41 CRPF officers and men awarded DG's commendation disc
Forty one officers and men in CRPF have been awarded by the Director General's commendation and letter in recognition of their administrative excellence and exemplary dedication to their duties. The list include three ADGs - Messrs JC Dabas, Rakesh Jaruhar and PM Nair, RK Vishwakarma and Shrikant (both IGs), 16 DIGs, two Commandants, five Deputy Commandants, two Assistant Commandants and other personnel. The list also carries names of four civilian officers - TS Kripanidhi (FA), Rozi Agrawal (DFA), Yashshri Shukla (DD, Accounts) and Ajay Chaturvedi (PRO). All these officers and men have been given the honour by former DG, Mr Vikram Shrivastava before his departure from CRPF.

Interlocuters on Kashmir going astray

The interlocuters on Kashmir have started work on a very wrong note. So far we all believed that Jammu & Kashmir is an integral part of India. Only seperatists want it to be accepted as a disputed territory. By announcing that it was a 'dispute' the trio played to the gallery. What qualified them to make such policy statements. What are their qualifications by the way to meddle in this 'dispute'. They have yet to familiarise themselves with the background, ethos and character of the so called leaders of the separatist or the 'Azadi' movement. Only the other day the journalist leader of the Group, I am told, was looking for a particular book on Kashmir in IIC library to understand the basics. The lady interlocuter may be brilliant but working in an institute dealing with Conflict Management does not mean that she can resolve any conflict. As for the third gentleman maybe they wanted a Muslim face in the Group. One is foxed by the choice of this Group. The names (of Wajahat Habibullah, Mahmud-o-Rehman and Amitabh Mattoo) earlier doing the rounds had many times more credibility. They are all brilliant persons and know Kashmir and Kashmiris well. Here is the team of interlocuters whose first action has been to internationalise the issue. May be they want to strut around on the international stage while going about 'solving' the Kashmir issue. The whole exercise again gives an impression of the Govt. not being sincere in tackling this problem. The present set of interlocuters , I am afraid, is going to complicate it further.

Are Kashmir interlocutors tutored by GOI ?

Dileep Padgaonkar's outrageous statement on non-accession of Kashmir and its merger with India, is in sync with the similar statement made in J&K Assembly by Omar Abdullah . It is now certain that this was not a coincidence nor an impulsive act but a pre-planned political move of the Congress-led UPA Government . Do they have the mandate of the country to take this outrageous stand? May I urge upon Padgaonkar to refresh his lessons in Indian history as his statement has a bearing on the accession and merger of 560 Princely States which were protected by the Great Britain's doctrine of paramountcy. Let it be known that when the Indian Independence Act was passed by the British Parliament, the power was transferred to the people of India as far as British India was concerned. The Great Britain while putting an end to paramountcy, left it to 560 Princes of the British India to arrive at such arrangements, as they thought appropriate, with the Governments of India and Pakistan. At the time of partition, Pakistan was a new State which came into existence, but the present Government of India was the successor government to the Government of United Kingdom. As per transfer of power, it was open to every princely State to accede either to India or Pakistan. The law did not provide that the Instrument of Accession could be "conditional". Once the accession was accepted (as it was done in Kashmir by the Governor General of India Lord Mountbatten), the particular Princely State became an integral part of one or the other of the two Dominions. There was no question whatsoever of taking into account the religious dispersal of the population of Princely States. Whether a Princely State should accede to India or Pakistan was left to the choice of the ruler of that State. The separatists' assertion that the State of Jammu and Kashmir, by reason of its large Muslim majority and of the fact that Pakistan came into existence as a Muslim State, should naturally form part of Pakistan, is not legally tenable and is wholly wrong in view of the legal and constitutional position. Against this background, the three Member team of interlocutors headed by Dileep Padgaonkar (Read as GOI) must de-mystify its hidden agenda .The team cannot twist history and hoodwink the country by meeting the separatists and ignoring others including the Kashmiri Pandits. This turn-around in stand will create a chaos in the country.

Govt. hospitals.

Many comments in the press regarding maltreatment of members of the medical profession. Added to this, is the fact that they have even been ill treated by the OC during the commonwealth games. Why should doctors be ill treated the way they were? They are all highly educated and are experts in their own field. Just imagine that doctors did not get proper food during their duty in CWG at the village etc. Ultimately, it is the Delhi Govt. health department which had come to their rescue. They are a pitiable lot. sometime back, there was news that junior resident doctors and MBBS interns at Safdarjung hospital went on a strike on the issue of lack of protection to them as one of them was beaten up by a patient's attendants as the patient died. The doctors in govt. hospitals work under very bad conditions - be it the rooms they occupy in the hospitals, the operation theatres they are allotted to work in or anything else. For months together, the students who are pursuing their PG courses in Delhi do not get paid their dues and the Govt. expects them to perform "noble" duty. They invariably put in more than 24 hrs at a stretch. Sometime back, parts of the ceiling in one of the OTs fell on one doctors who was performing an operation. This particular matter is being put in the Whispers in the Corridors as many people from the bureaucracy go through this website regularly and it is to draw their kind attention to the conditions under which they are working. Whether any AIS officer will work in these conditions? The Govt. should ponder over these points and improve the working conditions under which these doctors are supposed to deliver the goods. No wonder, there is lot of brain drain in this category of professionals and the Govt. has not done anything to stop this even though we shout from our rooftops that there is a severe shortage of doctors in the country. Hope the officers in the M/o Health and also from the Delhi Government are going through this website and taking note
of this.
