UPA govt amends CSB' rules !
UPA government is learned to have amended Central Service Board (CSB)
rules. As of now , as many as 70 percent postings are done on the recommendations
of the Ministers. Earlier, CSB used to decide in such cases.
State of affairs in Punjab

41 CRPF officers and men awarded DG's commendation
disc
Forty one officers and men in CRPF have been awarded by the Director
General's commendation and letter in recognition of their administrative
excellence and exemplary dedication to their duties. The list include
three ADGs - Messrs JC Dabas, Rakesh Jaruhar and PM Nair, RK Vishwakarma
and Shrikant (both IGs), 16 DIGs, two Commandants, five Deputy Commandants,
two Assistant Commandants and other personnel. The list also carries
names of four civilian officers - TS Kripanidhi (FA), Rozi Agrawal (DFA),
Yashshri Shukla (DD, Accounts) and Ajay Chaturvedi (PRO). All these
officers and men have been given the honour by former DG, Mr Vikram
Shrivastava before his departure from CRPF.

honoured by DG's commendation disc and letter. They are TS Kripanidhi
(FA), and Rozi Agrawal (DFA) belongs to Indian Difence Accounts Service

CVC indicts two Home deptt officials
The Central Vigilance Commission (CVC) has in July 2010 advised
imposition of major penalty against two officers of Ministry of Home
Affairs.

DIREC 2010 gets underway
With inaugural address by Indian President Ms. Pratibha Devi Sinh Patil
the Delhi International Renewable Energy Conference (DIREC 2010) on
the theme of "Upscaling and Mainstreaming Renewable for Energy
Security, Climate Change and Economic Development," started in
Delhi on October 26, 2010. In her address she said "renewable energy
is an important component of India's energy planning process leading
to the development of one of the largest and most diverse renewable
energy programs in the world with the goal of achieving national energy
security and energy access." The DIREC 2010 is the fourth in the
series of global Ministerial-level Conferences on Renewable Energy,
which follows from the initiative taken at the 2002 World Summit on
Sustainable Development in Johannesburg, acknowledging the significance
of renewable energy for sustainable development. This event provides
an international platform for government, private sector, and civil
society leaders to jointly address the challenges and goal of advancing
renewable energy. It was build upon the success and outcomes of the
previous events held in Washington, Beijing and Bonn. More than 50 countries
with more than 9000 delegates and 250 speakers are participating in
Ministerial Level Plenary sessions, CEO oundtable, Business Trade Show
and other parallel events on critical renewable energy issues. Indian
Minister for New & Renewable Energy Dr Farooq Abdullah said, "Renewable
energy's role is in serving the aam aadmi by providing energy access
to millions of disadvantaged and remote habitations is by itself a sufficient
reason to pursue this course vigorously and passionately, not just in
India but in entire developing world". As per Deepak Gupta, Secretary,
Ministry of New & Renewable Energy, "DIREC 2010 has delegates
coming from nearly 70 countries and over 600 exhibitors are going to
be a part of India's largest Renwable Energy Conference and trade show".
He also added that at DIREC "a separate CEO roundtable for a high
level representation of the companies worldwide to seek the business
perspective for the development of renewables worldwide is also being
held to deliberate on policy catalysts needed to scale up the growth
in this sector." Likewise, Dr Mohamed El-Ashrey, Chairman, REN21
said, "India is setting an example for other emerging economies
on accelerating the use of renewable resources. Today, India ranks fifth
in the world in installed wind power capacity. The Government of India
is to be applauded for inviting and encouraging policymakers, business
representatives, and members of civil society from across the world
to come to Delhi for the DIREC 2010 and jointly explore effective ways
to scale up renewable energy and attract more investment in their countries."
Central Bank Of India records 20.70% growth
in net profit
Central Bank of India has posted a net profit of Rs 379 crore for the
quarter ended September 30, 2010 vis-à-vis Rs 314 crore for the
quarter ended September, 2009 recording a growth of 20.70% on a YoY
basis, said S. Sridhar, Chairman & Managing Director of the Bank.
Correspondingly, Sridhar said, operating profit zoomed to Rs 777 crores
on Sept. 30, 2010 from Rs 514 crores on Sept. 30, 2009 showing a growth
of 51.17%. Net Interest Margin (NIM) also spurt up to 3.14% as on Sept.
30, 2010, as compared to 1.81% on Sept. 30, 2009. This was attributed
to a strong growth in Net Interest Income of Rs. 1346 crores. The Total
Business of the Bank increased to Rs. 2,83,561 crores as on September
30, 2010 from Rs. 2,43,718 crore as on September 30, 2009, a growth
of 16.35% (YoY) basis. Also, gross NPA ratio declined to 2.28% as on
September 30, 2010 from 2.64 % as on September 30, 2009. Net NPA declined
to 0.68% as on September 30, 2010 from 0.69% as on September 30, 2009.
NPA Provision Coverage decreased to 70.5% as on September 30, 2010 from
74.3% as on September 30, 2009.

Vigilance awareness in Shipping Corporation
of India
In accordance with the directive received from the Central Vigilance
Commission, the Vigilance Division of the Shipping Corporation of India
Ltd is observing the Vigilance Awareness Period 2010 in all its offices
from 25th October 2010 to 1st November 2010. This year, the main focus
of observing Vigilance Awareness Period is "Generation of Awareness
and Publicity against Corruption". Keeping in mind the suggestion
of the Commission to have an effective anti-corruption campaign this
year, the SCI Vigilance Division has organized various programs/ competitions.
The Inaugural Function was observed at 11 AM on Monday the 25th October
2010 where the Pledge was administered to the employees by B.K. Mandal,
Director (Finance). The messages from the Hon'ble President of India,
Vice President of India, Prime Minister of India and the Central Vigilance
Commission were read out by M.B. Sagar, IPS, Chief Vigilance Officer
of SCI. The 3rd edition of "SCI Voyager" - the in-house magazine
of the SCI's Vigilance Division was also released by Shri Mandal on
the occasion. Both Mandal and Sagar spoke on the occasion regarding
the importance of vigilance in the Public Sector.

For the first time Government of India is doing justice to the allied
services and it is surprised as to how the IAS officers have allowed
the Government to accept this proposal.

I read that few secretaries from central services will also be made
in future. Even if that happens, that will not change the face of Indian
bureaucracy which ignores merit and thus resulting into corruption.
We must have conglomerate of people from various sectors e.g private
sector, universities, Government service etc. as it is in developed
countries. What a remarkable day would be in Indian government administration
when a young person will be appointed as a secretary due to his sheer
brilliance and merit.

Time to set up Administrative Standards Authority Of India
Come November and we go in for another vigilance awareness week/fortnight/month.
Good! At least for the duration of the campaign, the government functions
corruption free, or thereabout. The only problem is the oath administered,
year after year and that too to the same assortment of employees. The
really corrupt never turn up for such time wasting celebrations! The
result is more and more corruption, because daily collections get adversely
affected. There are big shots who can not start their day without getting
their unlawful tribute. Therefore, as a measure of administrative reform,
it is suggested that the government consider setting up a national body
under the name & style of the Administrative Standards Authority
Of India. It will turn our attention from the negativity that the nation
has been practicing so far to positivity. Vigilance is negative, Standards
are positive. At the moment the public is not sure what to expect and
what not to expect from the government. Everything is loosely clubbed
under the category of corruption. Nothing comes out of it, because it
is an exercise in futility with so much of legalese involved that nobody
can really draft an infallible chargesheet and the inquiry goes on for
decades. Everything, each action or inaction becomes the target of suspicion.
If this approach is abandoned in favour of administrative standards,
the chances of success are increased. An experiment was started half
heartedly in the form of the Directorate of Public Grievances, but it
turned out to be another irritant because of the word "grievance".
Standards, like those set by the ISI(now BIS) or other such national
bodies, were never set up. The result: convicted scoundrels, gaining
entry to elected offices or party positions, show the intemperance of
levelling unfounded, concocted, framed up charges against the most upright
and honest officers. The Kerala government was the first government
to have passed a law against "frivolous" complaints. More
than 90% complaints are malafide attempts to vilify honest officials.
The proof lies in the CVC issuing orders to ignore unsigned complaints(anonymous).The
standards authority will give immediate opportunity to the official
for course correction where required. It will also sensitize the complainants
towards their responsibilities. At the moment it is free for all, no
holds barred, chaotic situation. What protection is available to a government
officer against the malicious attacks from an MP/MLA/Municipal; Councilor
etc? None. But they issue letters in tonne. Who writes these letters?
Generally those among the corrupt employees who fear the honest officers.
These official letter pads can be retrieved by the CBI from the office
rooms & almirahs of such employees. The establishment of the authority
is bound to curb corruption prone administrative tendencies and promote
transparency in the system. Similar bodies will also be set up in the
federating states. Scandals like CWG will not occur with such religious
regularity. Consider the pendency clearance mechanism adopted by the
judiciary through the mechanism of Lok Adalats, where more than one
lakh cases were disposed of in one day! These were among the more than
1.5 crore cases pending in various courts in the country, which needed
thousands of judges and court rooms and supporting staff. Time for us
to move to positive action rather than wasting our energies in useless
litigation.

be a good looking person! A dumb blonde like Brigette Bardot or maybe
someone with outsize silicon breasts like Pamela Anderson would be the
perfect representative India as a rising Superpower? Maybe the President
too could do with a makeover in keeping with our new found greatness
in American eyes. And what of the Prime Minister? Shiny Ahuja would
do so well in the job! Even the housemaids will not complain! Aftab

Govt Hospitals
The Bureaucrats ( Read-IAS) in MOHFW has attempted to marginalize the
doctors in the Dte GHS at every given opportunity. This has been going
on for the last 5-6 yrs. The earlier DG ( Dr S.P.Agarwal) would put
his foot down once in a while , however the present incumbent ( Dr R.K.Srivastava),
the good man that he is, does not take to confrontation. In the process
the system is suffering. Instead of building their capacity, the IAS
brotherhood have even taken upon themselves the task of managing the
service of the CHS cadre , recently appointed an IAS officer as Additional
Secretary to handle CHGS (imagine an IAS deciding the need for scaling
up medical facility of government employees, transfers n postings of
doctors, medical claims etc). The hospitals of Delhi (SJH, RML, LNJP)
have long been under the remote control of Nirman Bhavan. One can check
the log book of the Medical Superitendants Car to confirm that they
are in MOHFW almost every day to meet the Dy Secy or Joint Secy. The
Dte officials ( CMOs and DyDGs) are not given any opportunity to represent
their subject in national or international meetings of importance (
