving license suspended.
2. Anyone convicted of rash and negligent driving should have driving
license revoked and never issued again.
3. Anyone accused of road rage crime(s) should have their driving
licenses suspended.
4. Anyone convicted of road rage crime(s) should have their driving
licenses revoked and never issued again.
5. Anyone found driving rashly should have his/ her driving license
suspended for six months.
6. For drunken driving/ driving on drugs, anyone accused to be doing
so, driving license should be suspended for a year for each offence.
7. Anyone accused of drunken driving/ driving on drugs thrice,
driving license should be revoked and never issued again.
8. Pedestrain should have right of way just as in Europe and USA.

Milestones in governance

Ever since the word "socialist" was inserted in the constitution, the country got divide into two categories: the aam aadmi & the khaas aadmi. Earlier we used to talk of "socialistic pattern of society" only. Introducing socialist in place of socialistic pattern of society was considered another step forward. It is time for us to audit the progress made. A few milestones in governance seem to guide us to the direction where our socialist republic is going; (1) IPO of public sector sell share of face value of Rs 10 for Rs 250-275 ! Speculation? What else? Whatever happened to the fundamental right to work and employment?
(2) Circle rates. Government failure to make available humble dwelling unit for reasonable price has generated a big black market in real estate. That has taken housing out of reach for the aam aadmi. Circle rates have contributed further to enhance cost of housing, depriving the aam aadmi of all chances of ever owning a dwelling unit of his/her own.
(3) The aam aadmi suffers in absence of rules and regulations, because adhocism rules the roost. It robs the aam aadmi of all the opportunities of employment and other services of the state. The Public Distribution system is the best proof of services denied and ad hoc appointments garnish this dish further. Government is giving selectively reemployment to the chosen ones denying extension of age of retirement beyond 60 years for all.(4) The coaching centers deliver better than regular institutions. The degeneration of the IIT Kharagpur professor incharge of JEE is the last straw on the camel's back! (5) Post card for the aam and speed post for the others; wait listing for the aam but tatkaal for others, spurious medicines for the aam and genuine for others, panchayat or municipal education for the aam and public schools for the others completes the divide. So the socialist republic has made many practice socialism as a life
style but capitalist for others. Our socialist Netas wear designer kurtas costing nothing less than Rs 30000. Gone are the days when they used to spin their own khadi and wear the cloth made of it. Should we continue with this form of socialism? Saying yes would mean we like to pay for dal @ 150 a kg and rice @ 200 a kg and aataa @ 30 rupees a kg. With such grand bonus the aam aadmi can celebrate Durga Puja, Diwali, Eid, Christmas, Navroz and other festivals in
grandeur. This socialism is better in one respect: nothing comes for free as in the Nehruvian era, but you pay for everything! or "no more free lunches".
